4 CGF ACTION PLANS Three Thematic Areas: Logistics and Connectivity Investment Climate Skills and Productivity Action Plans prepared through meetings of stakeholders from the public sector, private sector and civil society PIOJ serves as National Focal Point/Secretariat for CGF Jamaica Chapter Progress reporting by MDAs involved in implementation

5 BENEFITS OF CGF PROCESS CGF Action Plans aligned to medium-term strategic priority areas for economic development and growth in Jamaica Monitoring of progress aligned to existing monitoring process of GoJ, including for the NCC Doing Business Reform Agenda Implementation supported by CGF Grants for priority actions: Survey of Microfinance and Small Business Financing Institutions Mapping of Development Approvals Outline & Enquiry and Monitoring & Enforcement Process Contributes to M&E framework and culture of accountability for Jamaica

15 Thematic Area 2 Investment Climate OBJECTIVE 2.1: SIMPLIFY TAX PROCEDURES AND EXPAND ELECTRONIC FILING AND TAX PAYMENT SYSTEMS Complete S03 and S04 form for self-employed persons Establish programme to mandate e-filing for GCT, payroll and income tax by large taxpayers Implement upgraded PBX and customer relationship management system to support customer care centre Establish filing centres with internet kiosks in main revenue areas Constant Spring and Montego Bay

16 Thematic Area 2 Investment Climate OBJECTIVE 2.2: STREAMLINE THE DEVELOPMENT APPLICATIONS APPROVAL PROCESS Undertake mapping and re-engineering of the outline and enquiry, monitoring and enforcement processes Complete approval and promulgation of new Building Act Harmonize application fee structure across Parish Councils and implementing agencies

17 Thematic Area 2 Investment Climate OBJECTIVE 2.3: EXPAND CREDIT FACILITIES FOR MSMES Carry out survey of all microfinance and small business financing institutions in Jamaica Rationalize government approaches to financing and capacity building for MSMEs Disseminate information on available credit facilities as well as comprehensive loan information to MSMEs

18 Thematic Area 2 Investment Climate OBJECTIVE 2.4: PASS SECURED OBLIGATIONS LEGISLATION AND ESTABLISH CENTRAL COLLATERAL REGISTRY Provide final Secured Interest in Personal Property Legislation to Parliament for passage Establish Central Collateral Registry based on passage of Secured Interest in Personal Property Legislation
