INTRODUCTION: In the minutes of the joint meeting held with the representatives of APSRTC National Mazdoor Union on the Union represented that the levels of seniority of Ministerial Staff and Stores & Purchase Department working in Hyderabad City Region may be maintained separately. A decision was taken during the meeting held by ED (A) with ED/ Hyderabad Zone on that Hyderabad City Region will be treated as separate Zone for the purpose of maintaining seniority only of all departments, upto 2nd level Supervisory cadre (only Zonal seniority posts) and to call for options from all the eligible employees. A Notice Under Section 9-A of I.D. Act 1947 has been issued vide reference 1st cited and Notification has also been issued vide reference 2nd cited, revising the level of seniority of the following categories which will come into force with effect from the date of publication of final seniority list. (Material) Zone Zone Region Region In view of the revised level of seniority from Hyderabad Zone to Hyderabad City Region, for the purpose of promotion / Placement, the following is the procedure for exercising option by eligible employees. II. OPTION PROCESS : 1.Eligibility to Exercise Options and other conditions : i) Consequent on maintaining separate seniority for the employees working in Hyderabad City Region, the employees borne on Zonal Seniority of Hyderabad Zone and on Muster rolls as on are required to give Option either to remain in the Hyderabad Zone or to go over to the Hyderabad City Region. ii) The employees who are in the waiting list of Hyderabad Zone, irrespective of their present place of work are also eligible for giving Option. iii) The employees working on deputation at different Units of Head Office are required to give option either to remain in the HYD Zone or to go over to Hyderabad City Region. iv) Employees who are on promotion under Regulation 30 shall also exercise their option for placement / promotion. v) The Optees to Hyderabad City Region will be allotted based on their relative seniority and the number of sanctioned posts in the Hyderabad City Region. vi) In case an Optee could not be adjusted for placement in Hyderabad City Regional Seniority, he will be kept in the waiting list of the Hyderabad City Region and he will be temporarily accommodated in Hyderabad Zone where their is a vacancy after adjusting senior employees. vii) Employees kept in the waiting list of Hyderabad City Region and could not be accommodated in Hyderabad City Region upto a period of one year from the date of publication of the Hyderabad City Regional Seniority list, will be deemed to have been placed in the Hyderabad Zone and their option to City Region will lapse. ix) Movement of employees on finalisation of options will be done by issuing transfer orders to Hyderabad City Region, if necessary, on Man-to-Man basis based on seniority. x) No promotions should be given in the entire Hyderabad zone until and unless all the employees opted to the Hyderabad City Region are accommodated including from the waiting list if any of till the expiry of the stipulated period of one year whichever is earlier. xi) Option once exercised is final and irrevocable. Any request for change of option at a later date will not be entertained. 2. Option Procedure : i) The Dy. CPM/HZ shall distribute the option forms to the units within the zone, based on the requirements. Personnel Officer-III in Head Office shall collect the number of option forms from Dy. CPM/HZ as per requirement. The format of Option is at Annexure-A enclosed.

3 ii) The Unit Officer concerned who is maintaining the muster is responsible to fill up the option forms and serve them upon the eligible employees as per the programme indicated herein. iii) The Dy. Chief Personnel Managers/HZ and HCR or the Personnel Officer concerned is responsible in respect of employees working in their Units to arrange to fill up and serve the option forms and monitor the option process. iv) In Head Office, PO-III is responsible to fill up and serve option forms to all the eligible employees whose musters are maintained and salaries drawn by him and monitor the Option Process. v) In case of employees who are eligible to exercise option but on deputation to Government/other agencies or undertakings shall be given option forms by the Personnel Officer-II, Head Office. vi) The eligible employees who are on long leave or under suspension should also be served with option forms by post under certificate of posting. vii) Option forms should be served in triplicate and acknowledgement obtained in the prescribed form. Three copies of option forms shall be served upon each eligible employee and obtained back duly filled in by due date. One copy of the option form so received should be filed in Place of the employees concerned and endorsement made in the Service Record to this effect and the other two copies shall be sent to Dy.CPM, HYD zone. The Unit Officers are solely and severally responsible for serving this option forms on all eligible employees working in their unit and obtain acknowledgement as per the instructions issued herein. viii) If any employee genuinely represented that he lost option forms issued to him due to his mistake well in advance to the last date of receipt of option forms back another option form may be issued to him duly issuing a notification. ix) Of the three acknowledgement forms obtained from the eligible employees on serving option forms in triplicate, 1st copy shall be filed in the P' case of employee and the 2nd copy shall be sent to Dy. CPM, HYD Zone along with check list and Option forms received from the employee duly keeping the 3rd copy in the file concerned at the Unit. x) On receipt of Option Forms from all eligible employees, the Unit Officers should issue notification in the prescribed format (enclosed at Annexure-B) as to the options exercised and the list of non - optees with copies to the concerned employee working in the unit and Dy. CPM of the Hyderabad Zone for record. xi) The Dy. CPM, Hyderabad Zone shall prepare statement of Optees and Non- optees in order of seniority. xii)in case any eligible employee does not exercise option for any reason what so ever he / she is deemed to be treated as non-optee and such employee shall forfeit his / her right of option and the administration's decision will be final in regard to his / her placement in any place of Hyderabad Zone. III. PLAN OF ACTION : 1. Date of collection of blank Option forms from Dy. CPM, Hyderabad Zone The required number of Option forms shall be indicated by the concerned Unit Officers taking into account the number of eligible employees working in their jurisdiction. The Dy. CPM of Hyderabad Zone is responsible for the entire work of Option process as per the guidelines issued and to follow the plan of action indicated herein. The contents of this Circular shall be given wide publicity by exhibiting on Notice Boards in all the Units of the Hyderabad Zone and Head Office Units. All the Unit Officers are advised to go through these instructions careful and implement them scrupulously. (c) If my name is shown in the waiting list in Hyderabad City Region, and if I could not be accommodated upto a period of one year from the date of publication of seniority list / waiting list I will be deemed to have been placed in the seniority list of Hyderabad zone permanently and I will relinquish my right under Regulation 3 of APSRTC Employees (Service) Regulations 1964 to claim my seniority in Hyderabad City Region at a later date. (d) In case my name is figured in Hyderabad City Region waiting list, and presently working in the HCR, I am liable for transfer to any place in Hyderabad zone in order to accommodate the senior optees of Hyderabad City Region. (e) My place in Hyderabad City Region as per seniority will continue till such time I come upto the level of State seniority post as per instructions issued from time to time. 3. I am aware that I have no right to rescind or alter the above option at a later date.
