1 Proposed Model Text for s The Permit Scheme allows for the Promoter to reference model text for conditions within their permit to provide opportunity for expediency in the permit application and to mitigate any EToN limitations in the practical application (description) of conditions (especially in the use of multiple conditions). The model text for conditions is suggested text for conditions which Norfolk County Council expects to apply or to be applied to permits. When referencing a model text for condition, either the Promoter or Norfolk County Council should make reference to the relevant model text reference number and/or the specified text. For expediency a reference to the model text number and any associated content can be applied. For example, a model text for condition reference NFK102 may specify "The activities hereby permitted shall only take place between [start time] and [end time] on weekdays and [start time] and [end time] on Saturdays and [start time] and [end time] on Sundays or Bank Holidays". In circumstances where works must not start before and finish before on a weekday and must not start before and finish before on a Saturday, this condition could be applied as "NFK weekdays, Sat" Norfolk County Council will publish a list of model text for conditions on their website. During the operation of the Permit Scheme, Norfolk County Council and/or Promoters may identify further model text for conditions that can be applied to support the operation and objectives of the Permit Scheme. Prior to bringing these into effect, the relevant organisiation proposing the change will discuss this text with the other organisations at the appropriate forums. To ensure there are no errors or misunderstandings in the application of model text for conditions, any published model text will not be superseded. New model text will be given a unique number (applied in numerical order). When applying the use of model text for conditions both the Promoter and Norfolk County Council must ensure that there is no ambiguity within the understanding and application of the condition. The Promoter is encouraged to contact Norfolk County Council during the permit application stage to clarify any interpretation or application of conditions, if needed. Should national model condition texts be agreed within the industry Norfolk County Council would commit to migrating from the NCC model conditions to the agreed national conditions. Each model text for condition is indexed in the following pages.

For instance the permit may be valid for 3 days but the site can only be occupied between the hours specified on the days specified. Environmental concerns must be taken in consideration when using this condition It should be noted that it may be possible to have more than 1 start and stop time i.e. if you are only permitted to work outside T/S times, in which case the text can be suitably amended This condition should only be attached to permits where it is necessary to limit the times of day that traffic management is in operation because the highway needs to be clear outside of these times. For instance the permit may be valid for 3 days but the traffic management can only be in operation between the hours specified on the days specified. 8 600 Work Methodology ID Description NFK601 NFK602 Where it is necessary to ensure that the Promoter employs the appropriate methodology and/or where a Special Engineering Difficulty (SED) exists within the vicinity of the proposed works The methodology to be used should be agreed in advance with the works promoter as this may not be suitable for the works that need to be undertaken. It should be noted that the works methodology list given above is not a definitive list and where other methodology is agreed this can be provided within the condition. 9 700 Material and Plant Storage ID Description NFK701 This condition should be attached to permits where it is necessary to limit the area taken up by unused plant/materials. The condition should only be used where the storage of the materials and/or plant may cause problems on site such as congestion. It is a condition of this Permit that surplus material excavated as a consequence of the activities must be removed from the public highway within [x hours] (e.g. 24) of being excavated. Activities shall not commence unless the Promoter has provided [method] to [recipients] at [location(s)] setting out where the works will take place; the nature of the works; the duration of the works; contact details of a representative of the Promoter; the Permit Reference Number (if available) and where a copy of the Permit may be obtained electronically (Permit Authorities street works register web-display).
