1 Delivering a modern logistics hub for Wigan Welcome to the symmetry park Wigan consultation event where you can find out about our plans to develop a new strategic logistics scheme at Junction 25 of the M6 in Wigan. Members of the db symmetry team are available to answer your questions and you can leave your comments on the feedback forms provided. The Site The proposed site is 64.8 hectares and is located to the south of Winstanley between Junction 25 of the M6 and the A49 Warrington Road. Wheatlea Industrial Estate is located to the north. The site is currently agricultural land (Cranberry Ley Farm), although it was a former colliery with open cast mining continuing up to the early 1980s. While it is within the Green Belt the site has been identified in the emerging Greater Manchester Spatial Framework (GMSF) as part of a proposed employment site allocation. This site is considered suitable for logistics as it has direct access to the M6 Junction 25 slip road, meaning vehicles do not need to pass through residential areas.

3 Why do we need a logistics scheme in Wigan? The site was identified by Wigan Council for strategic employment uses back in 2012/13, during the development of its Core Strategy. At the time a Government Inspector decided the site should not be taken out of the Green Belt. While db symmetry was not involved in the promotion of the site at the time, the masterplan which is being developed seeks to address many of the issues raised by the Inspector. db symmetry is bringing forward the site now for the following reasons: Wigan Council Employment Land Need: the Council s recent Employment Land Position Statement (2018) has identified a real shortage of employment sites of a suitable size and location in the borough to meet its future needs. The study demonstrates an immediate need for a new high-quality logistics site which is accessible to the M6 corridor. Greater Manchester Spatial Framework (GMSF): the strategy identifies a need for nearly 4 million square metres of industrial and warehousing floorspace up to The M6 corridor in Wigan is identified as a key strategic location to meet this need. The Junction 25 site is proposed for employment given direct access to the M6 slip road. Changing shopping habits: Our shopping habits are rapidly changing with the UK having one of the highest rates of online purchasing in Europe. The number of internet sales are increasing every year and this puts greater pressure on the logistics network to deliver goods faster, cheaply and more flexibly. This means more investment is needed in delivering modern high-quality logistics space, including larger-scale warehouses and distribution centres. Logistics in the UK The UK s logistics sector employs 2.3 million people and contributes 74bn per annum to the economy One in 12 people are employed in the logistics sector Retail logistics is forecast to take up 50 million square feet in the next 5 years By 2020 online shopping will account for 20% of all retail sales in the UK

4 The draft masterplan The proposed development comprises: 1.44 million sq ft of logistics floorspace (Class B8) with ancillary offices New access from the A49 roundabout direct to Junction 25 of the M6 meaning no need for HGVs to travel through residential areas to access the motorway network Onsite parking for all buildings with service yards located away from residential areas Retention of substantial green buffer to the north of the site to provide a natural barrier with residential areas Sustainable drainage solution to minimise risk of flooding off-site. Drainage ponds are proposed to serve a dual purpose by creating a species-rich environment. 5 symmetry park Wigan The Planning Application We are intending to submit a hybrid application which means some elements will be fixed and others will be included in outline. The Parameters Plan below will form the basis of the planning application. Full planning application: We are proposing to fix buildings DBS1 and DBS2, the access road/junction works, car parking, servicing arrangements, landscaping and drainage details. Outline planning application: The layout and detailed design of the other buildings (DBS3 DBS8) is not fixed at this stage and would be subject to future (reserved matters) planning applications to the Council.

7 Benefits Wigan Council has ambitious plans to grow the local economy and attract investment. Developing new employment sites, like symmetry park Wigan, will mean that Wigan gets its share of Greater Manchester s economic growth and can provide opportunities to the borough s workforce closer to home. We are developing a deliverable employment scheme for Wigan which will create lasting benefits for the local economy. 8 The Environment The planning application will be informed by a full Environmental Impact Assessment (EIA) The application will consider the following: Transport Air Quality Flood Risk & Drainage Ground Conditions (Coal Mining) Noise Ecology Sustainability Lighting Built Heritage & Archaeology Landscape & Visual Impact Socio-Economics Crime Impact Planning Employment Need Justification Key considerations include: Noise: the proposed new buildings will help reduce the impact of existing motorway background noise. The proposed service yards will be positioned away from residential areas to reduce noise impacts. Air Quality: the site is within a designated Air Quality Management Area. An Air Quality Assessment will be submitted with the planning application which will set out any impacts on local air quality and how these will be managed. Electric charging points will be provided as part of a package of measures to encourage sustainable access to the site for future employees. Flood Risk & Drainage: the site is located within Flood Zone 1 and there is a low risk of flooding. Surface water flows from the site are presently unrestricted and the proposed scheme will manage these flows through sustainable drainage methods including drainage ponds and underground storage tanks. Ecology: detailed surveys have identified no protected species on site. Any loss of habitat will be compensated through replacement planting and dedicated ecological enhancement areas. Ground Conditions: the site was a former colliery and a Coal-Mining Assessment has been undertaken to identify historic mine openings and workings. On-site surveys have identified significant areas of invasive plant species which will be removed. Trees: areas of existing woodland are to be retained. Where trees are proposed to be removed these will be replaced through extensive landscaping.

9 Transport & Accessibility A Transport Assessment is being prepared to support the planning application. Access to the site will be from Junction 25 of the M6 via a newly created arm of the A49/M6 slip road roundabout. Vehicles can travel southbound at this junction or travel down to Junction 24 to turn around and head north. This means that no HGVs will need to travel through surrounding residential areas to reach the motorway network. A Transport Assessment is being prepared which shows that the proposed development would not have a significant impact on the local road network. Safeguarded Land As stated in the emerging GMSF allocation for the site, there is a requirement to identify an area of land within the proposed scheme. If an all ways junction is developed at juntion 25 in the future. However, our Transport Assessment has demonstrated that the proposed development does not require an all-ways junction in order to operate safely and efficiently. Nonetheless, the masterplan has been developed to ensure that the scheme does not preclude the delivery of an all-ways junction, should there be a requirement for it to come forward in the future. Public Transport The site is highly accessible by non-car modes. There are three bus routes that go past the site (600, 601 and 607), two of which come from Wigan town centre. A Travel Plan will be prepared which will set out how we will encourage people to travel to the site by walking, cycling and public transport. Public Rights of Way New public rights of way will be created to maintain recreational routes. We are also proposing to upgrade part of an existing route to a surfaced bridleway to link into Winstanley.
