The International Convention for Standards for Training and Certification and Watchkeeping for Fishing Vessel Personnel (STCW-F) was adopted in July 1995 by a diplomatic conference convened under the auspices of the International Maritime Organisation (IMO). South Africa is a member of the IMO Council and is expected to support this initiative.in South Africa, any person working on board a ship must be in possession of a Pre-sea Certificate issued by SAMSA (South African Maritime Safety Association). It therefore became necessary to ensure better alignment with national requirements during the revision of the Fishing Operations Qualification (SAQA ID ) as well as creating a pathway for learners entering the fishing industry, both on board a vessel and ashore in factories. This realigned qualification reflects all the requirements of the SAMSA Pre-sea Certificate (focussing on sea safety requirements) and will also open opportunities for career pathways and life-long learning in the fishing industry. Target groups identified include school leavers or persons who have been working in the fishing industry without formal qualifications wanting to formalise their skills and knowledge. PURPOSE The purpose of this qualification is to prepare a learner to operate as an/a Fishing Hand Occupational Certificate: Clearing and Forwarding Agent Page 2 of 8

3 A Fishing Hand assists with the handling of fishing vessel cargo, preparation of fishing equipment, the processing of fish as well as navigational and safety operations on-board a ship. A qualified learner will be able to: Assist with cargo handling Assist with fishing preparation and fish processing operations Assist with cleaning and maintenance operations on board a fishing vessel or workshop Assist with navigational and safety operations on-board a ship RULES OF COMBINATION This qualification is made up of the following compulsory Knowledge, Practical Skills and Experience Modules: Knowledge Modules Total number of credits for Knowledge Modules: 27 Practical Skill Modules Total number of credits for Practical Skill Modules: 33 Experience Modules Total number of credits for Experience Modules: 19 ENTRY REQUIREMENTS NQF Level 1. EXIT LEVEL OUTCOMES AND ASSOCIATED ASSESSMENT CRITERIA Exit Level Outcome 1 Move and store Cargo. Associated Assessment Criteria Cargo containers are safely and securely hooked, unhooked and loaded. Cargo hold is clean and prepared for the next voyage and meets the NRCS criteria. Cargo is properly secured and freight stable. 4 Associated Assessment Criteria Various types of fishing gear correctly and safely repaired and the process of storing explained. Fishing gear properly cleaned using appropriate material, mixed to approved specifications. Exit Level Outcome 3 Process fish and clean and maintain fish processing equipment. Associated Assessment Criteria Different methods and processes to be followed of fish and seafood preparation are explained. Safety and hygiene implications of handling of fresh and frozen fish and seafood are explained. Storing and packing processes for fresh and frozen fish are explained. Exit Level Outcome 4 Maintain and clean fishing operations machinery and machinery spaces. Associated Assessment Criteria Different types of oils and greases and its uses are explained. Procedures and requirements for handling and storing of stores explained. Procedures for disposal of different types of waste explained. Exit Level Outcome 5 Perform navigational and safety operations. Associated Assessment Criteria Identify maritime traffic and navigation signals. The muster sheet and drills are accurately interpreted and processes to be applied explained. Various personal safety applications on board a vessel explained Accidents and injuries to be reported identified and reason explained. INTERNATIONAL COMPARABILITY This qualification was compared with one training programme in South Africa (SAMSA Pre-Sea Certificate) and programmes offered by the United Kingdom Maritime Training (Plymouth) and the Mumbai, India International Maritime Training Centre Occupational Certificate: Clearing and Forwarding Agent Page 4 of 8

5 SAMSA Pre-Sea Certificate (South Africa) The SAMSA requirements, embodied in the SAMSA Code: Ancillary Courses - SAFETY FAMILIARISATION TRAINING STCW A-VI/I focusses on Personal Safety Familiarisation including: Alarm signals and safety information symbols Actions to be taken when a person falls overboard, fire or smoke is detected and the fire or Abandon Ship Signal is given The identification of muster and embarkation stations and the emergency escape routes including muster lists and clothing to be worn at emergency position, and for abandon ship The ability to locate and don and/or use life jackets and life buoys Fire fighting on board a ship including how to raise the alarm, the fire triangle and the common causes of ship board fires Operation of portable fire extinguishers Use of the fire blanket This qualification addresses all these issues. It however also includes aspects related to maintenance of fishing gear, fish processing, loading off loading and stowage of containers and stock, fish processing, maintenance of fishing operations machinery and machinery spaces and disposal of waste. Efficient Deck Hand (Ref. MCA-MGN 10) and Deck Officer Certificates of Competence Ancillary Courses (STCW 95 Basic Safety Training) (United Kingdom) These two programmes offered in the UK covers: Basic and Advanced Fire Fighting Navigation, Radar and ARPA Simulation Small Ships Navigation and Radar These courses offered by the United Kingdom Maritime Training (Plymouth) are specifically aimed at people working on the deck of a vessel and encludes navigation and radar but excludes the maintenance of fishing operations machinery and machinery spaces, maintenance of fishing gear, fish processing, loading off loading and stowage of containers and stock, maintenance of fishing operations and disposal of waste. Practical Deck Skills (India) The Mumbai, India International Maritime Training Centre offers a course on Practical Deck Skills including: Practical training in knots, bends, hitches and splices with synthetic and natural fibre rope. Practical training in splices with wire rope. Surface maintenance theory and procedures. General maintenance of deck equipment Occupational Certificate: Clearing and Forwarding Agent Page 5 of 8

6 This qualification addresses all these issues. It however also includes aspects related to sea safety and fish processing, loading off loading and stowage of containers and stock, maintenance of fishing operations and disposal of waste. Conclusion This qualification is far more extensive than any other training programmes it was compared with. In addition none of these programmes included any workplace experience. INTEGRATED ASSESSMENT Integrated Formative Assessment The skills development provider will use the curriculum to guide them on the stipulated internal assessment criteria and weighting. They will also apply the scope of practical skills and applied knowledge as stipulated by the internal assessment criteria. This formative assessment leads to entrance into the integrated external summative assessment. Integrated Summative Assessment An external integrated summative assessment, conducted through the relevant QCTO Assessment Quality Partner is required for the issuing of this qualification. The external integrated summative assessment will focus on the exit level outcomes and associated assessment criteria. RECOGNITION OF PRIOR LEARNING (RPL) RPL for Access to the External Integrated Summative Assessment Accredited providers and approved workplaces must apply the internal assessment criteria specified in the related curriculum document to establish and confirm prior learning. Accredited providers and workplaces must confirm prior learning by issuing a statement of result or certifying a work experience record. RPL for Access to the Qualification Accredited providers and approved workplaces may recognise prior learning against the relevant access requirements.
