3 River-Sea Shipping is a special form of short sea shipping and inland navigation.the special feature of River-Sea Shipping is that it involves transport through both marine and internal waterways. Advantages of this kind of shipping are removal of trans-shipment costs in sea ports (time and cost savings) and quality benefits. Cargoes for River-Sea Shipping are: general and bulk cargos, steel, metals, raw materials for the steel industry (ferrosilicon, manganese etc.), aluminium, minerals, coal, paper, mineral oil products, agriculture products, forestry products, timber, project and heavy cargoes, towages of oversized cargo and crafttimber. 4 The activity of River-Sea Shipping practically takes place on all major rivers of Europe and Russian Federation and includes work on trading areas of marine basins of the Baltic Sea, North Sea, the Azov- Black Seas, the Mediterranean Sea, and the Caspian Sea. The conditions for the River-Sea Shipping in the countries are different and, to a great extent, depend on the geographical situation, the infrastructure of waterways and weather conditions. It can be estimated that around 90 to 100 million to of goods are transported by river-sea shipping in Europe. In Sweden are transported about 8 million to and in Finland 1,7 million ton (source CCNR, 2013). Between Norway and the Baltic area are transported about 4-5 million to. 5 Alongside the Rhine as a river-sea shipping waterway, it is also possible to route such transports along the Oder towards the Baltic Sea. This appears to be of interest for example for the paper industry in Schwedt an der Oder, 50 km from the Polish port Szczecin. In 2011 river-sea shipping resumed from Schwedt towards the Baltic Sea with a load of 1,288 tonnes of paper. The port of destination was Immingham (UK) at the mouth of the Humber in eastern England. This was a trial voyage supported by the Federal Waterway and Shipping Administration, which was successfully completed. Potential transport volumes amount to 165,000 tonnes per year, which could be exported by this paper company to for instance England or Russia over the river-sea route. Since paper is a product which can easily be damaged, river-sea shipping appears in principle to be of interest for these goods. Unfortunately, no regular river-sea transport from Schwedt has yet been started. According to the loading company, this is due to the fact that the transports did not turn out to be efficient from an economical point of view. 7 River-Sea Ships from the Volga to St. Petersburg and the Baltic Sea The main volumes of export cargoes from RF to EU BSR carried on river-sea vessels during navigation period are coming from thе north-western part of IWW of RF, which includes Volga river, Volgo- Baltic chanel or Volgo-Baltic Water Way and Neva river. This sector of IWW of RF is operated by The Administration of the Volga-Baltic basin of IWW. The total length of waterways under "Administration of the Volga-Baltic basin of IWW" is 4944,2 km, including the length of waterways with guaranteed dimensions and illuminations 2979,2 km and 11 locks. 8 River-Sea Ships from the Volga to St. Petersburg and the Baltic Sea In winter time period river-sea vessels operate from sea ports of north-western part of RF Saint-Petersburg, Ustj- Luga, Kaliningrad. The volume of cargo traffic along the Volgo-Balt in the navigation 2017 accounts for 16.6 million tons, The volume of export cargoes from that area to EU BSR accounts for around 7 million tons, including 2 million tones of oil product to EU. The main items of exports are grain cargo, ferrous and nonferrous metals, coal, chemical and mineral fertilizers, timber cargoes. European River-Sea-Transport Union e.v. 8
