5 TMA: Time-based metering for TRACONs Trajectory-based estimates of arrival times, deconflicted schedules created at runway and arrival cornerposts using first-come, first-served Delay list for controllers Strategic visualization tools for traffic managers TMA is deployed to 9 U.S. s The sector controller uses the TMA meter list to delay traffic inbound over arrival cornerposts to meet TMA scheduled arrival times. The TGUI shows TMCs the estimated arrival times (ETA) and scheduled arrival times (STA) calculated by TMA

6 Multi-center TMA Initially conceived of as a way to introduce time-based metering to TRACONs whose arrival flows spanned multiple centers Three main innovations TMAnet: networking capability for TMA systems Single-point scheduler: allows scheduling to any gate in the airspace (deconfliction, establish rate and/or MIT restrictions) Distributed scheduling: allows the distribution of restrictions from TRACONs and metering gates Deployed and tested for PHL arrival flows in four s (New York, Washington, Cleveland, and Boston), the PHL TRACON, and the Air Traffic Control System Command Boston (ZBW)

7 Use of McTMA to meter PHL arrival traffic Development and testing was conducted over a four year period, consisting of simulation, controller shadowing, and field tests. Testing culminated in an operational-use test in November 2004.

9 ZBW s use of McTMA: PHL flows PHL is not ZBW s only (or even major) problem

10 ZBW s use of McTMA: Logan flows ZBW can use the same system to meter to Boston-Logan as for the PHL flows (no additional hardware needed)

11 ZBW s use of McTMA: IAD flows Other flows can be metered as well, such as their flow to IAD

12 ZBW s use of McTMA: ORD flows and to ORD. With only a ZBW McTMA, outbound flows are still metered to MIT

13 Reducing reliance on MIT: PHL flows If ZNY and ZDC have McTMA systems for metering to PHL, the PHL flows are TBM, not MIT

14 Reducing reliance on MIT: IAD flows If ZDC is adapted for metering to IAD, that flow becomes TBM

15 Reducing reliance on MIT: ORD flows If ZOB and ZAU have McTMA for metering to ORD, the flow through SYR becomes TBM (and so on)

17 Summary McTMA has been developed, deployed, and tested in the northeast Focus was on metering to PHL Extensive backroom shadowing of real traffic, non-operational field tests in the Traffic Management Units, and an operational test in November 2004 Test limited to controlling departure times to PHL Test was extremely successful Reduced holding Shorter final Reduced MIT restriction on ZOB (from ZNY) Currently discussing how to deploy McTMA innovations with the FAA National deployment of TMA mandated by 2007 A national deployment of McTMA capabilities could significantly reduce the reliance on MIT and ground stops Allows regional/national collaboration on metering problems Integration with Surface Management System and ETMS being researched
