1 India: Logical Framework for Activities 1 Programme: Disaster Management Project Title: Construction Project Objective: Reducing the vulnerability of IRCS regional warehouses and allied building by making them disaster resistant. Introduction India is one of the most disaster prone countries in the world, due to floods, earthquake, cyclone, drought and other disasters. The IRCS based on specific criteria, considering the degree of vulnerability and its existing capacity, selected eight targeted states under the DM program namely Gujarat, Orissa, Bihar, Tamil Nadu, Maharashtra, Andhra Pradesh, Assam and West Bengal states. The DM program focuses on balancing its hardware and software aspects for effective disaster response by pre-positioning the DP stock of essential non-food items, construction and renovation of warehouses. Warehouses play a vital role in storing relief materials and organizing distribution during the time of disasters. Indian Red Cross Society has six regional warehouses complexes in Haryana (Bahadurgarh), West Bengal (Kolkata), Tamil Nadu (Arakkonam), Maharastra (Vikhroli), Assam and Gujarat (Viramgam). These buildings were constructed in 1975 and The original construction quality was not good and moreover due to lack of regular maintenance, the warehouses and the allied buildings (staff quarters, office buildings, training centers) are in a critical condition. These buildings, if not renovated, will soon become redundant and unsafe and storage will be a problem. The IRCS has already started renovation and retrofitting of warehouses and allied buildings in Bahadurgarh and Kolkata in 2005 and will continue till the end of The Arakkonam warehouse and its allied buildings will also be renovated by the end of District level warehouses also play an important role during any emergency; they serve as the nearest source of available relief material. The IRCS has planned to construct one district level warehouse during the first phase. IRCS has constructed the Disaster Management Centre during 2002; the building was renovated by the support of the Federation. However, it is not yet retrofitted. The DMC is playing a crucial role in IRCS disaster management through coordination and monitoring of the disaster from the NHQ along with being a venue for trainings, meetings, housing a reference materials library. The DMC also provides a venue for many IRCS meetings for partners and to coordinate the Sphere India Initiative. It is an ironical situation, if the DMC which is responsible for monitoring disasters is not retrofitted and maintained completely for it to function properly and further facilitate the DM work of IRCS in the entire country.
