3 GENERAL 1 Ambient Conditions All materials shall be in every respect suitable for storage, use and operation in the conditions of temperature and humidity pertaining to the Tropical weather conditions of Fiji Islands in the Pacific.an average temperature of 30 deg. C. 2 Suitability for Potable Water Chlorine gas (as liquefied chlorine) is used as a disinfectant in the process of water Treatment for the commercial production of water. All chlorine gas supplied should be in compliance with the A.W.W.A B specifications. 3 Quality Compliance The Supplier is obliged to produce a certificate of compliance to the said specifications, by a certified internationally recognized laboratory.this shall apply to all shipments done and forwarded to the Water Authority of Fiji with the respective shipping documents. The Manufacturer shall supply, furnish and prepare the necessary test samples of materials and supply the labour facilities and appliances for such testing as may be required to be carried out on his premises according to this specification. If there are no facilities at his own works for making the prescribed tests the Contractor shall bear the cost of carrying out the tests elsewhere. The Engineer and nominated Inspection authority shall have full access to all parts of the plant that are concerned with the testing, furnishing or preparation of materials for the performance and testing of work under this Specification. Further all materials shall be tested to the appropriate tests at the manufacturer s premises and shall be supported by a test certificate from an internationally recognized, ISO certified Laboratory. The format for test certificate shall be in accordance with the format given in the schedule of particulars. Contractor is held responsible for assuring the quality of the goods supplied by him until the final delivery point. Water Authority of Fiji if deemed necessary will carry out random tests to maintain and check quality of each shipment supplied.

4 4. Marking All markings shall be legible and durable unless otherwise specified and shall be as specified in this specification. 5. Protection during Delivery The contractor shall provide protection to the approval of the Engineer, prior to the materials leaving the place of manufacture and shall maintain such protection until the items reach their destination in order to guard effectively against damage during transit and storage and the ingress of foreign matter inside the packages. All chemicals will be containerized as specified and shipped in 20 foot containers. 6. Storing, Handling and Hauling of Materials. All chlorine gas are to be shipped in their respective cylinders and drums,transported in recommended 20 foot Storage containers in compliance with the dangerous Goods requirements. All containers are to be stored in cool / dry places. The contractor shall give instructions to the shipper on precautions to be taken in the handling of materials during loading, towage delivery and unloading and shall give particulars of these instructions to the purchaser. The price quoted shall be C.I.F (cost /insurance and freight) to Suva and Lautoka for all Overseas suppliers. For all Local (FIJI) Suppliers the prices quoted shall be duty& VAT paid and delivered to Waila and Tamavua in Suva and Saru Plants and Nagado Plants in Lautoka 7. Quality and Workmanship Chlorine Gas which i s intended t o s u p p l y s h a l l b e m a n u f a c t u r e d i n compliance with the ISO 9001: 2008 Quality Management System Standards. Any certificate regarding product conformity and quality management should be from an organization accredited to issue such certification and the manufacturer shall have this certification valid during the period of supply and delivery of the materials. Document evidence regarding accreditation together with the scope of certification should be provided.

5 8. GENERAL REQUIREMENTS: TECHNICAL SPECIFICATION FOR CHLORINE GAS 8.1 GENERAL Chlorine gas is supplied as liquefied element gas. These are supplied in 920kg drums and the 70 kg cylinders to suit our needs. Chlorine shall conform to the A.W.W.A B standards. 8.2 LEVEL OF IMPURITIES. Non volatile residue not to exceed 150ppm by weight Carbon tetra chloride not to exceed 150ppm. The sum of heavy metals not to exceed 0.003% 8.3 PURITY LEVEL. Not less than 99.5 % pure by volume Moisture content not to exceed 0.03% 9 PACKING REQUIREMENTS Chlorine gas has to be supplied in 2 categories - As 70 kg cylinders - suitable upright cylinders specifically designed reinforced steel tanks and kept in special crates - As 920 kg drums specifically designed reinforced steel tanks mounted on suitable support cradles to prevent drums from rolling. - Drums valves to suit all our current regulator fittings and other auxiliary fittings. 10 MARKING - All charges relating to drum or cylinder rentals or penalties for late returns should be very clearly stated in the tender documents. Every drum / cylinder has to be sealed and properly capped to avoid any damages to the drum /cylinder valves. Labeled with the following information s. a) Name of the product b) Name and address of the manufacturer. c) Trade mark, d) Net weight / gross weight of drums. e) Drum / cylinder serial numbers. f) Dangerous goods classifications code/ signs

6 11 CONFORMITY TO SPECIFICATIONS All drums and cylinders are to satisfy the relevant packaging and marking requirements. The laboratory test results from an independent recognized laboratory to confirm the quality as per the stated specifications under the General requirements and Technical specifications. Note: All Overseas Supplier of this product shall have a Local representative who should be responsible to collect and return all empty containers or defective drums at their cost. Have other logistic supports and ware house facilities in Fiji for the safe keeping of this highly classed DG- (dangerous goods). Also, the representative to have qualified trained personnel to train locals and be equipped with all safety gears to assist in any emergencies. The Supplier shall be obliged to assist in any emergencies if the need arises. The supplier shall agree to undertake, at least, one training per year on proper use and handling of their products by WAF staff.
