2 1 Organisational and Purpose Context List the objectives and key accountabilities of the position: CiviLake is a business unit within the Operations Group of Lake Macquarie City Council providing construction and maintenance services to the city s assets and for external clients. Individuals working to this Position Description are responsible for operation of Plant and Trucks along with undertaking a variety of field duties associated with the construction and maintenance of roads, drainage, parks, buildings, and associated facilities. 2 Key Criteria Essential Demonstrates experience working under minimal supervision Demonstrates ability to perform duties in a reliable and enthusiastic manner with high level customer service skills Proven ability to work and communicate effectively in a team environment Demonstrates an understanding of the need for and application of environmental controls Proven literacy and numeracy skills that aid and assist workplace learning Current WorkCover Construction Induction Card or equivalent Current class C drivers licence or driving licence applicable to the operational need Relevant WorkCover license/ticket to meet the operational needs School Certificate or relevant TAFE qualifications in Civil works Experience in operating plant relevant to civil operations LR, MR, HR or HC vehicle licences with driving experience. Highly Desirable Relevant industry experience in one or more fields of Landscaping or Civilwork RTA Traffic Control ticket (stop/slow) Blue Ticket Experience in the use of minor plant and equipment (eg, air tools, power tools) Experience in leading a team Caretaker of Operational Plant & Trucks - Civilake Page 2 of 8

3 3 Duties 1. Work with minimal supervision to carry out a broad range of skills associated with the construction and maintenance of roads, drainage, parks, buildings, including but not limited to mowing, spray sealing, landscaping maintenance, tar patching, traffic control, road signage, graffiti removal, and plant and truck operations 2. Occasionally work unsupervised 3. Use skills and knowledge applicable to allocated Works Assistant category to ensure that allocated works are undertaken in the most cost effective and professional manner 4. Operate competently small and large plant and trucks in accordance with policies, procedures and legislative requirements 5. Respond courteously and promptly to enquiries or refer to the appropriate Council Officer for resolution 6. Comply with Council s Work Health and Safety, and Code of Conduct Policies 7. Communicate effectively with colleagues and external stakeholders 8. Ensure that works are undertaken in an environmentally responsible manner and in accordance with relevant environmental practices. 9. Ensure a high level of customer service is maintained at all times 10. Complete all paperwork and documentation relevant to the position 11. Undertake reasonable overtime and perform other duties as required 12. 6 CARETAKER OF OPERATIONAL PLANT & TRUCKS JOB FUNCTIONS CARETAKER OF OPERATIONAL PLANT AND TRUCKS GRADE 8 - FUNCTIONS Plant and trucks Competent in: Administration Completion of timesheets Daily driver checklists WMS induction forms Worker Training Passports Delivery dockets Read, interpret, understand and apply: Daily diaries Heavy vehicle log books Incident/accident forms Participate in Tool Box talks WMS, team meeting minutes, procedures and SOP s Excavator 8 tonne or less Operating small dry hire excavator Minimal supervision Excavate safely around services Front End Loader Working unsupervised Load trucks efficiently with minimal site damage Turning seal aggregate stockpiles without disturbing the base The knowledge of the load capacity of trucks Cutting stockpiles for quality testing Front End loader ticket Rotary Broom Operating a rotary broom before a reseal or new seal to remove loose material on the pavement Operating after a road seal; sweeping slowly and lightly to avoid the broom bouncing and damaging the new seal Under supervision, can manoeuvre in confined areas Reach Mower Advanced skills in the operation of slope mower and can work in high traffic areas Can carry out work on the sloping banks and overhanging trees on unsealed roads Is self directed and requires little instruction 8 Tonne & 12 Tonne trucks Anticipating truck position and the next move Carting material to and from the job efficiently Skilled in Seal Operations incl safely operating vehicle in reverse whilst Fantailer operates spreader boxes Able to fit and remove spreader boxes License to suit vehicle Water Cart Operating the water cart with correct watering techniques for pavement maintenance and construction Assisting in the slurrying of the final pavement Delivery of potable water Licence to suit vehicle Caretaker of Operational Plant & Trucks - Civilake Page 6 of 8

7 CARETAKER OF OPERATIONAL PLANT & TRUCKS JOB FUNCTIONS (CONTINUED) CARETAKER OF OPERATIONAL PLANT AND TRUCKS GRADE 8 - FUNCTIONS Plant and trucks Competent in: Chipper Tar patching unit Suction Sweeper Compaction Rollers Tractor Operator, including Attachments Operation of the mobile chipper Complying with polices and standard operation procedures Operating, cleaning & maintaining all parts of the truck, including the emulsion and conveyor systems Advance skills in all aspects of large asphalt work Requires little instruction The safe operation of plant Sweeping before/after seal operations Attending oil/chemical spills Cleaning and maintaining all parts of the suction sweeper including assisting in changing brooms Sweeping roundabouts and sweeping from the left hand side of the vehicle License to suit vehicle Thorough knowledge of large rollers including vibration requirements, optimum rolling patterns Understand compaction specs for different materials and surfaces including Seal operations Understanding the requirements of the unsealed road grading program The operation of park tractors to mow cricket pitches, ovals and out fields Working with minimal supervision Operating all of the following attachments, aerator, level lawn, slasher, slicer, fertiliser spreader, roller mower and boom spray Tractor Fire Mitigation The operation of the fire mitigation tractor Manoeuvrability and the ability to work on slopes Self direction and requires little instruction The awareness of Bushfire Hazard Reduction Certificate requirements Loader ticket Undertake other duties within an equivalent or less position description Utilise technology as it is introduced to Operations Caretaker of Operational Plant & Trucks - Civilake Page 7 of 8
