Overview Traffic management at Eagle Lighting is defined as the interaction between vehicles and their immediate environment (e.g. pedestrians, other vehicles and infrastructure) and the processes undertaken to eliminate and/or reduce the risks associated with those interactions within the premises of 7-9 Jets Ct, Melbourne Airport. Employees and contractors within the confines of the premises are required to operate vehicles and equipment as part of their assigned activities. Such work includes the following activities: Loading and unloading activities containers, trailers and trucks. Storing goods in and out of pallet racking. Moving goods from one work area to another by means of forklifts. This Traffic Management Plan aims to address hazards associated with pedestrian/vehicle and vehicle/vehicle interactions within the workplace which are considered to present a risk to harm people, property or environment if not managed in a careful and systematic way. This traffic management plan is effective from 29/05/202 until replaced/ it is to be reviewed every 2 months to ensure its accuracy. Should there be any redevelopment, this plan will be updated to reflect the changes required. 2. Objectives To prevent or minimise the risk of fatality, from hazards associated with company owned and leased vehicles and mobile equipment operating within the premises. This objective will be achieved by: Traffic management shall wherever possible separate vehicle routes from pedestrian areas; Clear access routes are to be provided through work areas; All walkways and signage shall be marked in accordance with the appropriate standards; Appropriate lighting in all areas;

3 3 29/05/2 House keeping requirements; All persons travelling in any vehicle shall occupy a seat ( no seat no ride ) Where fitted, seat belts shall be worn; Vehicles must not be modified from its original specification; A valid licence, where required will be held and records kept as to its currency. 3. Traffic management safety principles Separation of pedestrian and plant Equipment used is in good working order Appropriate behaviour and respect for rules Speed control Supervision/monitoring 4. Rules for driving vehicles The following rules apply to all vehicles operating on the premises, including but not limited to trucks, trailers and private vehicles. All vehicles must comply with all speed limits; Parking is only allowed in designated areas as defined in this plan; Vehicle engines must be turned off when unattended; When approaching a blind or obstructed corner the driver must proceed with caution at walking pace; Drivers of vehicles waiting to be loaded or unloaded must remain in their vehicle alternatively remain in the designated waiting area (see Appendix A). Any driver wishing to use the facilities or otherwise must be accompanied by an employee to ensure safety procedures are adhered to; Pedestrian walkways must be kept clear of obstacles at all times. 5. Rules for operating forklifts The following rules apply to all forklifts operating on the premises. All forklifts must comply with all speed limits; Under no circumstances is any person to ride on the tines of a forklift; Only licensed forklift operators are to operate the forklift; Forklift operators must only operate the size, weight and type of forklift they are licensed on; Pre-start checks must be performed prior to operating the equipment;

4 4 29/05/2 All audible and visual systems fitted to a forklift must be fully operational prior to and during the operation of a forklift; All forklifts must comply with relevant Federal, and State legislative requirements; All operators must abide with site specific, local, federal and state rules; When travelling on a forklift without a load, the tines on the forklift must be as far down as is practicable to the ground; When travelling with a load that obscures the vision of the operator the forklift must be driven in reverse; Only loads that are within the lifting limitations of the forklift can be picked up or carried by the forklift; When entering and exiting doorways and/or openings, the operator must sound the forklift horn and proceed at walking pace; When approaching blind corners or intersections with obscured vision, the forklift operator must stop and then proceed with caution; Company owned or leased forklifts must display a current compliance/registration plate; Seatbelts, where fitted, must be worn; Unless an additional seat, footrest and seatbelts are available, passengers must not ride on the forklift; Forklift operator must seek eye contact with any pedestrian or driver of another vehicle approaching. Unless clear eye contact has been established the operator of a forklift must stop at a distance of minimum 3 meters from the pedestrian or vehicle; Pedestrian walkways, emergency exits, fire hydrants and electrical distribution boards must be kept clear of obstacles at all times; When getting off a forklift the operator must ensure that the parking brake is set, the forks are lowered and controls are neutralised; Forklifts must be parked in designated areas when not in use; Accidents and occurrences involving forklifts must be reported. 6. Separation of pedestrian walkways, work areas and forklift areas Pedestrian walkways are marked with lines. All pedestrians must keep to marked lines when walking through the area. High visibility clothing must be worn at all times. In order to reduce the frequency of interactions with hazards in and around work areas, forklifts should be substituted with pallet jacks and other load shifting equipment where reasonably practicable. Pedestrian exclusion zones are marked in appendix A. 7. Signage

5 5 29/05/2 Warning signs are displayed in all areas where forklifts operate as well as on all doorways and openings leading into an area where forklifts operate. Speed limit signs are displayed in each area as well as on all entrances into the premises.
