2 DCR - PART 8 a Design for Physically Challenged People

3 Application (Reg. 27.1) These provision shall apply to common areas of Residential Buildings and all areas of Public Buildings such as Office buildings, Hotels, Schools & Colleges, Hospitals, Industrial Buildings, Shopping Complexes /Malls, Recreational Spaces, Sports Complexes, Public Transport Stations, etc. All these buildings requires barrier free design.

4 Access (Reg. 27.2) The access should be barrier free i.e. without any obstruction for Physically Challenged People. These building shall be provided with at least one accessible entrance door through the main entrance of the building. At least one continuous unobstructed accessible route to be provided for all the facilities.

7 A passenger alighting and boarding point be provided at the level of approach for persons with disabilities to alight from and board a vehicle. 9 a Curb Cut Area Table 39 Access from Street to the Plot Curb Cut area shall be provided at every pedestrian crossings. Maximum gradient of the curb ramp 1:12 Maximum gradient of the flared sides of the curb ramp 1:10 Minimum width of the sloped side towards the curb 1.20M The curb ramp and curb flares should be finished with a non-slip material. Tactile (raised texture) warnings shall be provided at the changes to surface angles.

11 Access Enabled Parking (Barrier Free) Reg. 2 Number of parking spaces for vehicles be computed as under: For every publicly accessible development 1 no. For the first 50 parking spaces 1 no. For the next 50 parking spaces 1 no. For Every subsequent 200 spaces 1 no. driven by persons with disabilities should Observation - Whether these parking requirements are inclusive of total parking requirement as per table no. 33 of DCR.??

12 Location of Access Enabled Parking Access enabled parking spaces should be on the lowest parking level a and closest to the pedestrian entry and exit routes. Minimum width of access enabled parking space 3.60M. & 7.30M for parallel parking. A clearly visible vertical sign post of at least 0.60M x 0.60M, at 2.00M height should be provided. A square sign of handicapped logo of 1.00 M x 1.00 M should be provided in the centre of the space.

14 Fire Exits & Emergency Exit Strategy for the Disabled Reg Clear, well illuminated signage indicating the escape routes to be provided in the corridors and at junctions. Two wheel chair spaces of size 0.80M x 1.20M each to be provided in the refuge area. All stairs next to the refuge should have clear width of 1.20M between the handrails and tread of 0.25M wide.

16 Plinth Level Access Ramps & Steps Reg Ramp to be provided with max 1:12 slope and width of min 1.50mt. The length a should not be more than 9.0 mt. The surface should be antiskid / Tactile. A level landing of Min. 1.80M long and base, mid-landing and top levels. The surface should be antiskid / Tactile. Open Riser type design for staircase is not allowed for publicly accessible buildings.

18 Handrails and Grab Bars Reg Hand rails & Grab bars shall be provided on both sides of all ramps, steps, staircases which have a width not more than 1.80M. Handrails should be at two levels, upper at 0.90 M and lower at 0.75M. Handrail should be designed to provide Firm and Comfortable Grip.

23 Headroom Requirement Reg The minimum clear headroom in pedestrian areas shall be 2.20 M. A guardrail or other barrier having its leading edge at or below 580mm from the a floor level shall be provided where the headroom is reduced to less than 2.20 M.

24 Door and Doorways Reg a Publicly accessible buildings shou should have automatic/ self closing doors instead of manual doors. Manual doors should incorporate kick plates at 0.30M M. Kick Plate Revolving doors should be avoided.

27 Requirements of Lifts Reg Access enabled lift should be provided in public buildings with unobstructed area of 1.20m x 1.40m and clear door opening of min. 0.90M. Call buttons should be placed between 0.90m 1.20m above floor with highly visible, tactile embossed characters. Grab bars shall be placed on all three sides of lift car at 0.80m 0.90m height. Audio announcement system is mandatory within each lift.

30 Sanitary Provisions Reg A minimum of one access enabled toilet /WC should be provided within every publicly accessible building, preferably on the ground floor of size 1.50m x 1.75m with out swing door of clear opening of 0.90m. Floors shall have a non slip surface. In every washroom and water closet compartment for wheel chair users Emergency Call button should be provided. In WC compartment, clear space of not less than 0.90 m. x 1.50 m. adjacent to the water closet shall be provided.

36 Special Requirements at Public Spaces Reg. 27. In cinemas, theatres, concert halls, stadia or other places of public resort where permanent fixed seating arrangement is provided, a minimum of two wheel chair spaces measuring 0.90m x 1.20m each shall be provided where there are 200 seats or less. Additional one wheel chair space shall be provided for every subsequent 200 seats or part thereof.

37 All healthcare facilities provided to the general public, should be fully a accessible to persons with varying disabilities. All arrival and entrance areas should be fully and autonomously accessible to persons using mobility aids and to persons with visual limitations. Each floor should have at least one wheel chair accessible toilet.

40 Requirements at Departmental stores Table no. At least one wheelchair accessible checkout lane and counter shall be provided in every departmental store. The Aisles between storage racks should be a min of 1.20 M. to allow for a person and wheelchair to pass. It is recommended that at least one accessible changing room should be provided with foldable door, swing out doors or curtain. The size of room should be minimum of 1.00 M x 1.20 M.

42 Requirements at ATMs/Vending Machines/Banks/Post Offices etc. Table no. Wheelchair accessible service counters in banks shall not be more than 0.80 M from the floor level. Where the service counters do not serve as writing surfaces, the height of the counter may be raised to not more than 0.86 M.

45 Fitness Centres We should provide rehab centres and accessible fitness facilities. We should have functional website for handicapped citizens that comes in handy, when moving around. a

46 Transportation Our transport authority should run a paratransit service, which provides door to door pre-scheduled scheduled transportation for anyone who cannot use public transportation. a

47 The Transportation coaches should be fitted with a wheel chair lift OR Seats which can be removed to accommodate wheel chairs. Buses should have a kneeling function which allows the body of the coach to be lowered about 120 mm to provide access to the disabled. a

48 Leisure Facilities Leisure facilities such as barrier free swimming pools equipped with wheelchair accessible ramps, a wheelchair accessible changing room and WC should be provided. Fora visually challenged, all facilities should be marked in large and bright coloured letters as well as arrangement for clear announcements should be made.

49 We should have audio and video stop announcements in every mode of public transport. Braille signs and city centric tactile maps should be provided at prominent places. a Braille Signs/ City Maps Such facilities are already provided in Viviana Mall at Thane., One of the First Malls in the Country.

50 a Most of the Provision ons mentioned in Part 8 should be as Guidelin lines for Design and not as a Regulation.

53 Rain Water Harvesting Reg In old DCR Rain Water Harvesting for plots more than 300 Sq.M. area was insisted. However in new DCR the limit has increased to 2,000 sq.mt. plot area. Consultant for Rain Water Harvesting is required to be appointed.

54 Different types of RWH Open well system into which rain water may be channeled. RWH from roof top collection for recharge of ground water through bore-well. Surplus rain water may be recharged into ground through percolation pits or trenches.

57 Waste (Grey) Water Recycling Reg resently insisted only where BUA is exceeding 20,000 Sq.M. as per MOEF Condition Development on all plots having area more than 4,000 Sq.M. shall have the provision for recycle and reuse of waste water. It is Recycling of Waste water other than from WC. Separate Plumbing network is required in Purple Blue Colour Consultant for Waste Water recycling is required to be appointed. Waste water shall be recycled by installing Recycling Plant. Treated waste water shall only be used for Gardening, Toilet Flushing, Car Washing, Etc.

58 Sewage Treatment Plant & Disposal Reg. 3 resently insisted only where BUA is exceeding 20,000 Sq.M. as per MOEF Condition Development on all plots having area more than 4,000 Sq.M. or for building type High Rise II and above i.e. above 70M shall have the provision for STP. STP structure must be compact and completely covered plant with no foul odour around it. Treated water quality shall be of non- potable standards and can be reused for Gardening, Toilet Flushing, Car Washing, Etc.

59 Tree Plantation Reg Existing Trees to be preserve & in any development, double trees shall be planted for every tree to be felled. Every plot shall have 1 tree for every 100 Sq.M excluding Plinth area. Trees shall be planted taking care that they shall not obstruct maneuvering of fire fighting vehicles during emergency.

60 Energy Efficient Buildings Reg Certification complying requirements of provisions of Indian Green Building Code (IGBC)/ Energy Conservation Building Code (ECBC) shall be applicable to all Commercial Buildings, Public Buildings, Residential Buildings having BUA more than 4,000 Sq.M. Consultant for Energy Efficient Buildings is required to be appointed.

61 Solid Waste Segregation Reg Separate coloured bins to collect Dry waste & Wet waste shall be provided. Separate bins for disposal of Hazardous waste shall be provided as per guidelines prescribed by MOEF.

62 Environment Impact Assessment (EIA) Reg Applicable to development as specified in provisions of amended EIA notification No. S. O.1533 dt EIA report and compliance of requirement of submitted to MCGM along with proposal. notification shall be
