5 About emanifest Notices The transmission and notification systems being implemented under emanifest are improving two-way communication between businesses and with the CBSA. In 2013, the CBSA implemented emanifest Completeness Notices IN 2016, the CBSA implemented emanifest Disposition Notices (including the Deconsolidation Notice) and enhanced emanifest Completeness Notices for Electronic Data Interchange (EDI) clients. Future emanifest Notices include emanifest Portal notices, in early

6 About emanifest Notices At this time, the adoption of emanifest notices is voluntary to provide clients the opportunity to transition to the end-state emanifest Notices. Clients can also choose to receive legacy EDI notices, RNS messages, emanifest completeness notices, and the emanifest notices currently being implemented for EDI clients concurrently, giving time to become familiar with the new notices before the RNS messages are eliminated. Clients are able to coordinate their activities with CBSA s Technical Commercial Client Unit (TCCU) and have the ability to filter the notices they receive. EDI clients are required to build and test with the TCCU to receive new notices. The draft Electronic Commerce Client Requirements Document (ECCRD) for the new EDI notices is currently available on request to the TCCU. 6

7 The emanifest Deconsolidation Notice A Deconsolidation Notice informs clients that the CBSA has authorized the transfer of cargo control from a consolidated shipment to the related secondary house bills that were submitted by a freight forwarder. The notice can serve as electronic notification to the warehouse operator to allow the freight forwarder to take control of the goods within the consolidation. The notice can also serve as electronic notification to the party liable for customs duty and taxes on the consolidated shipment that the consolidated cargo or house bill has been acquitted and liability has been transferred. 7
