AVL/MWM Project History IT Standards Committee Survey ed out on August 25, 2009 to all 25 Distribution Cooperatives 23 Cooperatives responded A B C D E Totals Advanced Metering Infrastructure (AMI) Geographic Information System (GIS) Automatic Vehicle Location (AVL) Mobile Workforce Management/Mobile Data applications Outage Management Systems (OMS) Supervisory Control and Data Acquisition (SCADA) Distribution Automation (beyond the substation) Conservation Voltage Regulation Other Smart Grid applications

AVL/MWM Project History (con t) June 17, 2010 PSE presentation of Strategic Plan - Mobile Work Management and Automatic Vehicle Location Cellular-based AVL/MWM system is a bridge technology PSE proposal to manage the RFP procurement project - $17, 500 Standards Committee decision to handle Tim Holtan Riverland Operations Chad this Schauf project with Oakdale an AVL/MWM IT subcommittee Steve Stroshane Polk-Burnett Engineering Dave Patterson Peoples IT Jeff Olson Pierce-Pepin IT, E&O, GIS Ed West Dairyland Information Services Ken Graves Dairyland Communications

AVL/MWM Project AVL/MWM Proposal Review Process AVL-MWM Vendor Matrix 76 Services or system features were evaluated Top 10 (as identified by the Standards Committee): Vendor or self hosted Satellite vs. cellular triangulation GSM/CDMA/Both Proprietary hardware Map Viewing Map Viewer Integration on users maps MultiSpeak compliance OMS Integration Initial costs Annual recurring costs

AVL/MWM Project 6 page document titled Request For Proposal To Provide An AVL Solution 10 vendors received a request on September 13, 2010 Sage-Quest Clevest Teletrac Navtrak GPS Insight Wireless Matrix No response Xora Trimble Navigation Sprint Nextel GeoNav

AVL/MWM Benefits Employee Safety Ø Ø Safety timer alerts Safety device monitoring alerts Better response to R.O.P.E. events Optimize dispatching & shorten outage response time Line inspection records Fuel cost savings: Ø Ø Reduced mileage Idling Reports/documentation: Ø Ø Ø Ø Bread Crumb reports Power Take-Off time is recorded / documented Vehicle miles driven are recorded / documented Accurate documentation for off-road tax reporting Geo-Fencing

Thoughts We have been working as a committee on the premise that if we could work together as a large group (DPC and all 25 member cooperatives) we could realize many benefits. Some of these benefits include: not recreating the wheel demonstrating the 6 th Cooperative Principle cooperation among cooperatives assisting Dairyland with technology projects by designing once for all and not (potentially) 25 different times Of course, the one big benefit would be the overall cost reduction of a project through a quantity purchase (and in other areas). We have seen this happen in this project.

Potential Savings For one cooperative to go AVL alone they received a quote for 15 vehicles for the following: First year costs = $ 70, Annual recurring = $ 7, Compared to the proposal just received (adjusted for 15 vehicles): First year costs = $ 33, Annual recurring = $ 4, First year cost savings = $40, per Co-op or over $1M combined for all 25 dist. Co-ops Annual recurring cost savings = $3, per Co-op

Recommendations Standards Committee: AVL/MWM System Standard: Use a cellular based system as a bridge technology Clevest Solutions Inc. is the vendor of choice Motion approved by PP&SO: DMA encourages it s members to adopt the recommendations of the Standards Committee for AVL technology deployment
