1 Application to use an Alternative Requirement (In accordance with the Railway Group Standards Code and Standards Manual) Some guidance is provided here to help with the completion of this application form All images and tables should be clearly referenced in the text and sent as attachments to RSSB with your application. 1. Problem statement: Reference Number: (RSSB to complete) Liverpool Lime St Station is to be extensively remodelled and re-signalled, with the control area transferring to the Liverpool Workstation within the Manchester Rail Operating Centre (MROC). As part of the construction of the remodelling scheme works there will be two full blockades of Liverpool Lime Street Station. During the blockades, train services usually entering Liverpool Lime Street will be required to terminate at Liverpool South Parkway station. In order to accommodate the turn back of 11 x Car Class 390 (Virgin Trains) services at Liverpool South Parkway during the blockades, Liverpool South Parkway Platform 4 will be extended towards London using a temporary scaffold solution. The temporary extension of Platform 4 will be built to extend the operational length from 137m to 268m. This platform extension will be used for a total of 12 weeks over two separate blockades of 8 and 4 weeks. 2. There are three existing OLE stanchions (L187/38, L187/36 & L187/35) which will protrude through the temporary platform extension, these stanchions will be located less than 2000mm from the platform edge. 5. Where can t you comply with the requirement? [See deviation guidance: section 2, B.2.] Liverpool South Parkway Station; Platform 4 Temporary Extension: Isolated columns on platforms. 6. What are you proposing to do instead of the existing requirement? [See deviation guidance: section 2, B.3.] During the Hazard Identification and Risk Workshop, with representatives from the Network Rail Project Team, Civil Engineering Designers, Principal Contractor, Merseyrail (Station Operator), and the affected TOCs, a number of mitigations to reduce risk to ALARP were identified: " Signal Sighting Committee to be convened to define correct stopping points for all rolling stock that will use the platform extension (class 390/0 and class 390/1). " Virgin Trains to use manually propelled service trolleys or carry out double-loading of trolleys at Euston station. " Provision of yellow hatching on the extended platform surface between each stanchion and the platform edge. " Provision of conspicuous (yellow and black striped) marking to each stanchion. " Widen the temporary platform around the rear of each stanchion in order to provide at least 2.5m width. " Existing platform edge tactile surface to be continued along the platform extension. " Provision of safety signage for the reduced clearance areas. " Provision of warning signage to each stanchion. " Anti-climb guards to be fitted to each stanchion. " Compliant lighting to be installed along the full length of the platform extension. " Network Rail Built Environment Accessibility Panel (BEAP) to be consulted regarding the adequacy of the mitigations. " A "PED flow" assessment has been carried out for the extended platform, which confirms no congestion issues. Page 2 of 6

3 " Implementation of a passenger management plan at Liverpool South Parkway during the two blockade periods, which will involve passengers waiting in the lounge until a train has arrived. " CCTV and PA to be extended along the full length of the platform extension. " Station staff briefings to be carried out prior to each blockade. " Protective "Rhino barrier" to be installed behind the platform extension adjacent to the station car park. " End of platform extension to be fenced off in accordance with standards and warning signage to be fitted. " Liverpool South Parkway evacuation plan to be updated to cover the blockade situations. " Platform 4 to be used exclusively by Virgin Trains Class 390s during the blockades. " Platform extension will be fenced off (with security gate and trespass guard) outside the times of the blockades. All the above mitigations will be actioned prior to the Platform 4 temporary extension being placed into service. Attached to this Tracker Application. 7. How long would you like the deviation to last and is there anything that would affect the length of the deviation? Clearly set out the risk assessment approach that was followed. Any assessment should consider both the activities of your company / organisation and those of affected parties. If you wish to adopt an alternative requirement than what is in a RIS, you would be using this form to seek observations and comments from the relevant Committee. Although a deviation certificate will be issued, it only documents the Committee s observations and comments regarding your intended approach, which will be highlighted on the certificate and other referenced documents such as relevant Committees minutes. In case of a RIS the Committee s approval and RSSB s authorisation are associated with the observation text provided by the Committee as opposed to approval and authorisation of the alternative requirements or the deviation application content. It is important to note that when deviating from requirements, ultimately assuring yourself of the applicability and suitability of any alternative Page 5 of 6

6 requirements to address your legal and other obligations as well as any changes which you decide to make as a result of the Committee s observations, remain your responsibility. Rail Safety and Standards Board Limited will use the information you provide on this form (including any supporting documents) for the purpose of processing your deviation application. We will share the information with appropriate Standards Committees and may publish the information with the Deviation Certificate on the RSSB website. Page 6 of 6
