2 Notice Inviting EXPRESSION OF INTEREST for supply of Fully Automated Integrated Coin Sachet Packaging System. Security Printing and Minting Corporation of India Limited (SPMCIL) was formed after corporatization of nine units including four mints, four presses and one paper mill which were earlier functioning under the Ministry of Finance, New Delhi. The company was incorporated on under the Indian Companies Act, 1956 with its Headquaters at 16 th Floor, Jawahar Vyapar Bhawan, Janpath, New Delhi. SPMCIL, a Miniratna Category I and wholly owned Schedule A company of Government of India is engaged in the manufacture of coins, security paper, bank notes, postal stationery and other security documents. The four India Government Mints are located at Mumbai, Kolkata, Hyderabad & Noida. Sealed Expression of Interest is invited by India Government Mint, Mumbai, from interested capable and reputed manufacturers having proven capability to Design, Manufacture, Supply of fully automated Integrated state-of-the-art online Coin Sachet Packaging System. Objective and Scope of Expression of Interest. India Government Mints located at Mumbai, Kolkata, Hyderabad and Noida are engaged in manufacture of circulation coins. The present total capacity of manufacture of coins is 6000Mpcs. Now, as per the requirement of Reserve bank of India, we have to increase our coin production from 6000Mpcs to 13000Mpcs. For this purpose it has become necessary to install additional 10 Nos. of new fully automated Integrated Online Coin Sachet Packaging System in the India Government Mints (packaging lines will be distributed to IGMs-Mumbai, Kolkata, Hyderabad and Noida). The scope of work: Design, Manufacture, Supply, Installation, Commissioning, Testing, Stabilization and Handing over of Fully Automated Integrated Coin Sachet Packaging System with the following specifications. For Counting & Packaging, 1. Coins Indian Coins 2. Material Standard Coinage Alloy Ferrous & non Ferrous Composition 3. Condition Rimmed, Security Edged 4. Diameter 32mm(maximum) 5. Thickness 3mm(maximum) 6. Weight 10gms(maximum) 7. Coins per sachet 50 to 100 nos. 8. Tolerance on Coin Count zero 9. Capacity 6000 coins per minute or more per Line 10. No. of Modules per Line Four (max.) The fully automated Integrated Coin Sachet Packaging Line should generally include the following features: Input of Loose coins in container on Vibrating Hopper with container. 2

3 Coin lifting system Coin counters Sachet Machine Sachet Film Printer Inline Check Weigher with Rejection Unit Sachet conveying system with sachet counter. LDPE Big Bag Sealing Machine for coin sachets. Conveyor for Big LDPE bag with Inline Check Weigher with integrated Label Printer with Applicator. Robotics control for final Big bags handling including stacking on service pallets is preferred. Pneumatic System: 5-6 bar working pressure. Power Supply: 400V AC +/- 10%, 50Hz,3-Phase N+E Ambient conditions: 5degC to 45degC, Rh: 95% max. Machine should be suitable for continuous operation to its full capacity for 24 X 7. The objective of the Expression of Interest is to prospect and source the most appropriate state-of-the-art technical solution available for coin counting & packaging operations. Based on EOI offers, detailed generic technical specification shall be formulated with quality benchmarks; delivery milestones etc. and regular tender enquiry will be floated. Budgetary offer (per Line) for the Proposed System must broadly include the following : i) Fully Automated Coin Sachet Packaging System (with integrated logistics ii) iii) iv) requirements, if any). Standard set of essential spare parts for 2 years (after warranty period). Standard set of consumables for 2 years on 24 X 7 operation basis. (if standard set of spare parts and consumables is not sufficient for 2 years then the firm has to make good same free of cost). Installation and commissioning charges. v) Training charges at purchaser s site. vi) The Intending firm is expected to provide after-sales support for at least 15 years for satisfactory performance of the packaging lines. vii) The Intending Supplier is expected to provide after-sales support for at least 15 years for satisfactory performance of the machines. viii) Warranty for 24 months from the date of final commissioning. ix) Any other charges. (Note : Budgetary charges on above should be indicated both on FOB & CIF basis). 3

4 INSTRUCTIONS TO BIDDERS The participating firm is required to submit duly filled in Annexure i.e. Statement of Credential of Interested Firm. The interested participants may visit on any working day at I.G. Mint, Mumbai and understand the minting and packaging operations, process logistics requirements and obtain any additional information as required for the preparation of proposal at their own cost and responsibility. For site visit and other details they may contact, Manager (Technical) / Works Manager, India Government Mint, Mumbai. The participants are expected to know all conditions and factors, which may have any effect on their proposal. The participating firms shall be required to make presentation about their offer at pre notified date, time and venue. EOI submitted without enclosing required documents and Statement Of Credential Of Interested Firm (format enclosed) and without the budgetary offer is liable to be ignored for being non-responsive. India Government Mint, Mumbai reserves the right to accept or reject in part or full of any or all the offers received against the EOI at any stage without assigning any reasons thereof and without incurring any liability to the respondents. No correspondence will be entertained in this regard. The EOIs will be opened on at 3.00 P.M. at India Government Mint, Shahid Bhagat Singh Road, Fort, Mumbai: Proposals received after due date and time will not be considered. EOI shall be prepared and submitted in sealed envelope super-scribed as EOI No. XIX-2/1188/P&S/2013 dated for framing up of Technical Specifications for Fully Automated Integrated Coin Sachet Packaging System due for opening on at 3.00 P.M. Non-adherence to this may make liable for rejection of their EOI.
