GLOBAL LIVE - WHITE PAPER Introduction The time you take to make a decision is critical to your business. Because time = cost. Gathering the information you or your managers need to make decisions costs you money. And however long it takes to analyse the data is a cost to your business. Inevitably you turn to the people and systems which give you the quickest and most effective information every time. And save you cost. In your world, where vehicles are moving day and night, you need instant access to the key data because to stop, go back and look for information about last week or last month just adds to the cost. And eats away at your margins for every minute you spend looking behind you. Technology can help but only if it provides instant access to the information you need by integrating seamlessly with your existing team and infrastructure, and most important of all, it must save you money. 3 Who needs Live Mobile CCTV? Live Mobile CCTV delivers benefits to the operators of businesses handling high value loads, hazardous goods, infrastructure service vehicles and any situation where there is a high risk of a claim. A system can be installed into almost any application from cars and vans through to articulated vehicles or even static locations In each application where Live Mobile CCTV is used there are three key ways that it can add real value to your business. Operational - cost saving by effective communication Instant, visual information with automatic alerts about your driver, the vehicle, its load and the environment around it enabling you to manage any situation immediately because you can see and hear what s going on, and talk to the driver in real time. High visibility installation of Live Mobile CCTV provides a real-time deterrent to crime relating to your vehicles, including the increasing problem of fuel theft from the vehicle and at the depot. Financial - cost saving by minimising waste & fraud In 2011, insurers in the UK uncovered 138,814 fraudulent general insurance claims, or 2,670 every week. This is estimated to only be a small proportion of the actual number of fraudulent claims. Immediate access to images enables you to resolve and manage issues directly via the two-way communication system, with live recording and instant playback, as well as up to three months of historic recording capacity. Corporate - cost saving by protecting your reputation Real-time video with two-way communication enables you to manage health and safety issues with your drivers including protection for them as lone workers in hazardous situations, but also assessing and developing driver standards, to improve safety for your employees, other road users and pedestrians. Summary Live Mobile CCTV can offer an effective way for you to save costs and add value to the operation and management of vehicle fleets. Manage the situation with Live Mobile CCTV. Don t waste time watching the repeat The key benefits will be: Instant access to manage situations as they happen Proactive automated alerts to multiple recipients if required to enable immediate response Visible crime prevention deterrents Reduction in operating costs associated with fraud, claims and theft Independent evidence to manage any incidents relating to the vehicle Enhanced protection for the driver, the public and the load Increased service levels to your customers 3

GLOBAL LIVE - WHITE PAPER How does Live Mobile CCTV work? Live Mobile CCTV systems typically include a number of cameras (from two to 16 or more..) and communication tools for speech and audio, which are connected to a black-box (known as a Video Management System or VMS) and instantly records and can simultaneously send the information to and from a Secure Operations Centre (yours or a third party) which monitors the activity. There are many additional features which can be added, including the ability to remotely lock and unlock doors and load areas, once a secure location has been reached, as well as immobilising the vehicle remotely. Each system is a bespoke solution, designed and developed by a security specialist to meet the specific requirements of the customer. This can include cameras connected to a VMS box in the vehicle and linked via a server to your computer network to the screens in a Secure Operations Centre. A wide range of cameras are available in the market of varying quality and price points and they should be matched to your specific requirements including whether they are for internal or external use, day or night operation and a clear understanding of the quality of images required since the wrong camera may not allow you to use video footage in a legal scenario. Once the equipment is installed, the most expensive aspect in most systems will be the ongoing cost of high-quality tethered data lines to transfer the images from the vehicle to the Secure Operations Centre. Data costs can be around 30,000 per vehicle per year as dedicated lines are premium priced, but Global Live has a low-cost solution at a fraction of this cost. Theft Facts According to TruckPol, load theft accounted for nearly 70% of freight crime in 2010 The bare facts don t show the additional costs associated with the losses including lead-time to source a bespoke replacement vehicle, staff costs due to absence for injuries and medical care, increased insurance premiums, loss of future business and management time. 5 Live Mobile CCTV Adds Value to Your Business Live information through video and audio allows you to make instant decisions, and it enables you to control the operation of your vehicles in a new way with the back-up of up to three months of historic data and video recording, instantly accessible. The ability to keep customers informed about the progress of their goods, to provide live images and recorded evidence to show proof and quality of delivery. You also have video footage for training and development of staff all providing extra value to your services and reducing operational claim costs. Live Mobile CCTV plus Monitoring So far you have seen the technology and the information which can be provided from a Live Mobile CCTV system. You can however have a Secure Operations Centre to manage any live situations on your behalf. The Secure Operations Centre which monitors the live video images from your vehicles is the critical factor that will determine how much your company will benefit from adopting the technology. The level of training and experience of the staff is also critical in managing the information available. Operators trained to deal with stress situations involving accidents and potentially violent crime will provide the greatest protection for your staff, the public, the goods being carried and the reputation of your company. If the live video imagery is monitored by an independent Secure Operations Centre there is the added benefit that the eyes watching the activity will have no vested interest or personal link to the events unfolding before them. This can be an important factor in managing theft by employees such as fuel or goods, but also provides protection for staff seeing their colleagues in potentially distressing situations. Insurance Facts In All UK commercial vehicles insured 792,000 claims were made and 2.2 billion paid out in claims* That s over 6 million per day * Source data from the Association of British Insurers UK Insurance Key Facts - Sept If you have a dedicated Secure Operations Centre, the Global Live system will integrate with your existing system (subject to a technical review), but if you don t have a monitoring team set-up then Cobra can provide a solution with trained operators used to dealing with a range of situations. Global Live is about adding value using technology to save you cost and deliver the best service to your customers 5

GLOBAL LIVE - WHITE PAPER How does it work in the real world? High Value Loads Each Global Live system is modular and is tailored to the exact needs of the individual customer. From cash in transit and tobacco, to pharmaceuticals and electronics, or scrap metal to alcohol, fitting Global Live can radically reduce the likelihood of a load being intercepted and stolen and the current growing trend of drivers being forced out of their cabs to hand over valuable assets to thieves. It can also provide additional security against people trafficking (intentionally or unknowingly) and the transportation of counterfeit and illegal goods, which has been a growing issue with operators running vehicles in and out of mainland Europe. Case Study 1 A delivery vehicle with Global Live installed was written-off in a road traffic accident. The system enabled the company to see that inappropriate behaviour by the staff in the vehicle caused the accident enabling the company to address the issue swiftly and with the minimum cost. 6

How does it work in the real world? Infrastructure Services Vans, trucks and their drivers working in the infrastructure services and highways industries are faced with some of the most challenging operating conditions for any vehicle. With vehicle damage and freight theft a constant issue on busy construction sites and roads, having live front, rear and load facing CCTV cameras fitted to a vehicle can act as a deterrent against theft or damage, and provide immediate footage should there be an incident. Bogus third party claims on the back of staged accidents are part of the 70% rise in personal injury claims from all road traffic accidents and are increasingly common against highway operators. Live supporting CCTV camera footage can also be used in court to counter bogus insurance claims as the complete incident has been recorded to a high level of detail. Training and driver training are core considerations and Global Live ensures that employees adhere to the strict operating procedures in place to protect them when working day and night on the UK s road network. They also enable verification that work has been completed with video images supported by GPS location data. Case Study 2 Global Live has been fitted to vehicles for a highway maintenance contractor to monitor the correct usage of safety equipment such as crash cushions. The images also enable management of incidents and near misses through instant access to live video of the vehicles and the immediate environment. Global Live is the low cost, end-to-end, Live Mobile CCTV solution from Cobra 7

GLOBAL LIVE - WHITE PAPER How does it work in the real world? Hazardous Loads Companies operating vehicles carrying hazardous loads, such as petrochemicals, face a significant challenge to protect their assets on the move. They need to know the exact geographical location of the vehicles in real time, protect their staff and the public in high risk environments, monitor their loads and be able to understand factors leading to potential incidents and accidents in addition to meeting strict regulations. Global Live ensures that operators can monitor their adherence to the ATEX regulations covering the two European Directives for controlling explosive atmospheres, and also safeguard the vehicle and its load from other security threats. Case Study 3 A fleet of petro-chemical tankers has Global Live fitted to the vehicles because no other industry compliant system is currently available. The solution is unique because it also meets the requirements of the vehicle manufacturer. What Next?
