NYSDOT s Over Dimensional Vehicle Prescreening Tool Using Enterprise Data to Support Oversize Vehicle Permitting Kevin Hunt GIS-T T 2008

NYSDOT s Special Hauling Permits Responsible for evaluating up to 100,000 special hauling permits a year. Central and Regional Permitting Offices Currently undertaking the multi-phase Unified Permit Automation Project with NYSDOT s Information Technology Division Replacing paper/fax based permit application process with online processes. Consolidating the permit application process (NYSDOT, NYS Thruway Authority, NYCDOT, etc)

The Wall Map

Vertical Bridge Clearances

Known lane or travel restrictions

Other known restrictrions

Goals for a new Electronic Wall Map Provide our customers in the commercial trucking industry useful information to assist with successful route planning.

Goals for a new Electronic Wall Map Centralize timely information from our existing business systems that supports safe routing of over-dimension vehicles DOT permit reviewers should be aware of the Department s s construction and maintenance activities that involve restriction of travel on the highway system. An interactive tool that is appropriate for use by internal permit engineers and external customers

Travel restrictions related to NYSDOT construction or maintenance activities Compiled by Regional Engineers in a custom ArcView 3.3 tool

Bridge Clearance and Load Data Maintained in NYSDOT s existing Bridge Data Management System for all state and local owned bridges An Oracle materialized view collects the necessary data and is refreshed nightly. Bridge identification number Vertical clearance Load postings Carried and crossed features Jurisdication and owner

The bridge data is joined to the bridge locations (maintained in separately in ArcGIS) to form a spatial view in ArcSDE.

Source Data for the Prescreening Tool NYSDOT Bridge Data Management System ArcSDE Spatial Database ArcIMS Application Travel Restriction Encoder Tool ArcView 3.3

NYSDOT Over Dimensional Vehicle Prescreening Tool Developed in ArcIMS and ASP by NYSDOT GIS and fountians spatial, inc. Compares a clearance and restriction data using a user defined vehicle envelope and provides results in the interactive map. Currently separate applications running internally and externally but the underlying source data is presented exactly the same.

NYSDOT s Over Size/Over Weight Vehicle Pre-Screening Tool Demo

Using the tool: 1) Zoom to your proposed trip origin

2) Open the Trip Input Form

3) To limit the potential restrictions displayed to those which may impact your proposed trip, complete the form with vehicle dimensions, weight, and planned trip dates.

3) The map will redisplay showing all potential obstacles based on the entered trip information.

4) Use the simple zooming and panning tools to inspect a planned route.

Base mapping changes as you zoom in to show an appropriate level of detail

5) As you inspect your route, use the Identify to to inspect detailed information about any of the visible restrictions.

Other features: There are several optional restriction layers available (eg.. Designated 16 Modular Home Route and Parkways)

Other features: A portion of the map may be magnified for closer inspection using the Magnify tool.

Other features: Users can also locate bridges using the Bridge Identification Number (BIN)

Prescreening Tool Successes Everyone is looking at the same information CPO, DOT Regions, external customers Eliminated potentially disparate regional wall maps More complete and current data Valuable system information made available to external customers Drastic reduction in the number of rejected permits

Prescreening Tool Issues Application performance changes made after production release increased workflow efficiency Amount of information present Carried vs crossed on bridge information Tendency to rely exclusive on the tool No overhead signs/wires included Route surveys required for vehicles over 14 high

Challenges Consensus on what is appropriate to present to external audience in the Prescreening Tool. Managing expectations; How much functionality does the data/technology reasonably support. (eg( eg.. point to point routing for over-dimension vehicle) Maintaining data integrity from the Travel Restriction Encoder tool.

Plans for the Prescreening Tool Add address geocoding and current basemapping using GIS web services Add bridge clearances for specific travel directions Server based travel restriction encoding Move to ArcGIS Server
