2 u On March 30, 2012, a bill to amend part of the Customs Law has passed through the Diet in Japan. u This amendment enacts the Advance Filing Rules, which require a vessel operator or a NVOCC to electronically submit to the Customs information on maritime container cargoes to be loaded on a vessel intended to entry into a port in Japan, in principle no later than 24 hours before departure of the vessel from a port of loading. u The Rules will be implemented in March u The implementation of the advance filing of maritime container cargo information shall be executed using the electronic data processing system, which is managed and operated by Nippon Automated Cargo and Port Consolidated System, Inc. (hereinafter referred to as NACCS Center ). 1

3 Outside Japan In Japan 1. Gateway connection using filersʼ own systems Carriers, NVOCC Carriers & NVOCCs in JAPAN NACCS Customs EDI EDI Dedicated line 2. Connection via Service Provider(SP) Carriers, NVOCC Connection between NACCS and filerʼ s own system is established only through servers located in Japan, not outside Japan. 4 Filers using SP need to obtain Reporter ID using Web browser and e- mail. Reporter ID issuance system is scheduled to be released in August, Outside Japan Enter your company name, e- mail address and other required information. In Japan At the same time as the application result confirmation screen is displayed, an is sent to the registered address. Carrier, NVOCC (1) Application for Reporter ID pre- registration (2) Confirm the pre-registration application results (3) Pre-registration confirmation mail. NACCS Reporter ID Issuance system (WEB) (4) Apply for the Reporter ID Register the Reporter ID through the URL shown in the body. (5) Confirm the application result. (6) Application completion mail At the same time as the registration result confirmation screen is displayed, an with Reporter ID will be sent to the registered address. 3

For each House B/L NVOCC The time and date of advance filing of cargo for each B/L match those specified in the AHR procedure. Break bulk cargos are exempted from being reported. 10 Europe South Korea Japan Advance Filing Rules are applied at the last foreign port where cargo is loaded on a vessel heading for a port in Japan. (Example: Cargo from Europe is unloaded and transshipped at the port of Pusan, South Korea, and heads for a port of Niigata.) Europe Advance Cargo Information Registration AMR Advance Cargo Information Registration AHR Departure Time Registration ATD In the case of transshipment, cargo information is required to be filed with AMR and AHR procedures by no later than 24 hours before departure from the port where transshipment is made, regardless of the filing at the original port. 11 After the advance filing of cargo information based on the Ocean (Master) B/L level, risk assessment results may be notified from Customs. Unless significant risks are recognized, no advance notice will be sent. Customs 2 DNU HLD Those who filed AMR/ DMF Confirm the code of message and add or correct data in the CMR procedure as required. 10 Code DNL HLD DNU Summary of the Advance Notice This code of message is notified for recommending to abandon the loading of cargo on a vessel in case the Japan Customs identifies the high-risk cargo from the viewpoint of Japanese security as a result of risk analysis of the cargo information filed 24 hours before loading of the cargo. This code of message is notified for requiring addition or correction of information to complete risk assessment of informed cargo. This code of message is notified for requiring to suspend the discharge of cargo from the vessel in Japan. In case the Japan Customs identifies the high-risk cargo from the viewpoint of Japanese security as a result of risk analysis of the cargo information after the vessel departed from a port of loading, This code of message is notified when the vessel departed from a port of loading without canceling the code of message of the HLD.

12 After the advance filing of cargo information based on the House B/L level, risk assessment results may be notified from Customs. Unless significant risks are recognized, no advance notice will be sent. Customs (2) DNU HLD Confirm the code of message and add or correct data in the CHR procedure as required. Outside Japan In Japan Carriers (1) DNL HLD When the AMR procedure has already been completed, notification message will also be sent to the filer of AMR for reference. (2) DNU HLD When the AMR(DMF)procedure has already been processed, notification message will also be addressed to the filer of AMR (DMF) for reference. 11
