1 2014 HURRICANE SEASON ANNOUNCEMENT E-ZPASS COMMERCIAL ACCOUNT PROCESS JULY 2014 How the private sector is working with states and the E-ZPass system to leverage commercial accounts using a validated, legal process to expedite fleet movement through E-ZPass states

2 Forward This document is an attempt to clarify information regarding the use of a commercial E-ZPass Account for those companies that do not operate with the 15 states covered the E-ZPass Electronic Toll Collection System on the East Coast of the United States. The information provided within this document has resulted from many discovery meetings and discussions since Hurricane SANDY and has been reviewed and approved by the Delaware Toll Road Administration and their service provider TransCore. 3 Expedited Fleet Movement Through Toll Stations Using E-ZPass System Working with the State of Delaware and the Delaware E-ZPass service provider TransCore, the private sector is able to utilize the state s business friendly policies to establish a commercial E-ZPass account in order to move fleets safely, legally, and pay tolls electronically. This process will also improve overall commercial motor vehicle and related administrative efficiencies for both the private sector and government. The information in this guidance can be subject to change without notice and while every attempt has been made to detail the process, there may be times when updates are issued. Commercial E-ZPass accounts are designed for: Those who have a vehicle with more than two axles Vehicles with greater than 7,000 lbs. maximum gross weight Those who prefer to hold their account in a business name Each company is encouraged to create an E-ZPass Commercial account in the non-event mode (e.g. blue sky days) as part of their preparedness activities. An E-ZPass Commercial account from Delaware is recommended at this time due to their business friendly rules. 1. ACCOUNT OPENING PROCESS - Commercial Account customer service support is available if needed at a. Go to the Delaware E-ZPass website at: b. Follow directions to open a Commercial Account c. Complete the Commercial Application form: Enter your account information Open an EZ-Pass account with one (1) vehicle and one (1) transponder. Select the Auto-Replenishment option and add credit card information Print and Mail or fax the application to the Delaware Customer Service Center d. Your account information and transponder will be mailed to you within 10 days. e. When you receive your account package, create your username/password for online account access f. Login to download the form to add multiple vehicles. Complete the form and upload your fleet of vehicles to your account, It is important to add your fleet vehicles and trailers in advance g. Utilize the E-ZPass online account access to maintained your account to assure correct fleet inventory data 2. ACCOUNT PAYMENT OPTIONS - Establish a prepaid E-ZPass commercial account using a credit card. While other methods are available, the credit card payment option automatically replenishes your prepaid account. a. Prepaid accounts deduct the toll charges from your account balance and are replenished automatically via a credit card or bank account draft. b. Your replenishment amount is $25.00, the amount you select, and adjusted periodically based on your average monthly usage. Page 2

4 CHECKLIST FOR FLEET MOBILIZATION 1. Confirm all appropriate fleet license plates have been entered into your E-ZPass online account. If required, update plate information in the online E-ZPass database. a. A form for uploading fleet/vehicle information with the correct format is provided on the website to add vehicles to your E-ZPass account (both vehicles and trailers). 2. Place a laminated card with your company s logo and E-ZPass account number in the glove compartment of each vehicle when the fleet is mobilized to present to government officials (if needed or if vehicles get pulled over) when vehicles are driving in participating E-ZPass states. a. A Letter of invite is recommended to be on each vehicle being mobilized. NOTE: Letter of invite is a letter from the requesting electric company that has that company s logo with a contact number and signature if there are any questions. 3. Prior to any fleet movement, check your E-ZPass account prepaid toll balance to assure there is enough prefunding for tolls incurred for round trip movement through multiple states. 4. Review your account s Auto-Replenishment amount to make sure it is adequate for the size of the fleet and expected tolls from both the responding and return trips. a. Auto-replenishment amounts will recalculate downward automatically when account is inactive. 5. Remind your drivers and personnel that it is important that both vehicle and trailer license plates are unobstructed and clearly visible to allow pictures to be taken when passing through the toll gates in the E-ZPass lanes. 6. Direct your drivers to drive through an E-ZPass lane at designated speed and proceed to their destinations. 7. Passage through the E-ZPass lane will give drivers a Toll Not Paid or other violation indication, however through the VTOLL process, the picture of the license plate will be associated with the E-ZPass account and the toll will be posted to the account and paid via the account s prepaid balance. 8.
