1 Imperial Irrigation District Energy Department Manager Energy Department Glenn Steiger Under general direction of the General Manager of Imperial Irrigation District ( District ) and the Board of Directors, manages the functions, activities and personnel engaged in planning, engineering, construction, system operations, operations of power generation facilities, energy supply and trading, transmission, distribution, and telecommunications services, energy management systems and information technologies to support all function areas within Energy Resources; and in providing service to customers. Assistant Manager Energy Resources Frank Barbera Reports to the Manager Energy Resources. Under general direction from District management and the Board of Directors, assists the Manager Energy Department. Responsible for planning, organizing, and directing the activities of the Energy Resources Department including; integrated resource planning (generation and fuel strategies), transmission system planning and engineering, energy supply and trading, system operations, energy management systems, telecommunications, and information technologies to support all functional areas within Energy Resources. Acts for the Manager Energy Department in the absence of the manager. Accounting Supervisor - Reports to the Assistant Manager Energy Resources Department. Performs, ensures and directs professional accountants in the proper implementation of financial procedures and controls relating to the sale and purchase of electricity, natural gas, ancillary services and transmission services. Ensures wheeling costs, line loss tabulations, entitlements and settlements are verified with counter-parties, accounted and recorded. Directs, maintains and coordinates settlement statements within the Western Electric Coordinating Council. Reviews transaction sheets and verifies information with Power Schedulers, System Operators, OASIS and energy management system logs and analyzes and corrects variances. Verifies and directs staff to verify monthly MWhs and MMBtus and the dollar value of purchases and sales. Prepares and submits itemized reports to Customer Accounting for invoicing and billing of accounts.

2 Monitors and directs staff to monitor system application process energy management records to ensure payments are received on energy sales, energy purchases, transmission services, and delinquent accounts. Follows-up and reconciles discrepancies with appropriate Finance and Treasury Department staff. System Planning and Engineering General Superintendent System Planning and Engineering Sandoval Juan Carlos Reports to the Assistant Manager Energy Resources. Directs and manages employees involved in the development, administration, and compliance activities associated with the District s open access transmission tariff ( OATT ). Directs and manages employees involved in transmission system planning, design, and engineering. Directs and manages employees involved in transmission substation planning, design and engineering. Directs and manages employees involved in system protection planning, design and engineering. Directs and manages employees involved in civil engineering planning, design and engineering. Directs and manages employees involved in transmission system standards development and compliance. Directs and manages transmission and system projects and associated activities. Responsible for complying with NERC and FERC orders and directives pertaining to system transmission reliability and emergency restoration. Directs and manages employees responsible for negotiation and administration of contracts with third parties for interconnection with and long-term (greater than one year) access to the District s electric transmission system, pursuant to IID s open access transmission tariff. Superintendent - System Engineering J. Barrientos (Acting) Reports to General Superintendent System Planning and Engineering. Performs and supervises professional engineering work related to the District s electrical transmission system, system design and safety standards, system protection requirements, substation engineering, civil engineering, and project management. Conducts and supervises electrical engineering studies and coordinates studies performed by contractors on new or existing transmission system, system

3 performance, system economics, system protection, system life and reliability, regulatory compliance and transmission engineering support. Supervises employees in the oversight and management of various construction and maintenance projects pertaining to the District s electric system. Reviews, identifies investigates, and anticipates system weaknesses in order to develop contingency plans to minimize interruption or inconvenience to customers. Prepares or advises on specifications, criteria, and standards for the design of new or modifications to existing transmission systems and substation equipment and protection facilities. Supports and participates, as needed, in the development of system impact analysis as requested and directed by the System Planning and Engineering Section. Prepares transmission facility ratings for the District s electrical system. Coordinates and assists with the design, construction and operation and maintenance of joint transmission facilities with other entities. Superintendent System Planning D. Barajas (Acting) Reports to the General Superintendent System Planning and Engineering. Performs plans and supervises professional engineering work related to the District s transmission system planning activities. Responsible for complying with the transmission engineering and planning requirements of NERC, WECC, and FERC.. Supervises the scheduling and preparation of special studies related to the analysis and recommendation of expansion, maintenance or improvement of the District s transmission system. Directs and conducts studies to evaluate the performance and adequacy of the District s transmission system s interconnection facilities. Directs studies in support of long-term transmission contracting, such as system impact studies. Directs studies to determine total transmission system capability ( TTC ), constraint points, and available transmission capability ( ATC ) by path, season, and during various system condition scenarios for posting by the District s OASIS Administrator on the District s OASIS. Directs the preparation and maintenance of transmission system models (steadystate, dynamics, short circuit, power flow, and constraints) and application of appropriate tools for the development of transmission plans. Defines and collects transmission information and transmission facility characteristics and ratings. Directs engineers and technicians in analyses or studies to support the identification, utilization, and capabilities of the District s open-access transmission system.

4 Directs studies to evaluate long-term requests from entities desiring to interconnect facilities with or to wheel electric power on the District s bulk electric systems pursuant to the process and requirements of the District s OATT. Directs studies to determine and evaluate transmission system losses applicable to wheeling on or interconnection with the District s transmission system. Operations Planning Engineer Reports to the Superintendent - System Planning. Prepares studies or analyses in support of System Operations transmission switching operations. Prepares studies related to the analysis and recommendation of expansion, maintenance or improvement of the District s transmission system. Conducts studies to evaluate the performance and adequacy of the District s transmission system s interconnection facilities. Conducts studies in support of long-term transmission contracting, such as system impact analyses. Prepares studies to determine total transmission system capability ( TTC ), constraint points, and available transmission capability ( ATC ) by path, season, and during various system condition scenarios for posting by the District s OASIS Administrator on the District s OASIS. Prepares and maintains transmission system models (steady-state, dynamics, short circuit, power flow, and constraints) and application of appropriate tools for the development of transmission plans. Internal Network Transmission Planning Engineer, Senior Reports to the Superintendent - System Planning. Performs professional engineering work and performance of system studies related to the District s power system planning activities, with particular emphasis on evaluating the District s transmission system within the District s control area. Prepares special studies related to the analysis and recommendation of expansion, maintenance or improvement of the District s transmission system. Conducts studies to evaluate the performance and adequacy of the District s transmission system s interconnection facilities.

Conducts and analyzes studies pertaining to the expansion, or improvement, of the transmission system. Prepares studies to evaluate long-term requests from entities desiring to interconnect facilities with or to wheel electric power on the District s bulk electric systems. Prepares studies to determine and evaluate transmission system losses applicable to wheeling on or interconnection with the District s transmission system. Prepares studies on the District s system power flows, short circuits and stability. Prepares studies on power circuit breaker upgrading and relocation, system MVAR requirements and system motor horsepower limitation. Prepares system network shunt capacitor studies. Wholesale System Planning Engineer, Senior Reports to the Superintendent - System Planning. Performs professional engineering work and performance of system studies related to the District s power system planning activities, with particular emphasis on evaluating the District s transmission system rights and obligations that are outside of the District s control area but are included as part of the District s system pursuant to the District s open access transmission tariff. Conducts studies to evaluate the performance and adequacy of the District s transmission system s interconnection facilities and external transmission rights and obligations. Conducts studies to evaluate the performance and adequacy of the District s transmission system s interconnection facilities. Assists and coordinates with the OASIS Administrator in order to determine total transmission system capability ( TTC ), constraint points, and available transmission capability ( ATC ) by path, season, and various system conditions. Responsible for communicating status and information pertaining to long-term transmission requests to the OASIS Administrator as may be required for posting on OASIS and to the requesting third-party pursuant to the requirements of the OATT. Develops, in coordination with the District s legal counsel, the District s open access transmission tariff requirements and standards of conduct governing the

7 communications and interactions between the District s merchant and transmission personnel. Transmission Contracts Administrator Reports to the Superintendent - Transmission Contracts. Responsible for analyzing, developing, negotiating, and administering the District s long-term transmission services agreements with independent power producer that are interconnected with the District s transmission system, such as geothermal power producers. Develops, in coordination with the District s legal counsel, the District s open access transmission tariff requirements and standards of conduct governing the communications and interactions between the District s merchant and transmission personnel. Supply and Trading Superintendent Supply and Trading Ron Fiske (Acting) Reports to the Assistant Manager Energy Resources.

8 Manages, plans, coordinates, and directs employees involved in administering and optimizing the District s electric power contracts, electric generation, natural gas resource, and fuel portfolios. Responsible for the strategy, goals and objectives of the Supply and Trading business unit. Responsible to ensure Supply and Trading staff compliance with District financial risk management policies and compliance with WECC, NERC and FERC operational requirements and/or standards of conduct. Primary activities include gas, fuel, and electricity trading, resource acquisition, long-term energy contract administration, and energy and transmission after-thefact transaction accounting and transaction billing in connection with IID s Supply and Trading activities. Directs, coordinates and plans prescheduled use of the District s generation assets to ensure that adequate and economically efficient electric generation is available to meet the District s native-load demands. Power Resources Planner Noe Gutierrez (Acting) Reports to the Superintendent Supply and Trading. Researches, plans and organizes the development of a long-term power supply and resource acquisition plans for the District. Monitors the power market to insure that the District is positioned properly to take advantage of long-term energy market activities in order to reliably and economically serve the District s load. Subject to the District s Standards of Conduct and OATT, maintains working relationship with the District s engineering staff to insure that network system configuration and capacity is adequate to import the energy required to support the District s native load. Subject to the District s Standards of Conduct and OATT, monitors system improvement plans to coordinate power supply concerns with this activity. Assistant Power Resources Planner - Reports to the Senior Power Resource Planner. Assists in researching, planning and organizing the development of long-term power supply and resource acquisition plans for the District. Monitors the power market to insure that the District is positioned properly to take advantage of long-term energy market activities in order to reliably and economically serve the District s load. Pursuant to the standards and codes of conduct of the District s open access transmission tariff, maintains working relationship with the District s engineering staff to insure that network system configuration and capacity is adequate to import or export the required energy to support the District s network load. In compliance with the District s open access tariff, monitors system improvement plans to coordinate power supply concerns with this activity.

9 Long-Term Energy/Fuel Procurement Analyst Reports to the Superintendent Supply and Trading. Researches, analyzes plans and supports the negotiation of agreements related to acquisition of long-term (greater than one year into the future) supplies of energy to meet the District s retail customer requirements. Responsible for the administration of agreements pertaining to long-term supplies of fuel for the District s generating resources. Monitors and analyzes the Regional long-term wholesale energy and fuel markets to insure that the District is positioned properly to participate in market activities and opportunities. Short-Term Energy/Fuel Procurement Analyst Reports to the Superintendent Supply and Trading Researches, analyzes plans and supports the negotiation of agreements related to acquisition of short-term (up to one year into the future) supplies of energy to meet the District s retail customer requirements. Responsible for the administration of agreements pertaining to short-term supplies of fuel for the District s generating resources. Monitors and analyzes the Regional short-term wholesale energy and fuel markets to insure that the District is positioned properly to participate in market activities and opportunities. Day-Ahead Merchant Arc Magaña William Rapp Reports to the Superintendent Supply and Trading Plans, arranges, coordinates and verifies prescheduled power and natural gas purchases, sales and interchanges of electricity with other utilities, marketers, brokers and the California Independent System Operator ( CAISO ). Arranges, coordinates and plans prescheduled use of the District s generation assets to ensure that adequate and economically efficient electric generation is available to meet the District s native-load demands on a day-ahead basis and up to one year ahead planning basis. Senior Merchant Analyst Reports to the Superintendent Supply and Trading Performs and directs analyses in support of day-ahead power and fuel trading, resource operations, load and resource planning, and long-term fuel procurement.

10 Analyzes and directs analysis of data to determine load, resource, and trading requirements and opportunities. Analyzes load and resource balance requirements, reliability requirements and market trends for the pricing and availability of natural gas and electricity. Directly supports trading activities and the development of trading strategies. Merchant Analyst Reports to the Senior Merchant Analyst. Performs analyses in support of day-ahead power and fuel trading, resource operations, load and resource planning, and long-term fuel procurement. Analyzes merchant functions to determine load, resource, and trading requirements and opportunities. Analyzes load and resource balance requirements, reliability requirements and market trends for the pricing and availability of natural gas and electricity. Directly supports trading activities and the development of trading strategies. Real-Time Merchants - Reports to the General Superintendent - Supply & Trading. Under supervision of the General Superintendent - Supply and Trading, implements and modifies prescheduled transactions, as may be required by realtime conditions, by planning, arranging, coordinating and verifying real-time power purchases, sales and interchanges of electric power with other utilities, marketers, brokers and the California Independent System Operator ( CAISO ). In coordination with System Operations, arranges, coordinates and plans real-time use of the District s generation assets to ensure that reliable and economically efficient electric generation is available to meet the District s native-load demands on a real-time basis. Plans for and directs the purchase and sale of merchant ancillary services during real-time. Arranges interchange transactions and associated transmission service, as may required by open access tariffs or other agreements, in order to efficiently, economically, and reliably serve the District s native-load customers during realtime. Complies with all of the District s risk energy financial management criteria and standards. Adheres to directions of the District s risk management committee, financial risk management policies, corporate risk manager, and Supply and Trading risk management support. Secondary to serving the District s native-load customers requirements, optimizes the use of the District s generation, contractual assets, and power supply portfolio. Provides direction to power dispatching personnel on schedule curtailment priorities, emergency resource availability and energy pricing during real-time.

11 Performs transactions, in compliance with NERC, WECC, or other requirements, to maintain appropriate system reserve levels during real-time. Coordinates with System Operations in order to assure adherence to NERC or WECC control performance criteria. Develops and manages receipt and transmittal of NERC electronic tagging (E- Tag) for real-time interchange transactions. System Operations Superintendent System Operations Harvey Esparza Reports to the Assistant Manager Energy Resources. Directs and manages employees involved in real-time system operations. Directs and manages employees involved in the real time, day-ahead, and shortterm administration and operations of the District s Open Access Same Time Information System ( OASIS ). Directs and manages employees involved in the day-ahead scheduling of transmission transactions and transmission services provided pursuant to the District s Open Access Same Time Information System ( OASIS ) and open access transmission tariff ( OATT ). Directs and manages employees involved in receiving all of the District s dayahead power and transmission schedules in order to perform control area checkouts. Directs and manages employees involved in ensuring that all power and transmission schedules are input into the District s real-time energy management system. OASIS Administrator Reports to the Superintendent System Operations. Serves as the primary point of contact for all parties requesting access to the District s open access electric transmission system, including all long-term and short-term transmission services. Posts all short-term transmission services on the OASIS and approves all sales and interchanges of short-term transmission services with the District s merchant function, other utilities, marketers, brokers, independent power producers and the California Independent System Operator ( CAISO ). Posts to OASIS and assists in calculating total transmission system capability ( TTC ), constraint points, and available transmission capability ( ATC ) by path, season, and various system conditions.

12 Verifies day-ahead schedules pursuant to all short-term and long-term transmission interchanges and transmission services on the District s open access transmission system. Verifies, operates, and maintains all of the operational information of the District s OASIS and manages the use of available transmission on the District s open access transmission system. Ensures that all power and transmission schedules check-out with adjoining control areas and ensures that all power and transmission schedules are input into the District s real-time energy management system. Transmission Day-Ahead Scheduler Reports to the Superintendent System Operations. Arranges, coordinates and verifies all day-ahead prescheduled transmission capacity purchases, sales and interchanges with other utilities, marketers, brokers and the California Independent System Operator ( CAISO ) pursuant to all short-term and long-term transmission interchanges and transmission services on the District s open access transmission system. Ensures that all power and transmission schedules check-out with adjoining control areas and ensures that all power and transmission schedules are input into the District s real-time energy management system Verifies and modifies day-ahead transaction electronic tags. Superintendent - Transmission & Generation Dispatch Reports to the Superintendent System Operations. Directs and supervises employees in the power dispatching unit. Responsible for scheduling and ensuring adequate staffing to support the District s 24 hour/7 days a week power dispatching reliability operations. Responsible for ensuring that the power dispatching staff complies with NERC, WECC and Federal Energy Regulatory Commission ( FERC ) orders and directives pertaining to system operation and reliability, as well as the IID OATT and Standards of Conduct. 13 Reports to the Superintendent - Transmission & Generation Dispatch. Under general supervision of Superintendent - Transmission & Generation Dispatch and other senior power dispatch personnel, assists in coordinating the transmission of electric power through the District s power system; coordinates the real-time reliability operation of generating stations to ensure adequate generation to meet contract requirements; loads generators and regulates system voltage to meet consumer demand; and monitors data from system control and data acquisition ( SCADA ) equipment. Verifies that adequate transmission capability is available to meet the District s customer needs and to meet requests for transmission service from other entities during real-time. Power Dispatcher II Jesse Montaño Jose Rios Steve Ruiz Reports to the Superintendent - Generation & Transmission Dispatch. Under general supervision of Superintendent - Generation & Transmission Dispatch and other senior power dispatch personnel, coordinates real-time electric power transmission on the District power system and the real-time reliability operation of power generation stations and substations to ensure adequate generation and distribution of electricity for consumer requirements. Verifies that adequate transmission capacity is available to meet the District s customer needs and to meet requests for transmission service from other entities during real-time. Supervises, directs and coordinates the activities of other assigned dispatching personnel. Power Dispatcher III Jose Beltran Steve Brown Roy Cobleigh Joel Fugett Jerry Goswick Jeff McDonald Marc Printy Reports to the Superintendent - Generation & Transmission Dispatch. Under general supervision of the Superintendent - Generation & Transmission Dispatch and other senior power dispatch personnel, coordinates real-time electric power transmission on the District power system and the real-time reliability operation of power generation stations and substations to ensure adequate generation and distribution of electricity for consumer requirements.

14 Verifies that adequate transmission capacity is available to meet the District s customer needs and to meet requests for transmission service from other entities during real-time. Provides technical assistance and work direction for Power Dispatcher(s) II and I. Supervises, directs and coordinates the activities of other assigned dispatching personnel. Energy Management Systems Superintendent Energy Management Systems Hector Garduño Reports to the Assistant Manager Energy Resources. Directs and manages employees in the Energy Management Systems ( EMS ) Section of Energy Resources. Responsible for supporting and maintaining the information technology needs of Energy Resources. Responsible for the District s four Real-Time Energy Management Computer Systems which serve, respectively: the Transmission Reliability Center, including related systems with Power System Control to handle Systems Operations; the Imperial and Coachella Distribution Centers; and the Real-Time Energy Marketing Center. Responsible for implementing all of the requirements of the Federal government and Department of Homeland Security pertaining to cyber security as pertaining to the functional areas supported. Energy Management Systems also support other District business units and systems as necessary. Telecommunications Superintendent - Telecommunications Tony Allegranza Reports to the Assistant Manager Energy Resources Department. Manages and directs the planning, development and coordination of the District s telecommunications and related systems, including installation, operations, and maintenance. Plans, coordinates and directs projects aimed at maintaining, enhancing and expanding the telecommunications capabilities of the District s network. This includes data and voice telecommunication capability to support voice communication, interchange telemetry, SCADA information, transfer trip protection schemes and other reliability and operations applications. Manages and directs work activities of telecommunications engineers, foremen, technicians and other assigned telecommunications staff.

15 Imperial Irrigation District Risk Management Risk Management Support Reports to the Chief Financial Officer. Provides trading and risk management support through reconciliation, verification and validation of all trading activity, mark to market processing, and position reporting. Responsible for identification of financial risks and Value at Risk associated with the District s trading positions. Primary responsibilities include daily reconciliation of trade positions and profit and loss for the District s risk management system compared to traders proprietary models, validation of all trade activity via verbal and written confirmation procedures, trading and risk management analysis and support, and timely generation of position and profit and loss reporting to management and traders.
