9 Indicative HS2 Steel Requirements HS2 will require an estimated 2.03 million tonnes (mt) of steel, over approx. 10 years. ~1.3 mt steel. Phase One Principally delivered between 2020 and The quantities required are estimates of building components covering: stations; civil engineering structures (bridges, viaducts, tunnels and walls); and rolling stock and railway track (rails, sleepers and slab track). ~0.73 mt steel. Phase Two Principally delivered between 2025 and The quantities required for Phase One reflect a more heavily engineered route, requiring a greater number of tunnels and other concrete structures, than Phase Two.

10 Indicative HS2 steel requirements HS2 s steel requirements comprise of: 1.8 mt Steel required for standard construction materials, including: reinforcing bar for reinforced concrete structures; pre-stressing tendons; and wire for pre-stressed concrete elements. ~172k t Steel for rail and turnout components. ~15k t Steel required for train components, principally bogies.

11 Procuring steel on HS2 Constraints of the Utilities Contract Regulations mean we cannot mandate or evaluate British steel supply. Companies manufacturing steel in Britain have the opportunity to compete for contracts in the supply chain. Contracts will be awarded to those suppliers who demonstrate best value To maximise British involvement in these supply chain opportunities HS2 has engaged extensively with businesses of all sizes from a diverse range of sectors and across the UK. HS2 will continue to engage with any British business that is interested in supporting our supply chain, throughout the lifetime of the programme, and HS2 s direct contractors will be encouraged to engage directly with UK businesses as well.

12 Opening up access to steel opportunities Status of procurement Main Works Civils procurement is underway with contract award in early Stations procurement begins in Rolling stock procurement begins in HS2 will be encouraging our Tier 1 contractors to open up competition as widely as possible, using tools such as: CompeteFor; Meet the Bidder Events; and Meet the Contractor Events. We will encourage our contractors to cascade these requirements down their own supply chains to increase visibility of HS2 business opportunities. We will not require our contractors to break up existing supply chains where they can demonstrate value for money.

13 HS2 contractual requirements HS2 contractual requirements: The Contract gives the Project Manager reasons for the rejection of a subcontract (of any tier) where the Works Information supply principles have not been followed. An evaluation question has been incorporated which requires organisations who are tendering for HS2 work to propose their own steel supply policy. Quality standards of steel will be validated to ensure they preclude the use of anything other than high-standard steel products, whatever their origin. The Contractor will be required to tender all steel requirements in an open and transparent competition, applying a series of evaluation factors which take into account relevant social and environmental factors.

45 Case study example 1 Requirement: A specialist manufacturer of Switches and Crossings for the Rail Industry that has its own Foundry, came to Jonathan Lee Recruitment (JLR), to recruit a team of mechanical Design Engineers. The Brief: Able to produce complete all engineering principles, 3D design, development and safety validation of engineering products for inclusion in rail track systems, ensuring lowest manufacture / installation costs are considered with working knowledge of the Rail Industry. Solution: Detailed database search, advertising and programme and JLRL knowledge networking provided a shortlist of 6 candidates from a variety of backgrounds with manufacturing process experience. Outcome: 4 Interviews were held with the first position accepted by a candidate from a Nuclear and Oil and Gas industry background. Skills Summary: The client liked the transferable skills and the attitude of the candidate as well as the potential of the experience from other safety critical industries.
