The Ink Industry's Contribution To Compliant Food Packaging Dr Martin Kanert Leicester, 28 November 2013

(Food contact) materials and articles, ( ), shall be manufactured in compliance with good manufacturing practice so that, under normal or foreseeable conditions of use, they do not transfer their constituents to food in quantities which could: (a) endanger human health; or (b) bring about an unacceptable change in the composition of the food; or (c) bring about a deterioration in the organoleptic characteristics thereof Printing Inks, once printed and dried/cured, on the nonfood contact surface of a packaging material in contact with food become a component of this packaging and this packaging has to comply with the above mentioned requirements.

This requires from ink manufacturers a targeted selection of raw materials a controlled manufacture according to GMP standards (GMP Regulation (EC) No 2023/2006; EuPIA GMP) specific and adequate information to be given to the converter to enable him to demonstrate compliance of the final printed package EuPIA provides guidance to its member companies (and their customers) assisting them to contribute their respective share to the legal compliance of the final packaging.

EuPIA Exclusion List for Printing Inks and Related Products applies to all types of printing inks for all types of printing processes for all types of applications not permitted to be used in the manufacture of inks and varnishes: toxic raw materials including those known to be carcinogenic, mutagenic or toxic for reproduction frequent review by the EuPIA Technical Committee

EuPIA s Commitments: EUPIA Guideline on Packaging Inks EuPIA GMP EuPIA members Self Commitments EuPIA Inventory List on Packaging Inks EuPIA Suitability List of Photo-Initiators Statement of Composition

Communication along the food packaging supply chain Concrete lists of substances to be toxicologically evaluated Concrete specs: which substances are ok & not ok, vs. specific printing process, design,... Concrete specs: which migration is ok & not ok, vs. specific food type & required print & packaging design Raw Mat suppliers Ink manufacturers Printers Food Packers Discuss safety aspect, deliver tox assessments Discussion on printer s own migration control, with lists of potential migratory substances Discussion on barrier properties & migration behaviour

EuPIA Model Statement of Composition for all substrates general compliance statements (EuPIA Guideline, GMP etc.) Information on all substances used or known to be present with the potential to migrate 7 substance identify (CAS-No, PM/FCM Ref-No) applicable restrictions and SML s according to PR and Swiss Ordinance provisional list of additives used in plastics dual use additive in future: reference to other relevant regulations maximum amount in dried ink film (for non-volatile/non-reactive substances)

Customer Guidance Note for using Statements of Composition when considering compliance of food packaging includes a suggested process flow involved in risk assessing the migration of substances from inks into food from packaging is available on the public website

PIJITF Explanatory Note Migration Explanatory note of Packaging Ink Joint Industry Task Force (PIJITF) under umbrella of FoodDrinkEurope Supported by 9 associations a. o. CITPA, ECMA, FEFCO and FPE Allows:... assessment of migration potential from packaging inks depending on packaging structure Supports:... choice of suitable ink systems for specific packaging structures

PIJITF Explanatory Note Migration Defines:... Low Migration Ink : is designed for use on food packaging, is formulated using selected components which should ensure that migration from the resultant printing ink film will be within accepted migration limits, provided that the packaging structure is suitable, and provided that the packaging ink is applied under Good Manufacturing Practices in accordance with guidance given by the ink supplier for the intended application The use of such inks should be supported by indicative analytical testing an/or relevant worst case calculations

PIJITF Explanatory Note Migration 7 Packaging Scenarios: 4 with high migration risk
