The Company had constituted a committee to examine the issues of connectivity terms and conditions of Non Conventional/ Thermal/ Mini-Micro Hydel Power Plants with the Grid of MPPKVVCL, Jabalpur and to finalize the standards for the same vide order no. 263 dated The recommendations have been submitted by the committee and the Company is pleased to adopt the recommendations as enclosed. It is desired that the proposals of connectivity of the generators with the distribution grid should be prepared in line with the enclosed recommendations by Regional CEs and before finalizing and conveying the same to the customers/ consumers, concurrence of CE (Comml)-EZ & CE (W&P)-EZ should invariably be obtained. 2 Guidelines for standardization of connectivity terms and conditions of Non Conventional/ Thermal/ Mini-Micro Hydel Power Plants with the Grid of MPPKVVCL, Jabalpur. Requests are being received from Non Conventional/ Thermal/ Mini-Micro Hydel Power Plants for connectivity with the distribution grid at 11 kv or 33 kv. At present, no guidelines are prescribed for considering such requests. 2. In order to bring uniformity and standardization of the connectivity terms and conditions of Non Conventional/ Thermal/ Mini-Micro Hydel Power Plants with the distribution grid of MPPKVVCL, Jabalpur, following guidelines have been considered and approved by the company:- a) Connectivity- The connectivity to generators seeking connectivity at 33 kv or 11 kv should be provided from the nearest 33/11 kv S/s by LILO arrangement at developers cost. The independent 11 kv or 33 kv feeder with LILO( Looping in and Looping out) arrangement is necessary to facilitate :- (i) Maintenance/routine testing of HT consumers/33/11 KV S/s without interruptions in supply, which would affect generator. (ii) Effective control is available with Discom to prevent back feeding of supply from generator during maintenance or breakdown. (iii) Effective control is available for implementation of SLDC directives. b) Metering: - The generators seeking permissions of Open Access for sale of power to 3 rd party should install ABT metering (0.2S accuracy class) at their cost at generator outgoing feeder as well as at 33/11 kv s/s or EHV S/s as the case may be as informed by Discom. The power of such generators shall be scheduled by SLDC as per the provisions of Balancing and Settlement Code (BSC) and CERC (Unscheduled Interchange charges and related matters) Regulations, However, the generators intending to sell power to Discom through Tradeco shall not come under the UI mechanism and shall not be required to install ABT metering and in that case, energy meters of 0.2S accuracy class capable of recording import/export shall be installed at generators premises on the outgoing feeder. In case of sale of power to 3 rd party, the ABT metering installed at 33 kv S/s or EHV S/s shall work as billing metering. c) Protection:- The generators shall be required to install following relays/ equipments at his end for the protection of the Grid:- (i) Static numeric Over Current & Earth Fault relays with normal as well high set feature with normal, very extreme RI characteristics with suitable CTs. (ii) Reverse power protection relay (Static).

3 (iii) Over load protection for load sharing by the generator shall be limited to their rated capacity. (iv) Under voltage relay for isolation during power failure. (v) Active power /reactive power Import /Export relay (vi) Interlocking facilities which shall be so coordinated that any malfunctioning or abnormality in the generator or in the bus of the developer shall not adversely affect the DISCOM s grid and in such event of malfunctioning or abnormality developer s circuit breaker shall trip first to protect the equipments. (vii) Under frequency / Over frequency rating based on principle of rate of change of frequency to ensure isolation of generator d) Isolation:- The developer/ generator shall install following devices/ equipments in his premises/ switchyard for complete isolation of his generator from the Distribution Grid:- (i) Breaker (SF6 / VCB) which shall be capable to with stand short circuit fault level (MVA) of system, ratings as per MPERC technical specification. (ii) Active/reactive power import/export relay with selecting band 100 kva to 5000 kva in steps with instantaneous trip facility shall be provided to limit the auxiliary power. (iii) Generator transformer or Synchronizing transformer should be identical in Vector group and % voltage variation on load tap changer. (iv) Suitable capacity of capacitors/ reactors shall be installed to filter the harmonics generated if any and to maintain power factor of bus nearest to unity. e) Synchronization: - The generator shall install generator auxiliary control synchronizing panel with adequate indicating instruments & control equipments at power plant. Automatic synchronizing arrangement shall be preferred. The complete scheme of connectivity of the generator shall be approved by the SE (O&M)/City concerned in consultation of the area EE (MT). The synchronization of generator with the Discom s Grid shall be done in presence of SE (O&M)/City and EE (MT). f) General Connectivity Conditions:-

4 i. Generator shall be required to submit electrical drawings approved by Chief Electrical Inspector, GoMP in respect of synchronization, interlock, protection and metering scheme of his generator for parallel operation with Grid. ii. The East Discom shall not be responsible for any damage that may be caused to the generating sets and allied equipments / system on account of its running in parallel with the East Discom Grid. iii. The developer shall be responsible for replacement of equipments at his cost, if the fault level due to addition of plants is more than the rating of the equipments. iv. The developer shall provide adequate shunt capacitor to maintain the average power factor of their plant in such a manner that no reactive power is drawn through East Discom s network. In case of drawl of reactive energy from the Grid, charges for such drawl as per order of MPERC shall be recovered. v. In case, power is sold to third party or the Discom, prior approval of the competent authority/regulatory commission, as the case may be, shall be obtained by the developer. vi. The developer shall be required to follow the grid discipline, grid code and other relevant regulations as issued by MPERC and the connectivity regulation issued by Central Electricity Authority on Salient points of the regulations are elaborated in the enclosed Annexure-I. vii. The developer would also be required to submit an undertaking that whatever parallel processing charges or any other charges are approved by the MPERC; it shall be paid by them, from the date of connection agreement. g) Use of power Supply by the Generator :- Standby Power: - In case the developer is using the generator as captive power plant, he may apply for standby support from the East Discom as per the provisions of Madhya Pradesh Electricity Regulatory Commission (Power Purchase and Other Matters with respect to conventional fuel based Captive Power Plants) Regulations, (Revision-I) 2009 {RG-30 (I) of 2009}.The terms and conditions of the standby support shall be communicated to the developer by the competent authority to sanction the power. Startup Power: - In case, the developer is using his generator for the purpose of sale of entire generated energy either to East Discom or to 3 rd party, the developer may avail startup power from the Grid subject to the limitations and terms and conditions mentioned in the General Terms and Conditions for HT consumers of the retail tariff order dated

5 issued by MPERC. A separate Export/ Import meter of 0.2S accuracy class shall be provided on the same metering core of the ABT metering in the case of 3 rd party sale. In case of sale of power to Discom through Tradeco, the existing meter of 0.2S accuracy class shall work as the billing meter for measuring export of power. SD/- CE (Commercial)-EZ

6 Annexure-I Salient Terms and Conditions for parallel operation of Generators with the Distribution Grid of East Discom as per CEA Regulation on Connectivity of Generators with the Grid issued on (A) GENERAL AND TECHNICAL CONDITIONS IN CASE OF INTERCONNECTION WITH GRID 1. The Generators and distribution lines and Distribution substations shall be established, operated and maintained, as per the technical, safety and grid standards specified by the Authority or State Transmission Utility or the Commission. 2. As per proviso to section 9 of the Act, the supply of electricity from a generator (conventional or non conventional) through the grid shall be regulated in the same manner as the generating station of a generating company. For this purpose, the developer (of the generator) shall be required to comply with the directions issued by the State Load Despatch Centre for exercising supervision and control as may be necessary for ensuring integrated grid operations and for achieving the maximum safety, economy and efficiency in the operation of power system in the state. 3. Provided that if any dispute arises with reference to the quality of electricity or safe, secure and integrated operation of the State grid or in relation to any direction issued by SLDC it shall be referred to the Commission for decision. However pending the decision of the Commission, the developer shall comply with the direction issued by the SLDC. 4. The developer of the generator, connected in parallel with the grid, shall ensure the compliance of Madhya Pradesh Electricity Grid Code, the Indian Electricity Grid Code or the Regulations issued by the CEA as amended from time to time. The connectivity to the network shall be provided by the East Discom/ MPPTCL only after the developer completes all the formalities as prescribed with respect to seeking connection of his generator to the grid, including submission of all statutory clearances from the Pollution Control Board, Chief Electrical Inspector, etc. The developer shall also be required to maintain the statutory clearances so obtained throughout the term of connectivity of his generator with the grid. 5. The developer shall pay all charges as specified by the Commission from time to time. The developer shall also pay the tax/ duty/ Cess on captive power generation/ use, to the Government as per rules in force. 6. The developer shall submit the technical details concerning generation and transmission to the concerned Licensee, as may be specified by the Authority or the Commission from time to time.

7 7. The developer shall provide the infrastructure for connecting the generating plant to the network of the East Discom/ MP Transco as the case may be. If the developer requires the East Discom to build the infrastructure to connect his generator with the Licensee s network then the developer shall be required to bear the cost of interconnection equipment and associated facilities, including those necessary for network protection and metering. 8. The scheme of synchronizing the generator with the concerned Licensee s network shall be approved by the concerned SE (O&M)/ City in consultation with EE (MT) of the area. (B) Grid Connectivity:- The developer will conform to all the conditions regarding standards and connectivity with the Distribution system of East Discom or MP Transco as the case may be as contained in Regulations on Standards of Connectivity to Grid by C.E.A notified on 21 st Feb-07 and Distribution/Grid Code. A copy of said regulation is enclosed. The salient conditions for connectivity with the Distribution system shall be as under:- (a) Standards- The equipment shall meet the requirements in accordance with the provisions of Technical Standards for Connectivity of the Grid as given in the Schedule of Central Electricity Authority (Grid Standards for Operation and Maintenance of Transmission Lines) Regulations as and when they come into force, and MPERC Grid Code and MPERC Distribution Code and other relevant Regulations in force. (b) General Connectivity Conditions (i) (ii) (iii) (iv) The developer shall be required to furnish an undertaking to the effect that they shall enter into a connectivity agreement as and when finalized by the MPERC which shall be effective from such date as may be intimated by the Discom. The developer shall be responsible for the planning, design, construction, reliability, protection and safe operations of its own equipment subject to the regulations for construction operation and maintenance and connectivity and other statutory provisions. The developer shall provide necessary facilities for voice and data communication and transfer of online operation data, such as voltage, frequency, line flows, and status of breaker and isolator position and other parameters as prescribed by the Appropriate Load Dispatch Centre. The developer shall cooperate with the Regional Power Committee, and Appropriate Load Dispatch in respect of the matters listed below, but not limited to:-

8 a. Protection coordination and settings of its protective relays accordingly. b. Agree to maintain meters and communication system in its jurisdiction in good condition, c. Participates in contingency operations such as load shedding, increasing or reducing generation, islanding, black start, providing start up power and restoration as per the procedure decided by the Appropriate Load Dispatch Centre. d. furnish data as required by Appropriate Transmission Utility or Transmission Licensee, Appropriate Load dispatch Center, Appropriate Regional Power Committee, and any committee constituted by the Authority or appropriate Government for system studies or for facilitating analysis of tripping or disturbance in power system. e. Carry out modifications in his equipment with respect to short circuit level, protection coordination and other technical reasons considered necessary due to operational requirements. f. abide by the coordinated outage plan of the state and region in respect of generating units and transmission lines as approved by the Regional Power Committee and g. Cooperate with the Regional power Committee for tuning of Power System Stabilizer provided in the excitation system of the generating unit. h. The developer shall make arrangements for integration of the controls and tele-metering features of his system into the Automatic Generation Control, Automatic Load Shedding, Special Protection System, Energy Management System and Supervisory Control and Data Acquisition System of the respective state or region. (C) Access at Connection Site- The developer shall provide reasonable access and other required facilities to the East Discom/ MP Transco or Appropriate Load Dispatch Centre, whose equipments is installed or proposed to be installed at the Connection Site for installation, operations and maintenance, etc of the equipment. (D) Protection System and Co-ordination: i. Protection system shall be designed to reliably detect fault on various abnormal conditions and provide an appropriate means and location to

9 isolate the equipment or system automatically. The protection system must be able to detect power system fault within the protection zone. The protection system should also detect abnormal operating conditions such as equipment failure or open phase conditions. ii. iii. iv. Every element of the power system shall be protected by a standard protection system having the required reliability, selectivity, speed, discrimination and sensitivity. Where failure of a protective relay in the developer s system has substantial impact on the grid, it shall connect an additional protection as back up protection besides the main protection. The protection scheme shall be approved by the MP Transco. Notwithstanding the protection system provided in the grid, the developer and user shall provide requisite protections for safeguarding his system from the faults originating in the Grid. Bus Bar Protection and Breaker Fail Protection or Local Breaker Backup Protections shall be provided wherever stipulated in the regulations. v. Special Protection Scheme such as under frequency relay for load shedding, voltage, instability, angular instability, generation backing down or Islanding Schemes may also be required to be provided to avert system disturbance. vi. Protection co-ordination issues shall be finalized by the Regional Power Committee. (E) Schematic Diagrams The developer shall prepare single line schematic diagrams in respect of his system facility and make the same available to the East Discom and the State Load Dispatch Centre. (F) Inspection, Test, Calibration and Maintenance prior to connection. Before connecting, the developer shall complete all inspections and tests finalized in consultation with the East Discom/MPPTCL. The developer shall make available all drawings, specifications and test records of the project equipment pertaining to integrated operation to the East Discom. (G) The developer shall conform to all the conditions for grid connectivity standards applicable to the Generating Units as contained in Regulations on Standards of Connectivity to Grid by C.E.A and Distribution/Grid Code.
