Lack of access to the supply of quality material serves as a significant barrier to preparation for re-use of WEEE. Positive relationships with the respective PROs or compliance schemes All collect material at a point as close to the end user as possible Targets were necessary in Spain to ensure the flow of materials to preparing for re-use organisations.

12 Recommendations Align the interests of Compliance Schemes & Approved Preparation for Reuse of WEEE Organisations by introducing preparation for re-use targets for LHA and IT equipment Enable more opportunities to access equipment closer to the user and before it enters the mainstream WEEE management system Maintain the high standards to become an Approved Preparation for Reuse of WEEE Organisation and ensure they operate to these standards.

13 Recommendations Align the interests of Compliance Schemes & Approved Preparation for Reuse of WEEE Organisations by introducing preparation for re-use targets for LHA and IT equipment Two highly competitive (successful) Compliance Schemes. Need to create a level playing field as don t want to lose members to each other Don t prescribe precisely how but enable creative solutions Different approaches needed for LHA & IT Based on LHA preparation for reuse trial suggest 1% in year 1, 2% in year 2, 3% in year 3 Appropriate incentive/reprimand to comply

14 Recommendations Enable more opportunities to access equipment closer to the user and before it enters the mainstream WEEE management system Collection points (civic amenity sites, retailers, special collection days) should be supported in separation of suitable material Enable access to approved preparation for reuse schemes to these collection points in co-operation with all stakeholders Enable charity shops and approved preparation for reuse organisations to co-operate to collect items suitable for preparation for reuse (especially IT products) Enable approved preparation for reuse organisations to run special collection events and accept suitable equipment directly

15 Recommendations Maintain the highest standards to become an Approved Preparation for Reuse of WEEE Organisation and ensure enforcement that they operate to these standards. Build and sustain high quality reuse and relationships Transition from PAS141 to EN50614 in due course In co-operation with Department of Social Protection support the integration of social enterprises, particularly outside large population centres Encourage current WEEE logistics providers to engage with preparation for reuse
