2 The City of Adelanto recently approved a progressive approach to stimulating financial growth in the city: the permitted use of Medical Marijuana Cultivation. The measure allows use in ( MI- Manufacturing / Industrial, LM- Light Manufacturing & ADD - Airport Development District), specified industrial zones recently increased to about 2,000 Acres. Improved properties and vacant land in the designated area have been selling quickly boosting the city s economy. Approximately 4 Million Sq. Ft. of industrial buildings are in construction for this use. The surge in industrial development will create more jobs, of which the City of Adelanto has requested that half of those employees be Adelanto residents. This will ultimately drive more people to relocate to the city, thus increasing demand for new homes and ancillary services.

3 Subject site is located directly south of the Southern California Logistics Airport (SCLA), which is offers a variety of warehouse and distribution facilities, ranging from 3,500 square feet to over 1 million square feet. The 2,500-acre industrial complex is entitled for 60 million square feet of diverse development. To date, roughly 3 million square feet has been developed at SCLA and over 3,000 jobs have been created in the region. SCLA is a part of the Global Access master plan and the city of Victorville s public/private partnership with Stirling Capital Investments. Major tenants include Fed EX, Boeing, Dr Pepper Snapple Group, Goodyear Tire, Newell Rubbermaid, Plastipack, Red Bull and Mars Inc. SCLA features a proposed rail connection, international air cargo facilities and hangars, corporate office campuses, biomedical and technology centers, aviation maintenance facilities, an executive jet travel/business center and recreational amenities. A proposed 8,500-acre multimodal freight transportation hub is supported by extensive air, ground and rail connections. It includes a 2,500- acre cargo and aviation facility; the Southern California Logistics Centre, a 2,500-acre commercial and industrial complex entitled for 60 million square feet of development; and the proposed Southern California Rail Complex, which will be a 3,500-acre intermodal complex featuring rail-served facilities.

6 FUTURE FREEWAY OFF RAMP PLANNED ON SITE The High Desert Corridor (E-220) is a vital east / west trucking and logistics freeway linking the greater Los Angeles basin with the High Desert. SITE ALTERNATIVE OFF RAMP SITE June 2016, the Final EIS / EIR has been approved. The 63-mile multi-modal link between Apple Valley, Victorville, Adelanto and Palmdale. will address current and future regional growth, bolster east-west mobility and improve connections between regional airports and increase efficiency in the movement of goods. The right of way agents will begin acquiring land in spring 2018, paving the way for this $8 Billion Dollar infrastructure project.

7 SUBSTANTIAL POPULATION GROWTH EXPECTED Adelanto The population of Southern California is greater than 22 million; and it is increasing at approximately 200,000 per year. Over the last year the employment growth rate for the Inland Empire was substantially higher than Texas. Most of this population and population growth has historically been within the Los Angeles Basin. Land for Single Family development in the Los Angeles Basin is becoming scarce and very expensive. Within the next decade, the High Desert, which includes Apple Valley, Victorville, Adelanto, Hesperia and Palmdale, is expected to provide much of the affordable land for Single Family development in Southern California.
