1 TRACEABILITY PROTOCOL 2013 LOCAL SALE OF UNDERSIZED CULTURED KOB (ARGYROSOMUS SPP.) 1. INTRODUCTION The objective of this traceability protocol is to establish a basis for the local marketing of undersized cultured kob (Argyrosomus spp.) that would complement the efforts of the Department of Agriculture, Forestry and Fisheries (DAFF) to promote marine aquaculture and at the same time promoting consumer awareness as well as preventing the illegal trade of undersized wild caught dusky kob (Argyrosomus japonicus) and silver kob (Argyrosomus inodorus) on the local market. The traceability of undersized cultured kob sold on the local market would greatly benefit the marine aquaculture sector and lawful traders and would also boost tourism to our coastal communities and regions. Traceability is also important for ensuring food safety in the case of contaminated products sold on the market as there should be a mechanism in place to recall products unsuitable for human consumption. 2. TRACEABILITY AND RECORD KEEPING 2.1 Discussions on the various options and control measures required revealed that the simplest and least onerous plan would be to make use of the existing permitting system implemented by the Directorate: Sustainable Aquaculture Management (SAM) at the Department of Agriculture, Forestry and Fisheries (DAFF). 2.2 The marine aquaculture Right Holder (herein referred to as the Right Holder) will nominate a marine aquaculture Fish Processing Establishment (FPE) to process undersized cultured kob 1

2 products(s). The Right Holder will be allowed to sell to a wholesaler, retailer and/or restaurant with a valid permit to possess and sell undersized cultured kob. The onus for educating the Permit Holder as to the importance of documentation of undersized cultured kob sales would therefore lie with the Right Holder. 2.3 Undersized cultured kob product(s) may only be dispatched from the premises of an authorised Fish Processing Establishment (FPE) by means of a product barcode issued by the Right Holder and reflecting on all invoices, receipts, packaging and plastic tags. 2.4 All undersized cultured kob product(s) on display should be clearly advertised as cultured product(s) by means of markers and/or posters to promote consumer awareness. 2.5 A Right Holder and Permit Holder must issue a tax invoice when selling undersized cultured kob product(s). Standard accounting procedures require that invoices are numbered sequentially, audited for compliance purposes and Value Added Tax (VAT) requirements shall also be reflected. 2.7 Copies of original invoices, the stock at hand and records generated by the Right Holder and Permit Holder should provide sufficient information to allow tracking of products through the system. This documentation must be retained by the Right Holder and Permit Holder for not less than 60 (sixty) months. 2.8 Each organisation s Chief Accounting Officer should audit the original documents of the system at least twice a year. 2.9 Statistics must be accumulated by the Right Holder and Permit Holder to establish the size of local demand This traceability protocol for the local sale of undersized cultured kob (Argyrosomus spp.) would be considered valid until it is reviewed or replaced. 3. REGULATIONS IN TERMS OF THE MARINE LIVING RESOURCES ACT, 1998 (Act NO. 18 of 1998) 3.1 A permit shall be required in circumstances involving the possession and sale of undersized cultured kob (Aygyrosomus spp.) as set out in Annexure 4 (Government Gazette No , 6 2

3 April 2005) in terms of Regulation 25 promulgated under the Marine Living Resources Act, 1998 (Act No. 18 of 1998). 4. PRODUCT BARCODING The following product barcode will be used for the sale of undersized cultured kob product(s): 4.1 Fish Processing Establishment (FPE) Code This is the number issued by the NRCS (National Regulator for Compulsory Specifications) to the nominated marine aquaculture FPE, which is registered with the Department. In this case, the FPE code will include the two digit number issued by the NRCS and reflecting on the FPE permit e.g. E8 4.2 Right Holder Code This is the code issued for the Right Holder, which includes a two letter code issued by the Department and the last two digits of the permit to engage. This is the code the Department will issue the Right Holder e.g. IJ Year of production This is the code issued by the Right Holder, which includes the last two digits of the year of production. The last two digits of the current year e.g. 09 for Production Date Instead of having a lot of dates and codes, using the Julian date coding system reflect the day of the year only that will also indicate the production date consequently enhancing traceability. e.g. 62 (nd day) will then be the 2 nd of March in any year e.g. 206 (th day) will then be the 24 th of July in any year 4.5 Product Type The type of product sold and species should also be included in the product barcode using the codes indicated in the table below. The species code for dusky kob (Argyrosomus japonicus) 3

4 will be DK and for silver kob (Argyrosomus inodorus) it will be SK which will reflect in the product barcode. Table1.
