2 1.0 PURPOSE T define lgistics guidelines fr suppliers t ensure cmpliance with Hneywell specificatins and prcedures fr preparatin and shipment f prduct destined fr r t a third party lcatin n behalf f the Hneywell Sensing & Cntrl Nrthwest IL campus sites. 2.0 SCOPE This prcedure applies t all shipments int the Hneywell Sensing & Cntrls facilities listed abve. The scpe als includes prduct mving t a 3 rd party acting n Hneywell s behalf. Nte: the supplier is t direct any questins regarding the cntents f the guidebk t the apprpriate Hneywell Cmmdity Manager. 3.0 PROCEDURE Supplier shall cmply with all applicable laws, regulatins, and rdinances f any gvernmental authrity in any cuntry, including, withut limitatin, thse f the United States that regulate the imprt r exprt f gds and services, and all reasnable requests frm Hneywell S&C as t the frm and manner f such cmpliance. C-TPAT (Custms Trade Partnership Against Terrrism) Suppliers shipping prduct t Hneywell S&C sites frm utside the United States must actively participate with their Hneywell Cmmdity Manager t ensure that the supplier s manufacturing, lading, dcumentatin, and transprtatin peratins cmply with the supply chain security requirements f Hneywell and the U.S. Custms C-TPAT prcess. DANGEROUS GOODS Suppliers r any entity preparing freight n the supplier s behalf are respnsible fr cmpliance with U.S. and Internatinal standards and regulatins. Shipments t Hneywell Sensing & Cntrl, r t third parties n Hneywell s behalf, are t meet all dangerus gd shipping requirements including: prper classificatin, packaging, marking, labeling, placarding, dcumentatin, filing, and prvisin f emergency respnse infrmatin. HANDLING REQUIREMENTS Pallet lads are nt t exceed 2,000-lbs. grss weight per pallet. The supplier is respnsible t ensure the pallets (per USDA-APHIS requirements) used are durable fr all mdes f transprtatin and can withstand the weight laded n it. Shipments requiring gaylrd packaging may exceed the 2,000-lb. grss weight limit but are t be durable fr all mdes f transprtatin and authrized, prir t shipment, by the supplier s Hneywell Cmmdity Manager such that receiving lcatins material handling capabilities are cnsidered. Prduct is t be palletized in accrdance with Hneywell packaging specificatins with the part number facing utward when feasible. Mixed pallet lads are nt bjectinable prviding the pallet is identified as a MIXED PALLET LOAD. Mixed pallet lads with the same part numbers acrss multiple pallet shipments are unacceptable. Mixed pallet prduct is t be separated by part in layers with the largest quantity part n bttm. Pallet lads are t be squared ff with the heaviest prduct at the bttm f the pallet. Individual cases are nt t be added t the tp f the pallet incnsistent with the pallet cnfiguratin. Pallets t be placed in the carrier s equipment s that the lad des nt shift in transit. This may require the use f lad lcks r ther blcking and bracing materials. PACKING LIST At least ne packing list is t accmpany each shipment which dcuments Hneywell s mdel number, unit quantity, supplier s name and/r supplier s ID, crrect P.O. number and/r release number. One packing list is t be cnspicuusly secured t the first pallet r crrugated case f the shipment n the 5

3 exterir f the packaging and the ther packing slip t the bill f lading. The pallet that cntains the packing slip is t be marked in a cnspicuus way. Accurate packing list quantities and part numbers are essential fr accurate inventry and payment purpses. Therefre, manual changes t the packing list are nt acceptable. Packing list shall be in English and identify the cntents including: quantities f each cmmdity in each shipping cntainer, net weight f each cmmdity, and grss weight f each shipping cntainer. CARTONS, PALLETS, AND OVERPACKS Supplier is respnsible t ensure the unit and cartn packaging is apprpriate fr the weight f the prduct and fr all mdes f transprtatin. Pallets are nt t have prduct verhang f mre than 1 inch r in accrdance with Hneywell specificatins utlined fr the prduct. Stretch wrap material is t be sufficient t prevent damage during transprt and strage f the laded material. Suppliers may be held accuntable fr prduct r cartn damage that ccurs in transit due t lack f prper packaging. Overpack cntainers (gaylrds) and crner prtectrs are recmmended fr Internatinal shipments. Banding is t be used when prduct des nt allw fr stretch wrap. Suppliers are t be cmpliant with the U.S. Department f Agriculture's (USDA) Animal and Plant Health Inspectin Service (APHIS) requirements cncerning the imprt f wd packing materials int the United States frm all rigins. The full requirements can be fund at: Méxic, United States and Canada t enfrce ISPM 15 starting February 1, Suppliers are t ensure that shipments cmply with the applicable regulatins fr imprt/exprt f wd packaging materials. The Internatinal Plant Prtectin Cnventin (IPPC) established the Guidelines fr Regulating Wd Packaging Material in Internatinal Trade (ISPM # 15). ISPM 15 recgnizes the inherent pest risks assciated with internatinal mvement f untreated Wd Packaging Materials (WPM), by restricting the imprtatin f many types f WPM such as pallets, crates, bxes, and dunnage. ISPM #15 requires WPM t cmply with the fllwing 2 requirements: Treatment (the apprved treatments are Heat Treatment r Methyl Brmide Fumigatin) and Marking fr Treatment. Additinal infrmatin can be btained frm the Internatinal Plant Prtectin Cnventin (IPPC) web site at < Shipments riginating in China and Hng Kng cntaining slid wd packing material must be accmpanied by certificatin frm the Chinese gvernment stating that the wd has been heat treated, fumigated, r treated with preservatives. The certificatin may be a phytsanitary certificate, treatment certificate (frm p-10 at r ther dcumentatin issued by the Chinese gvernment. Fr shipments that d nt cntain slid wd packing material, the shipper must prvide a statement verifying that the shipment cntains n slid wd packing material. PRODUCT LABELING Gds must be marked n the prduct, packaging, and shipping cntainers in a cnspicuus place; as legibly, indelibly, and permanently as the nature f the article allws; and with the cuntry name in English. Including: Cmplete name and address f the seller and buyer S&C purchase rder number S&C part number Cartn number(s), i.e., 1 f 1, 1 f 2, etc. Any additinal infrmatin required by S&C as defined in the purchase rder f supplier cntract. 6

4 Cuntry f rigin fr gds manufactured utside f United States (single cuntry f manufacture r last cuntry where substantial transfrmatin tk place if the manufacturing prcess ccurs in mre than ne cuntry) TRANSPORTATION ROUTING (fr freight being paid by Hneywell) Suppliers are t btain mst recent freight ruting instructins frm the Hneywell buyer r cmmdity manager. Ship freight cllect when Hneywell S&C is respnsible fr payment. Cnslidate all cllect shipments cnsigned t same receiving address n same day n a single bill f lading. D nt ship C.O.D. t a Hneywell S&C facility r t third parties n Hneywell s behalf. All C.O.D. shipments will be refused and carrier will be advised t return the shipment at the supplier s expense. D nt insure r declare excess value n any shipment. Capital equipment suppliers (machinery, mlds, tls, etc.) are t cntact the Hneywell Buyer and Hneywell S&C Lgistics at least 2 weeks in advance f scheduled shipment date fr crdinatin. Cntact the persns listed fr any unanswered ruting questins: (1) Buyer, (2) Cmmdity Manager, (3) Facility Shipping/Receiving Persnnel, and (4) Lgistics Analyst. Suppliers that d nt fllw Hneywell ruting instructins are t be charged fr any additinal csts, including transprtatin and handling csts incurred due t nn-cmpliant ruting. Suppliers are t be aware f and in cmpliance with C-TPAT II and ISF 10+2 supply chain security requirements. ADVANCED SHIPMENT NOTIFICATION Hneywell S&C may require Advanced Shipment Ntificatins (ASNs) frm all suppliers by the end f Suppliers shuld be prepared fr such a requirement. All Internatinal shipments f prducts made fr military r space applicatin r therwise cntrlled under ITAR must be ntified t S&C exprt cmpliance at (202) r S&C imprt cmpliance at (815) ADDITIONAL REQUIREMENTS FOR INTERNATIONAL SUPPLIERS COMMERCIAL INVOICE The Cmmercial Invice is a dcument prvided t the internatinal carrier at the time f shipment. It must include actual and crrect infrmatin in accrdance with all imprt and exprt regulatins. The cmmercial invice (in English) is t include the fllwing: The cmplete name and address f the seller and buyer The cmplete ship t address Ntify party, where applicable The currency f the transactin (if currency cnversin rate is cntract cnversin rate, this cnversin rate is t be dcumented n the invice) The terms f the sale (payment terms) The shipping terms (Internatinal Incterms 2010) Fr each item shipped, the invice is t include: The Hneywell S&C purchase rder number(s) The Hneywell S&C part number(s) and/r drawing reference The full English descriptin f the article withut abbreviatin r acrnym The quantity shipped The unit price 1 Ttal price 2 The cuntry f manufacture r cuntry f rigin f the item Ttal grss and net weight Harmnized Tariff classificatin (if knwn) 1 See Appendix 1 fr additinal infrmatin 2 See Appendix 1 fr additinal infrmatin 7

NEW ARTICLE INFORMATION Fr the first shipment f any new article, the supplier must prvide Hneywell S&C Imprt Cmpliance Officer (ICO) with the fllwing infrmatin: Any descriptive literature / marketing materials Engineering prints Specificatin sheets Other infrmatin relating t new articles t be exprted t the U.S. Prduct price, value f materials, tling, engineering supprt that were prvided r will be prvided by Hneywell r any 3 rd party that wuld nt be therwise included in the unit price if the prduct The abve listed infrmatin is t be prvided prir t exprtatin. OTHER GOVERNMENT AGENCIES (OGA) Fr sme cmmdities, additinal infrmatin may be required by varius gvernment agencies. The supplier is respnsible fr determining and including any additinal infrmatin that may be required. The sample list belw prvides cmmn examples but des nt establish an exclusive list: Federal Cmmunicatins Cmmissin (FCC numbers) Fd and Drug Administratin (FDA) accessin numbers Mill Certificates (% breakdwn f metal cntent) Mdel and manufacturer infrmatin Manufacturer statements and declaratins Exprter certificatins Certificates f rigin Material Safety DataSheet (MSDS) Txic Substances Cntrl Act (TCSA) If the supplier requires assistance in making determinatin whether the item is subject t OGA requirement, please cntact the Cmmdity Manager r Hneywell S&C ICO. COUNTRY OF ORIGIN MARKING Unless exempted, every individual article f freign rigin entering the United States must be legibly marked with the English name f the cuntry f rigin. The marking must be n the items and/r its uter cartn that will reach the ultimate cnsumer. It must be legible, this means it must be f adequate size and clear enugh t be read easily. Bth the article and packaging cntainer shuld be marked indelibly and permanently as the nature f the prduct will permit. CUSTOMS BROKERS Hneywell S&C mnitrs strictly its interactin with US Custms and Brder Prtectin (USCPB). Only few selected cmpanies are authrized t interact with USCBP n Hneywell S&C behalf. 6 Suppliers are encuraged t use the cmpanies listed abve as carriers f the gds. Hwever, if ther carrier selectin is made supplier must list Expeditrs Internatinal as a ntify party n exprt dcumentatin. Please assure that the selected carrier uses the fllwing address as a ntify party and that they send dcuments and required pre-alerts t the rd-hneywell@expeditrs.cm fr all shipments addressed t any Hneywell S&C US lcatin with the exceptin t shipments destined t El Pas TX. MANDATORY IMPORTER SECURITY FILING (ISF, aka 10+2) Hneywell S&C authrizes nly Expeditrs Internatinal as prvider f cean transprt. When instructed by Hneywell t ship via cean, the supplier shall cntact Expeditrs Internatinal t start carg bking prcess. Supplier will be prvided with ISF data cllectin sheet which MUST be returned t Expeditrs Internatinal at rigin prir t cut ff. ISF data cllectin sheet must be cmpleted fully and accurately. If there are any questins r issues with the ISF data cllectin sheet, please cntact yur S&C purchasing cntact r S&C Trade Cmpliance (Rakesh Ghala rakesh.ghala@hneywell.cm). Any deviatin frm the plicy abve may result in vilatin f ISF filing requirements. The supplier will be billed back fr any penalties incurred ISF Overview The ISF r 10+2 regulatin will require the imprter t assure advanced data n all cean imprts t the U.S. is received and accepted by Custms n later than 24 hurs prir t the lading f the vessel in the freign prt. Custms has implemented the new regulatin with a delayed enfrcement perid. N imprter penalties will be assessed until January 26, As f the enfrcement date f January 26, 2010, Custms will begin issuing penalties in the amunt f $5,000 per ccurrence and pssibly issue a D Nt Lad message t the carrier fr the freight. The regulatin requires ten key data elements and the bill f lading number t be filed in rder t meet the requirement. Charges may be debited against the supplier s accunt. Upn ntificatin f nn-cmpliance, the supplier has 24 hurs t respnd with a dispsitin acceptable t Hneywell S&C. If dispsitin is nt received within 24 hurs, the prduct may be returned t the supplier at its expense. Cntinued nncmpliance can result in a request fr a Crrective Actin Reprt, acceptable t Hneywell S&C, which must be returned t Hneywell within 30 business days. COPQ charge breakdwn: Administratin Fee: $ Material handling/rewrk/inspectin/setup/wait time: $25.00 per man-hur with a minimum charge f ne hur. Cntinued failure t cmply with the abve-stated requirements may initiate additinal actin as deemed apprpriate by the Hneywell supplier develpment rganizatin. Nn-cmpliance with established lgistics guidelines is taken int accunt at the shipment level. Any nncmpliant shipment delivered t the Hneywell S&C sites listed in sectin 1.0 will be reprted t supply management t be used in the supplier review prcess. Supplier shall indemnify and hld Hneywell S&C harmless frm any lss, damage, cst, expense, r liability as a result f any failure by the supplier t fllw the prcedures in this guidebk. 10

8 APPENDIX 1 UNIT PRICE Unit price is the value f the prduct agreed t be paid by the Buyer t the Seller. If the merchandise is shipped fr cnsignment, the value f each item in the currency in which the transactins are usually made, r, in the absence f such value, the price in such currency that the manufacturer, seller, shipper, r wner wuld have received, r was willing t receive, fr such merchandise if sld in the rdinary curse f trade and in the usual whlesale quantities in the cuntry f exprtatin. TOTAL PRICE Ttal price is the value f the prduct, plus all the statutry additins: Assists (e.g. dies, mlds, tling, printing plates, artwrk, engineering wrk, design and develpment csts, financial assistance, materials, cmpnents, etc) prvided free f charge r at reduced charge t the supplier and used in cnjunctin with manufacture f the article subsequently imprted t the United States. Packaging materials, if nt already included in the cst f the prduct Internatinal transprtatin charges fr prepaid shipments, the amunt stated n the invice must match the carrier declaratin n the transprtatin dcument (airwaybill r cean bill f lading) Additinal charges, itemized by name (including inland freight, insurance, cmmissins, handling charges, rental fees, prceeds, ryalties, etc.) if nt included in the unit price f the prduct If any type f discunt r allwance is prvided t the regular negtiated price, the allwance r the discunt amunt must be listed separately n the invice. See example belw: 2000 unit f widgets, unit price $1.00 Ttal: $ Credit fr 500 defective pieces: $ Ttal Due t Supplier: $ Freign sellers r shippers must exercise care in preparing invices and ther dcuments used t enter gds int the cmmerce f the United States in rder fr Hneywell t avid difficulties, delays, r pssibly even penal sanctins. Each dcument must cntain all crrect infrmatin as required by law r regulatins, and every statement f fact cntained in the dcuments must be true and accurate. Any inaccurate r misleading statement f fact in a dcument presented t a Custms fficer in cnnectin with an entry, r the missin frm the dcument f required infrmatin, may result in delays in merchandise release, the detentin f the gds, r a claim against the imprter fr dmestic value. Even thugh the inaccuracy r missin was unintentinal, Hneywell S&C may be required t establish that the due diligence was exercised, in rder t avid sanctins with cnsequent delay in btaining pssessin f gds and clsing the transactin. (See 19 U.S.C ) It is particularly imprtant that all statements relating t merchandise descriptin, price r value, and amunts f discunts, charges, and cmmissins be truthfully and accurately set frth. It is als imprtant that the invices set frth the true name f the actual seller and purchaser f the gds, in the case f purchased gds, r the true name f the actual cnsignr and cnsignee when the gds are shipped therwise than in pursuance f a purchase. It is imprtant, t, that the invice therwise reflect the real nature f the transactin pursuant t which the gds were shipped t the United States. 11
