The Competent authority has approved guidelines and revised STI for implementation of Amendment No. 2 to IS 14968:2015. A copy of the guidelines and revised STI (DOC: STI/14968/3 November 2017) are enclosed. 2 CENTRAL MARKS DEPARTMENT-2 Our Ref: CMD-2/16: Subject: Guidelines for implementation of Amendment No. 2 Sept to IS 14968:2015 Textiles - High Density Polyethylene (HDPE)/Polypropylene (PP) Woven Sacks for Packaging 50 Kg/25 Kg Sugar Specification (First Revision). 1. Amendment No. 2 Sep 2017 to IS 14968:2015 Textiles - High Density Polyethylene (HDPE)/Polypropylene (PP) Woven Sacks for Packaging 50 Kg/25 Kg Sugar Specification has been published and notified vide Gazette Notification S.O.3505 (E) dated The date till which the Standard without Amendment No. 2 to IS 14968:2015 shall remain in force is 22 January All BOs may inform the Applicants and Licensees under their jurisdiction about the issuance of the above amendment. 3. The significant changes in the amendment, as listed in the Table below, are given for the purpose of general guidance. BOs shall ensure that the product conforms to all the requirements, as applicable, as per the amended Standard. Clause Cl. 5.2 and Table 1 Cl. D-1, Cl. D-2.5, Cl. D-4.1, Cl. Consequent upon the issuance of the amendment, existing STI has been revised as Doc: STI/14968/3 November The major change in the revised STI Doc: STI/14968/3 November 2017 is that the requirement of Capacity has been deleted in Table The date till which the Standard without Amendment No. 2 Sep 2017 to IS 14968:2015 shall remain in force is 22 January The guidelines for implementation of the amendment is given below: A. For Licensees: (i) Licensees shall be advised to submit the following by 22 January 2018: a. Acceptance for the revised STI in the prescribed format. b. Declaration regarding availability of testing equipment as per amended specification on CMD/PF 306. c. In-house/independent test reportfor any one of the type, ensuring compliance to the modified requirements as per Amendment No. 2 Sep 2017.

3 (ii) On receipt of confirmation from the licensees on implementation of the amendment by them and the above information, necessary endorsements may be issued by BO. (iii) If the Licensee fails to complete all actions by 22 January 2018, it shall be dealt with as per OMPC(with all amendments) and guidelines on Stoppage and Resumption of Marking ref:cmd-1/2:1 dated: 01 Dec (iv) For inclusion of varieties, the relevant provisions as given below for applicants shall apply. B. For Applicants: (i) Existing Applications may be processed without consideration of Amendment No. 2 Sep However, if the Applicant is desirous of considering the Amendment, a declaration from the Applicant may be obtained to that effect and the application may be processed accordingly. An undertaking from such Applicants shall also be obtained that if the sample fails in test requirements including Amendment No.2 Sep 2017 to IS 14968:2015, Licence will not be granted by BIS as per IS 14968:2015 excluding Amendment No.2 Sep (ii) Applications which are recorded henceforth shall be processed only with consideration of Amendment No. 2 Sep (iii) Wherever the Sample has been submitted in the Laboratory or Test Report has been issued by the Laboratory as on date of issue of these guidelines, such Applications shall be accepted even without considering Amendment No. 2 Sep (iv) For any Application which is processed without considering Amendment No.2 Sep 2017, Applicant shall give a declaration that they will implement the Amendment No.2 Sep 2017 by 22 January (v) Beyond 22 January 2018 no Licence shall be granted, without the incorporation of Amendment No The guidelines shall come into force with immediate effect. 4 SCHEME OF TESTING AND INSPECTION FOR CERIFICATION OF TEXTILES - HIGH DENSITY POLYETHYLENE (HDPE)/POLYPROPYLENE (PP) WOVEN SACKS FOR PACKAGING 50 kg/25 kg Sugar SPECIFICATION as per IS 14968:2015 (Incorporating Amendment No.2) 1. LABORATORY- A laboratory shall be maintained, which shall be suitably equipped and staffed, where different tests given in the specification shall be carried out in accordance with the method given in the specification. 1.1 All the testing apparatus shall be periodically checked and calibrated and records of such checks/calibration maintained. 2. TEST RECORD- All records of tests and inspection shall be kept in suitable forms enclosed. 2.1 Copies of any records and other connected papers that may be required by Bureau shall be made available at any time on request. 3. QUALITY CONTROL It is recommended that, as far as possible, Statistical Quality Control (SQC) methods may be used for controlling the quality of the product during production as envisaged in this scheme[see IS 397(Part I):2003, IS 397(Part 2): 2003 and IS 397 (Part 3): 2003]. 3.1 In addition, efforts should be made to gradually introduce a quality management system in accordance with the quality system module as per IS/ISO STANDARD MARK :- The standard mark(s) as given in column ( 1) of the first schedule of the licence shall be stencilled/printed on each bale of HDPE/PP Woven Sacks; as the case may be, provided always that the sacks in each bale to which this mark is thus applied conforms to every requirement of the specification. 5. MARKING: - Each bale shall be legibly and indelibly marked with the following information. a) Name of the manufacturer; b) Type and size of sacks; c) Number of sacks; d) Gross weight; e) Net weight; f) Month and year of manufacture; g) Identification mark h) Batch Number i) Any other information as required by the law in force. j) BIS Licence No. CM/L k) BIS website details details : : Page 1 of 8

5 5.1 In addition, each sack shall be compulsorily marked with visible recycling logo as given below at a space on bottom of the bag compatible with the art work of the buyer for printing the sack and on the bale. 6.0 PRINTING ON SACKS - The printing on sacks shall meet the requirements as specified in Clause 6.1and Note 1 of Table 1 of IS 14968:2015. In addition sacks shall be marked with Standard Mark and Batch Number 6.1 PACKAGING - The sacks shall be packed as per Clause 6.2of IS 14968: LEVELS OF CONTROL :- The tests as indicate in Cl.7.2 and also in Table 1 of this STI and at the levels of controls specified therein, shall be carried out on the whole production of the factory which is covered by this scheme and appropriate records and charts maintained in accordance with item 2 above. All the production which conforms to the Indian Standard and covered under the scope of this licence shall be marked with the Standard Mark. 7.1 CONTROL UNIT:- For the purpose of this scheme, HDPE/PP Woven Sacks of the same size having sameconstruction and manufactured in a single day shall constitute a Control Unit. 7.2 SAMPLING FOR FLOOR INSPECTION:-Five sample bundles shall be selected every four hours of production, one bag shall be taken from each selected sample bundle, subject to 30 bags in a control unitand shall be tested as under: Sl. However, the number of sacks in each bundle may vary as per the customer s requirement In the event of failure of the sample in one or more of the requirements, the entire material in the control unit may be either reprocessed for rectifying the defect or rejected. Such reprocessed material when tested again shall conform to all the requirements of the specification. Page 2 of 8

In respect of all other clauses of the specification the factory will maintain appropriate controls and checks to ensure that their product conforms to the various requirements of the specification. 9. RAW MATERIALS The high density polyethylene (HDPE) or polypropylene (PP) used for manufacture of tape shall confirm to the requirements specified in IS or IS respectively. If required by the buyer, the unlaminated sacks shall be provided with a loose liner of food grade virgin LDPE/LLDPE/HMHDPE/PP conforming to IS or IS The fabric used in the manufacture of HDPE/PP woven sacks shall be woven as a tube on circular looms from HDPE/PP tapes having a width of 2.5cm conforming to IS 6192 and IS respectively. The construction particulars of the fabric shall be as given in Table REJECTION- A separate record providing the detailed information regarding the rejected control units and mode of their disposal shall be maintained. Such material shall in no case be stored together with that conforming to the specification. 11. SAMPLES- The licensee shall supply, free of charge, the sample(s) required in accordance with the Bureau of Indian Standards (Certification) Regulations, 1988, as subsequently amended from his factory or godowns. BIS may draw samples from the open market, if available. 12. REPLACEMENT- Whenever a complaint is received soon after the goods with StandardMark have been purchased and used, and if there is adequate evidence that thegoods have not been misused, defective goods are replaced free of cost by the licensee, in case the complaint is proved to be genuine and the warranty period (wherever applicable) has not expired. The final authority to judge the conformity of the product to the Indian Standard shall be with BIS. 13. In the event of any damages caused by the goods bearing the standard mark, or claim being filed by the consumer against BIS Standard Mark and not conforming to the relevant IndianStandards, entire liabilities arising out of such non-conforming products shall be of licensee and BIS shall not in any way be responsible in such cases. 14. STOPPAGE AND RESUMPTION OF MARKING - The marking of the product shall be stopped under intimation to Bureau if, at any time there is some difficulty in maintaining the conformity of the product to the specification, or the testing equipment goes out of order, or if directed to do so by Bureau for any reason. The marking may be resumed as soon as the defects are removed and the Bureau gives the permission to do so. The information regarding resumption of marking shall also be sent to Bureau The marking of the product shall be stopped immediately if directed to do so by BIS for any reason. The marking may then be resumed only after permission by BIS. The information regarding resumption of marking shall also be sent to BIS. 15.Production Data - The licensee shall send to BIS a statement of quantity produced, marked and exported by him and the value thereof at the end of each operative year of the licence as per the enclosed proforma which has to be authenticated by a Chartered Accountant.
