1 supply new tyre,rims and tube SCOPE OF WORK AND SPECIFICATION PROVISION AND SUPPLY OF NEW INDUSTRIAL TYRES, RIMS AND TUBES, RETREADING OF INDUSTRIAL TYRES, MAINTENANCE SERVICES, TYRE MANAGEMENT SERVICES AND SCRAPPING SERVICES FOR TRANSNET SOC LTD (REG.NO 1990/000900/30) OPERATING AS TRANSNET PORT TERMINALS (HEREINAFTER REFERRED TO AS "TPT"), FOR PIER 2 STRADDLE CARRIERS, DURBAN CONTAINER TERMINAL, ON AN AS AND WHEN REQUIRED BASIS FOR A PERIOD OF 1 MONTH. 1. Supply of new tyres a) Supply TPT Straddle Workshop with Industrial Tyres for the 1 month period. The tyre sizes are stipulated in this document (last page). b) Service provider to provide confirmation that they are an approved agent / distributor for a manufacturer that is registered with the South African Tyre Manufacturers council. c) Service provider to provide written proof that they are in a position to provide tyre retreading services for the Port tyres for the Port tendered. Indicate whether the services will be provided in-house or will be outsourced. Note: Whether re-treading is done internally or outsourced, the company performing the re-treads has to be SABS approved. d) New tyres are to be supplied within 48hours after service provider has been notified in the form of an official purchase order from Transnet Port Terminals. 2. Retreading of Tyres a. The Service Provider in accordance with SABS 1000 will identify casings suitable for reconditioning and repairs and submit the report to the TPT Terminal representative for approval. b. Tyres are to be reconditioned by means of the pre-cured tread and must comply with SABS1000 Part 111 or other suitable means as agreed by TPT. c. The contractor will specify the type of retreading process to be applied between cold or hot re-treading processes.

2 d. Retreaders must be SABS mark holders for SABS 1000 e. The contract will provide guarantee on rubber separation for all retreaded tyres. f. The retreader must have proper equipment and sufficient capacity to retread all contracted tyre sizes. This will be confirmed by inspection of the Service Provider's premises. g. Tread patterns to be used will be determined by TPT in consultation with the retreader and the rubber Service Provider. h. All tyres sent for re-treading to be brought back within 2 weeks from the date taken for retreading i. The transport cost to fetch and return re-treaded tyres is to be carried by the Service Provider. j. An order is to be completed covering each tyre sent for retreading. The order must contain the following information. 1. Tyre serial number 2. Tyre make 3. Size 4. Name of equipment where the tyre is used 5. Date of Order. 6. Date taken for re-treading 7. Date to be returned 3. Repairs of tyres The Service provider is responsible for repairs/replacement of tyres and rims, including all punctures experienced within operations on all equipment, except Straddle Carriers. For Straddle Carriers, if the machine breaks down in operations, the service provider will attend and rectify but general tyre fitments and replacements will be done by TPT Straddle Tyre Bay Staff if the machine (Straddle Carrier) is at the workshop. 4. Repairs to tyre rims The Service provider is responsible for monitoring the condition of tyre rims. The Service provider will provide a report on the condition of the rims. Where rims need to be replaced, the Service provider will inform TPT accordingly. The cost of replacement rims (new) will be included as part of the pricing process. 5. Tyre Management 5.1 Tyre management will consist of the following: 1) On working site Tyre inflations service using the Bakkie with a 12 bar rated compressor. 2) Trye repairs where tyres have been penetrated by a hard object and where the tyre can still be repaired.

3 3) The tyre management team to be able to cover 24 hours and 7 days a week. 4) Detailed report of all repaired tyres to be provided within the shift period where repairs were done. 5) To provide wheel alignment services for the haulers and other small vehicles. 6) To provide wheel balance for all equipment. 5.2 Fitment and Maintenance of tyres (Optional depending on terminal's requirements) This is at the sole and unfettered discretion of the Terminal Tyre fitment The Service Provider must price the function of professional tyre fitment to the various fleet vehicles. This includes the removal of the used & damaged tyres and fitting of the new tyre The Service Provider will NOT be responsible for the adequate disposal of any damaged tyres but will be required to conduct scrapping sessions together with Transnet to determine reasons for failure and capture data thereof Used tyres are to be stored suitably at the Terminal and remain Transnet property Should the Service Provider damage wheel studs these will be replaced by the service provider at his expense This service of professional tyre fitting includes fitment of the correct matching type of tyre size, type and rating, the correct rim to hub combination as well as inflation of the tyre to the correct pressure and torque of the wheel studs as specified by the OEM. Four stud rotation indicators will be fitted The expected turnaround time of the fitment process (stop to start) must not be more than 1 hour and will be monitored accordingly It is envisaged that the service is a 24/7 operation in accordance with Port Operations and prospective Service Provider should price accordingly. Utilization of power tools to assist in

4 productivity is for the cost of the Service Provider. Compressed air remains the service provider's responsibility All Safety and Legal Aspects affecting the works of tyre fitment, including instruction from Management and Supervisory Personnel, must be adhered to Any damage sustained due improper fitment could result in penalties to the contractor. 5.3 Maintenance In addition to the above: a. The Service Provider will specify all tyre brands used and track each tyre casing by recording the unique serial numbers stamped on the casing. b. Scrap tyres must be analysed and signed off by the relevant TPT employee before being scrapped. This should be done on weekly basis, clearly indicating reason for tyre scrapping and the scrap report should be presented to a TPT official. c. The sidewall on each scrap tyre must be cut and then stored in a suitable area within the port as guided by a Transnet Port Terminals management employee. d. The Service Provider should be capable to handle and fit all TPT's solid tyre sizes or have access to the necessary equipment and presses. e. Service back-up to be applied, which will include the following: f. Trained tyre technicians to work safely on site equipped with the correct specialized tools g. Where there are no on-site tyre fitters, rapid response to any breakdown including 24hr breakdowns on specialized material handling equipment on site is required. h. Mobile compressors used on-site must be Diesel driven as per TPT HAZMAT CHEMICAL regulations these need to be capable of inflating to 10BAR pressure. i. All pressure vessels (compressors) must comply with OCCUPATIONAL HEALTH AND SAFETY ACT AND AS AMENDED. (TPT reserves the right to visit the Service Providers site for verification purposes. j. Safe on-site fitting and stripping of tyres k. Safe reinforced repair to casing provided the penetration does not exceed 200mm. l. Safe on-site tyre inflation cages for safety purposes supplied by Service Provider.

5 m. Daily inspection of machines with tyre action report to point out any tyre problems related to tread wear, punctures and the timely removal of worn tyres. n. The removal and turning of tyres on rims that indicate conical wear patterns for the purpose of achieving maximum hours. o. A weekly Tyre Expenditure Report to assist Technical Manager's to forecast tyre expenditure, operational and nonoperational factors as well as the achieved hours per tyre size and brand. p. Adequate Physical stock on hand at Service Providers must be available for inspection at any one time q. Service Provider will ensure buffer stock at stores for required equipment. These will be tyres on rims ready to fit. 6. Management reporting program and information system (optional depending on the Terminal's requirements) This is in the sole and unfettered discretion of the Terminal The Service Provider must provide and maintain a management information system, which will trace the usage and history of all the tyres used in the Terminal the supplier is supplying. The system offered must have a proven track record within the tyre industry. TPT will have the rights to the total information on the system at the time of termination of the Agreement. a. Tyre Management System (TMS) is expected to produce the following monthly technical reports which must consist of the following minimum reporting: i. Defects ii. Punctures iii. Weekly tyre survey and inflation test with wheel nut/stud torque test iv. TDR below 20% v. Hours achieved per size per product vi. Monthly diagnostic scrap tyre analysis vii. Fleet condition viii. Casing condition ix. Wear Patterns x. User abuse xi. Defective rim components xii. Tyres requiring urgent attention xiii. Tyre cost analysis xiv. Graphs xv. Tyre running Value xvi. Detailed survey of tyre in fleet xvii. Details maintenance survey xviii. Tread utilization
