4 Extension of The Betuweroute The extension of the Betuweroute is needed for fluent freight transport on rail and also for a rising share of rail in freight-traffic, too. The impacts of rising freight-traffic on Betuwe-route had to be considered carefully so that suggestions for reduction of emissions could be made. In order to achieve this goal and to activate the needed consensus around the proposal, an informal planning procedure was applied by RVR in close cooperation with County Wesel. The informal planning procedure should give solutions for an improved handling of rail freight consider rail specific, spatial and urban aspects including - upgrading of the existing line - construction of new rail infrastructure where necessary.

5 The TEN corridor 24 The railway line Emmerich Wesel Oberhausen as part of TEN corridor 24 is currently heavy patronized by up to 215 trains daily.

8 Our local partners in the project From the beginning it had been clear that this project could be carried out in close co-operation with the local authorities only. The ideas workshop should meet their needs find solutions to their problems give them arguments in formal planning procedures. E D CO C 24 R E F N O For that reason our partners were County Wesel and the town councils of Hamminkeln, Wesel and Dinslaken. E C EN

9 The teams working on the project Two teams of external consultants were chosen to work separately on three exemplary sections as shown on the right map. A team of university graduates ETH Zurich Politecnico di Torino Universiteit Utrecht took an overview on the whole section and worked on a broader range of themes.

10 The informal Planning Procedure The two consultant teams were asked to develop a consistent, innovative and cost efficient conception that offers best results in protection of citizens in the area (i. e. emissions) minimizing effects of separation in urban and residential areas spatial development handling a rising number of freight trains. Further more, all solutions should be applicable to other sections of the line.

12 Co-operation Regional Workshops From the beginning we held a close contact to the involved parties County Wesel Hamminkeln Wesel Dinslaken We carried out three regional workshops where other parties like City of Oberhausen Voerde Rhein-Ruhr Passenger Transport Authority Chambers of commerce NRW association for transport an logistics et al were invited to take part in the discussion, too. We also called in an advisory board which consisted in a smaller circle of selected members.

14 Co-operation The Advisory Board The members of the advisory board should give their expertise and evaluate the work of the expert teams. Within the whole process of the ideas workshop we held close contact to the local authorities involved. We were invited to their on network of communities within the sector. We gave direct advice whenever asked for.

18 The Results of the Ideas Workshop County Wesel

19 Results of the Ideas Workshop All teams offered interesting, innovative results and dealt critically with German Rails planning. Standardized measures go together with individual solutions the experts invented the planners toolbox. The results presented by the experts show alternatives for the development of the corridor which may be more expensive then solutions provided by German Rail are of great value for local authorities in further talks with German Rail and the formal planning procedure

25 Ideas from the Graduates: Lippe estuary area The Lippe estuary area development as interregional port connection to the Emmerich Oberhausen railway line offers benefits not only for the port but gives an impulse for the whole region.

26 Ideas from the Graduates: Lippe Estuary Urban development in old port areas offers new perspective for housing, business and leisure. It may also be a solution for noise protection. Over all the ideas of the graduates stimulated the local actors. Some ideas are even a basis for new development strategies.

28 Ideas Workshop & Process = Benefit for All Looking back to the overall procedure one can observe that the ideas workshop did not only give technical results. the local authorities got new ideas how to improve the effects of the 3rd track new aspects of urban integration and noise reduction were shown. Not only the three involved local authorities and County Wesel benefit from the results. Also the other towns and cities along the line do benefit because the results are transferrable to other sections along the line. The positive aspects of the results are seen by all and are used for argumentation within the formal planning procedure. The involved parties keep in touch and discus strategies for further developments.
