2 DISTRICTWIDE MODAL DEVELOPMENT OFFICE (MDO) RAIL CONSULTANT SERVICES SCOPE OF SERVICES I. PURPOSE The Modal Development Office Rail Consultant (the Consultant) for the Florida Department of Transportation (FDOT), Modal Development Office (MDO), District Six, shall assist said office by providing professional/technical personnel to perform services to support the Rail Unit. Services shall include, but not be limited to, rail plans and specifications reviews, technical reports/studies reviews, rail inspections and reports, rail safety plans reviews, and program administration assistance for Rail projects in Miami- Dade County. FDOT will provide a Project Manager for the administration of this agreement. The Consultant should be familiar with all applicable Florida Statutes, Florida Administrative Codes, Code of Federal Regulations, Federal Guidelines and FDOT Procedures, and Standards that pertain to this Scope of Services. It shall be the Consultant s responsibility to utilize the best judgment, practice and principles possible during the execution of the work commissioned under this contract. The Consultant shall demonstrate good project management practices while working on this contract. These include communication with the Department and others as necessary, management of time and resources, and documentation. The Consultant shall set up and maintain throughout the performance of each task a contract file in accordance with Department procedures. FDOT will provide contract administration, management services, and technical reviews of all work associated with the development and execution of each task. FDOT will provide job specific information and functions as outlined in this Scope of Services. The Consultant shall perform all program review and support services as requested and directed by the Department s Project Manager. II. SERVICES TO BE PROVIDED RAIL SERVICES 1. Plans Review The Consultant shall review plans for major projects at various stages of design. The reviews may be required at the initiation of each project, at 30 percent phase, 60 percent phase, and at the completion of the project plan stage. Additional reviews maybe required as directed. The review is intended to provide comments as to the appropriate provision of facilities to serve the rail needs. This may require research, meetings, and discussions with the appropriate railroad company, FDOT and County to determine their needs. 3 provided by the Consultant to FDOT within ten (10) working days of being given an assignment. 2. Construction Site Visits, Inspections and Complaint Resolution The consultant shall perform site visits of all signal and surface rail projects performed by the rail companies and funded by the Department. Inspections shall be done during construction and for final acceptance. On Rail Complaints Resolution, Investigate, gather data, prepare reports, make recommendations, and follow up on these recommendations until resolved. Coordinate with the Intermodal/Rail Programs Administrator to make sure the party filing the complaint has been informed of the resolution The consultant will be required to design and submit for review and approval Maintenance of Traffic plans/drawings in accordance with the Manual of Uniform Traffic Control Devices (MUTCD) and FDOT design standards. Maintenance of traffic plans/drawings will be submitted for review on routine maintenance projects two (2) weeks prior to the preconstruction meeting. 3. Preparation of Traffic Control Plans for Routine Maintenance and Emergency Crossing Surface Rehabilitation The Consultant shall design a safe and effective Traffic Control Plan (Plan) to move vehicles and pedestrians efficiently during the surface rehabilitation of the railroad crossing. The Plan shall be prepared by a Licensed Professional Engineer in the State of Florida in accordance with Chapter 471 Florida Statutes. The Engineer must have working knowledge of the Department's "Roadway and Design Standard Index," "Manual on Uniform Traffic Control Devices" (MUTCD) and "Roadway Plans Preparation Manual." The consultant's designer must have attended a minimum of "Traffic Control Plan Design (DOT Level I)" and on-site inspector must have attended "DOT Level Traffic Safety in the Work Area." In addition, the consultant shall have working knowledge of the American Railway Engineering Association (AREA) "Manual for Railway Engineering" and Federal Railroad Administration (FRA) "Railroad- Highway Grade Crossing Handbook," Second Edition, September The consultant personnel shall have and wear the following safety equipment during field inspection: Hard Hat, Safety Vest, Safety Glasses, and Safety Shoes. Each Plan shall consist of the following tasks: a. The Consultant shall prepare the Plan sheets, notes and details to include the following: A3 S t a g e I

4 (1) General Notes (2) Construction Sequence, if applicable (3) Typical Detail(s) (4) Tabulations of quantities sheet(s) (5) Traffic Control Plan (TCP) sheet(s): including current applicable District Traffic Control Plan Notes (6) Temporary Signal Timing Plan b. The Consultant shall design to include means of ingress and egress to existing property owners and business, routing, signing, signal timing and detours. c. The Consultant shall prepare the TCP on a 24" X 36" sheet(s) of drawing paper. The TCP will become the FDOT's property. The deliverables will be four (4) originals signed and sealed plans, which, will in turn be sent to the Railroad Company for implementation on the day of the road closure. d. The Consultant shall investigate the best detour route upon full and partial closure of the roadway always keeping in mind the different types of vehicular and pedestrian traffic in the area. Or at the option of the Department the consultant will review the detour plan prepare by the approved barricade company. a. Once a date has been targeted for closure the consultant shall work with the Department s Public Information Office and local agencies to ensure a smooth operation. Agencies include local police, municipalities, local business, Florida Highway Patrol (FHP) present on site. The Consultant will suggest and coordinate the number of police officers to be present on site. There will be a Florida Highway Patrol (FHP) present on site. Local police will direct traffic as necessary. Local transit agency, fire rescue, hospitals and local school board transit routes must also be informed of the closure. Miami-Dade County Public Works Signal and Signs Division will be informed of any proposed signal timing changes. The Department will disseminate the information to the media through our Public Information Office. The Consultant shall hold a preconstruction meeting ten (10) working days prior to the crossing surface being rehabilitated. The attendee at the preconstruction meeting shall consist of the above mentioned personnel but not limited too just them. In addition, the railroad company, the barricade company providing the services and the paving contractor should also be present. A4 S t a g e I

5 f. The Plan must be approved by the District Maintenance of Traffic Engineer. Application for "Roadway/Lane Closure Request" must be prepared and submitted fourteen (14) days prior to date of closure. g. The Consultant will be present each day the project is on-going to ensure that the TCP is properly setup and to make modification as needed. h. On emergency rehabilitation projects, the consultant must follow the same instructions as in item e. above, however, timing is the critical factor. The personnel to be contacted will be the same: FDOT Construction and Traffic Operation, FHP, Police, Fire Rescue, Hospitals, Transit Agency, School Board Transit Operations and Miami-Dade County Public Works Signals and Signs Division. The Consultant will conduct the meeting by telephone either individually or by teleconference with the appropriate parties. The TCP along with the application for Roadway/Lane Closure Request" must be walked through the permitting process for approval in one (1) day. 4. Rail-Highway Grade Crossing Closure Studies The Consultant shall prepare a traffic study at each location selected by the Department. This Traffic Study shall be done on the basis of facts. The deliverables will be four (4) originals signed and sealed reports. Information required in each Traffic Study shall include but not limited to the following: Existing Geometric Conditions of the crossing, Traffic Counts (existing and assigned: ADT, AM & PM peaks volume), Accident History, Capacity Analysis, Level of Service, Turning Movements Volumes (existing and assigned), Travel Time and Delay, Traffic Impacts to local Surrounding Roadways, Impacts to Pedestrian Traffic, Maps, Diagrams, Figures, Tables, Appendixes... etc. The Consultant shall provide equipment necessary to collect and summarize four (4), eight (8), twenty-four (24), or longer periods traffic counts by either fifteen (15) minute or one hour (1) interval to a specified location, traffic counts will be, done utilizing portable automatic counters. FDOT's Project Manager will determine the duration of each traffic count. The Consultant shall provide the following documentation for each manual turning movement/pedestrian count at a specified location: One (1) copy of the Vehicular Movement field data form, and Pedestrian Volume form from the Manual on Uniform Traffic Studies (M. U. T. S.), or consultant form(s) to be approved by FDOT. The Consultant shall record and summarize two A5 S t a g e I

6 (2), four (4), or eight (8), hours of turning movements and/or pedestrian counts in fifteen (15) minute intervals to a specific intersection. The FDOT's Project Manager will determine the duration of the traffic count(s) and specify if truck volume will be required as part of the overall vehicular count. 5. Rail-Highway Grade Crossing Separation Studies The Consultant shall assist the Department in the preparation of potential Grade Separation Rail Highway Crossing Studies. The Consultant will perform data collection, accident and risk analysis, traffic studies and field reviews to determine the feasibility of recommending a grade separation. The preliminary data collection will include, but not be limited to, the review of the Department s RHCI Database and the Federal Railroad Administration s (FRA) Database. The Consultant will participate in the field diagnostic review, address deficiencies, make safety improvements recommendations, and produce a Final report. The collected information will include the team s recommendation and will be one of the tools used by the FDOT and FRA to determine the feasibility of building a grade separated railroad highway crossing. A copy of this report must be produced for each of the agencies involved, and must include all traffic studies performed, sketches, pictures, and team recommendations as per the diagnostic field review. 6. Signal Safety Program The Consultant shall assist the Department in performing an annual team visit of the selected at-grade crossings to inspect and implement signal safety recommendations. The team includes experts from Miami-Dade County, Railroad Companies (FEC & CSX), FDOT Central Office Rail personnel, FDOT Safety Engineer, and the District ADA/Intermodal/Rail Programs Administrator. This program includes the following tasks: Site Selection. - Analyze Crash and Accident Data, Traffic data (AADT, T-factors, school buses, pedestrians, etc.), Rail Operational Data (includes surface type, number of trains, speed, type of safety equipment on site, and others). Based on this analysis the team will select 15 to 20 sites for inspections. The sites are selected for Rail Signal Equipment improvements only. Participate in the Diagnostics field review, and prepare the field review packages for all participants. Participate with the team in the assessment of the existing conditions of the at-grade crossing, in terms of traffic operations, train safety and operations, roadway safety, pedestrian activity, roadway features and ROW issues. 7 Prepare Final Report- Prepare a report including maps, sketches, and field sheets to include all of the team s recommendations. This report must have all recommendations separated by agency responsible for implementation. 7. Miscellaneous Design Services The Consultant shall perform design services incidental to Railroad projects, as determined by the Department. Plans production will be dictated by the Department s Production Letting Schedule. Phase submittals and reviews at the 60%, 90% and Plans/Specifications and Estimates (PS&E) stages of production will be coordinated with the District Design Office. All designs shall be in accordance with current applicable FDOT standards. a. Railroad Pre-emption to existing traffic signal b. Median Signal Gates c. Active Advance Warning Signs 1. Railroad Grade Crossing Traffic Control Devices 2. Roadway Improvements to Accommodate Railroad Safety Equipment III. ADMINISTRATION AND MANAGEMENT A. NOTICE TO PROCEED Services to be provided by the Consultant under this agreement shall be initiated and completed as directed by the FDOT. Individual tasks will be assigned by FDOT through Letter of Authorization (LOA) and/or Notice to Proceed (NTP) with payment method and time to be as specified in the Authorization. It is not necessary for each Task in this Scope to be issued a NTP or LOA during the duration of the Contract, since certain Tasks may not be required to be performed. B. WORK ORDER/TASK AUTHORIZATION Services to be provided by the Consultant under this agreement shall be initiated and completed as directed by the FDOT. Individual tasks will be assigned by FDOT through Letter of Authorization" (LOA) and/or Notice to Proceed (NTP) with payment method and time to be as specified in the Authorization. It is not necessary for each Task in this Scope to be issued a NTP or LOA during the duration of the Contract, since certain Tasks may not be required to be performed. C. 8 FDOT will provide current standards, policies, manuals, files and any other data available for use on this contract. D. THIRD PARTY INVOLVEMENT When necessary, FDOT will provide letters of introduction to other persons or agencies, such as to property owners for access to private properties, or to railroad companies for information requests. E. WORK EXPECTATIONS FDOT will provide general philosophies and guidelines of the Department to be used in the fulfillment of this contract. Objectives, constraints, and limitations will be completely defined by the Department. IV. PROGRESS REPORTING AND COORDINATION A. CONTRACT STATUS MEETING To maintain continuous interaction, the Consultant shall attend coordination meetings as required by the Freight Logistics and Passenger Operation Unit staff to discuss the status of the work schedule(s) and project(s) in progress. B. CONTRACT DOCUMENTATION Upon completion of each activity, the Consultant shall provide to the FDOT written documentation describing how, when and where each activity was conducted. All such documentation and correspondence shall be directed to the Project Manager. C. NOTIFICATION The Consultant shall advise the FDOT prior to any field activity in sufficient time for assignment of ISDO personnel to accompany or join the Consultant in the activity. The Consultant's schedule shall be made known to FDOT at all times. V. SUBCONTRACTING SERVICES Due to the nature and scope of the required services, it may be desirable for the Consultant to subcontract portions of the work. The Consultant shall be authorized to subcontract these services under the provisions of this Agreement. Subcontracting firms must be approved and pre-qualified by the FDOT prior to initiation of any work and must be named in the agreement or any amendment thereto.
