1 Sacramento Intermodal Transportation Facility TR #9 SITF Alternatives 3 Documentation of Alternatives This section documents the four alternative concept plans for the Sacramento Intermodal Transportation Facility (SITF). The alternatives were developed based on the program previously outlined in Technical Report #6, and in consultation with transit operators, project stakeholders, and interested members of the public. The program is summarized in this report in Table At the direction of the City staff and City Council, the SITF team developed four alternatives based on the Regional Transportation Hub model presented in Technical Report #6. The Regional Transportation Hub model defines the SITF as a facility that incorporates as many transit services as possible, caters to both intercity and commuter passengers, and includes a major parking component. Each alternative is documented with a site plan diagram, a facility plan diagram, typical street sections, and street profiles. The Alternatives presented here are conceptual plans only, and are developed to a level that enables comparisons to be made regarding transit program accommodation, site circulation and access, land use and joint development, historic resources, implementation, phasing, costs, funding, and relationship to other city and agency plans and policies. Rail right-of-way (ROW) and platform locations are indicated and have not been designed in detail. Features common to all schemes include: Restoration and re-use of the Historic Depot and the REA Building Integration of the Historic Depot into an expanded Intermodal Facility Transit functions and transit-supportive joint development in the Historic Depot Transit-supportive retail and commercial joint development in the REA Building Weather-protected passenger connections between the Terminal Building and Intercity passenger services Covered heavy-rail passenger platforms Reconfiguration of the I Street ramps to I-5 and the I Street Bridge Reestablishment of a 4 th Street pedestrian connection across I Street Improved urban connectivity to the surrounding community and developments Improved pedestrian and bicycle access Vehicular access to the west side of the SITF site Full compliance with all appropriate ADA requirements Potential for a grade-separated connection to the Railroad Technology Museum and Central Shops area Dedicated transit parking and opportunities for shared parking in the surrounding development through a managed parking district Re-aligned railroad ROW with accommodations for future high-speed rail structures above the grade-level ROW On-going coordination between the Intermodal Planning Team, the City, and the Federal Building stakeholders to address the special security and operational concerns of the Federal Building. 3.1 Alternative A: Sunset Limited The Sunset Limited alternative integrates the Historic Depot into an expanded Terminal Building centered on a dramatic public room, a new covered indoor/outdoor public atrium that is akin to the Great Hall typically found in historic train stations in the U.S. and across Europe. Heavy rail is realigned along the northern project boundary to accommodate planned rail service growth and improve rail operations. Local and Intercity bus services, including Greyhound, are located in dedicated bus-only areas between the Terminal Building and the heavy rail ROW, accessible at grade or through an overhead concourse that connects all transit modes. Light rail platforms are located on the east side of the Facility with convenient connections to the Terminal Building, bus areas, and rail platforms. Intermodal connectivity is enhanced by locating all transit modes in close proximity to one another with grade-separated access via the concourse. 2 Sacramento Intermodal Transportation Facility TR #9 SITF Alternatives The Historic Depot is retained as the grand gateway and primary Facility entry, and the historic passenger processional from 4 th Street through the Depot is restored. The Depot is programmed with a restored grand waiting area, ticketing, transit information, and transit-supportive joint development on the ground floor. The new extension will be similar in massing and scale to the existing Depot, and incorporates additional transit and passenger functions. Upper levels of the Terminal Building are programmed with a significant revenue-producing joint development component to offset Facility operating costs. The restored Depot and new additions create an integrated Terminal Building that provides a vibrant and grand entry to the Sacramento region, one that is an inviting destination for transit passengers and patrons of the joint development. Four gateways are created: south to the existing downtown core, north to arriving and departing transit patrons and the Railyards area, west to the Sacramento River, and east along the H Street axis. The Facility is framed by a landscaped open space along I Street, with a covered public space in the center of the Terminal Building. Passenger pick-up and drop-off is accommodated in front of the Historic Depot, north of the Terminal Building, and from a proposed public plaza accessible via 5 th and G Street. Parking is accommodated west of the terminal building in a new transit garage, and in an additional surface parking lot under Interstate 5. The REA building is programmed with transit-serving retail on the ground floor and commercial uses on the second floor. This alternative generally accommodates the Railyards development proposals as currently understood. The rail alignment in this alternative generally conforms to the alignment proposed by Union Pacific in coordination with the Capitol Corridor Joint Powers Authority and accommodates the proposed Railyards development. Major elements of this alternative include: Generally conforms to a UP/CCJPA proposed rail alignment, with additional width to accommodate future elevated high-speed rail platforms. Transit Facility: Historic Depot integrated into a new landmark Terminal Building, programmed with a restored Grand waiting area, ticketing and transit information, and transit-supportive joint development. New Terminal extension with ticketing, grand waiting hall, transit support functions, and a significant joint development component above the first floor. Together, the Depot and the extension form an integrated Terminal Building at the heart of the Intermodal Facility that accommodates expanding customer and operator needs. Weather-protected public room integrates the Historic Depot into the Terminal Building. Overhead conditioned concourse linking the facility to the local and intercity bus and the heavy rail platforms. The bus areas are immediately adjacent to the ROW to facilitate intermodal transfers. Light rail platforms incorporated into the first level of the Millennia development in a weatherprotected arcade arrangement. LRT access to the Facility is via F and H Streets with platforms between 4 th and 5 th Streets. LRT bypass tracks on 7 th St. 6-level parking facility with direct access to bus facilities and access to the rail platforms and Terminal Building. Access and Circulation: New vehicular access from 3rd Street, H Street, and from I Street on the 4 th Street Axis. Reconfigured ramps from I Street to Interstate 5. Passenger drop-off locations at the north, south, and west portals of the facility, and from the proposed Railyards development at the terminus of G Street. North-south crossings over rail ROW at 5 th and 6 th Streets, underpass crossing at 7 th Street. Joint Development: Compatible with current Railyards development proposals as understood by the Intermodal Planning Team. REA building includes transit-supporting joint development including retail, restaurants, and offices. Three floors of joint development in the new Terminal extension, including transit-serving ground floor uses and commercial office above to promote densities that generate transit ridership and a vibrant, dynamic mixed-use urban center. Historic Resources: Depot building is an integral and central part of the new Terminal Building. Courtyard design of the new Terminal Building minimizes adverse effects to the Historic Depot. 8 Sacramento Intermodal Transportation Facility TR #9 SITF Alternatives 3.2 Alternative B: Sacramento Northern The Sacramento Northern alternative relocates the entire Historic Depot approximately 400 north along the historic 4th Street axis and integrates it into a compact and highly functional new Terminal Building. Moving the Depot maintains its historic relationship to a heavy rail alignment relocated to the northern project boundary. This alignment accommodates planned rail service growth and improves rail operations. New additions on the north and west sides of the Historic Depot provide passenger and service areas with optimized intermodal connectivity between rail, intercity bus, local bus, and LRT services. A generous under-track connection provides direct access to the heavy rail platforms and eliminates the need for platform elevators and escalators. Regional bus services and passenger pick-up and drop-off are located in an attractive landscaped public transit plaza in front of the Depot. Light Rail platforms are located on the east side of the Facility with direct connections to the Terminal Building, bus areas, and rail platforms The Historic Depot is revitalized as the grand gateway and primary Facility entry and the historic passenger processional from 4 th Street through the Depot is restored. The Depot is programmed with a grand waiting area, ticketing and transit information, and transit-supportive joint development on the ground floor. Additional transit and passenger functions are located in the new additions. Upper levels of the Terminal Building are programmed with transit parking and revenue-producing joint development to offset operating costs. Careful massing, transparent volumes, and the use of lower level indoor/outdoor spaces ensure that the additions will create lofty new spaces compatible with the existing Depot. The Terminal Building is compact and highly functional, with excellent intermodal connectivity and a clear, intuitive hierarchy of public spaces, with direct connections south to the existing downtown core, north to the Railyards area, west to the Sacramento River, and east along the H Street axis. Moving the Depot north permits the downtown street grid to be extended by two blocks, creating development opportunities that reinforce linkages with downtown and improved street connectivity. The Facility terminates a restored and extended 4 th street axis, with new revenue-generating development on the existing Depot site framing a landscaped esplanade and the principle Depot façade. The new development is compatible in scale and massing with the Depot and will be designed to address the special security and operational concerns of the Federal Building. A new open space at 5 th and I Street mirrors the Federal Building plaza and enhances the REA Building, and new public plazas in front and to the east frame the Terminal Building. Additional transit parking is provided in a 2-level underground garage west of the REA building between H and I Streets. The REA building is programmed with transitserving retail on the ground floor and commercial space on the second floor. This alternative generally accommodates the Railyards development proposals as currently understood, with some modifications to accommodate the Intermodal Facility. The rail alignment in this alternative generally conforms to the alignment proposed by Union Pacific in coordination with the Capitol Corridor Joint Powers Authority and accommodates the proposed Railyards development. Transit Facility: Historic Depot is relocated north adjacent to UP/CCJPA proposed new rail alignment. Facility extension with a double-height lower level passenger area connecting the depot to passenger platforms via an undercrossing and accommodating intercity transit program requirements. Rail access via ADA compliant ramps from the lower-level concourse to the rail platforms minimizes vertical travel distances and eliminates the need for platform escalators and elevators. Compatibly scaled and massed intercity bus and transit parking facility located in a new extension on the west side of the Depot. Local bus service is located in front of the new Depot location in a landscaped transit court. New LRT platforms on the east side of the Facility with direct access to the Depot front door and the new Terminal extension. LRT access to the Facility is via F and H Streets with platforms between 4 th and 5 th Streets. LRT bypass tracks on 7 th St. Additional transit parking located in an underground garage allows potential revenue-generating joint development on current depot site. Access and Circulation: New vehicular access from 3rd Street, H Street, and a new 4 th Street segment connecting to I Street. Reconfigured ramps from I Street to Interstate 5. Passenger drop-off located at Historic Depot front door. North-south crossings over rail ROW at 5 th and 6 th Streets, underpass crossing at 7 th Street. Joint Development: Compatible with current Railyards development proposals as understood by the Intermodal Planning Team, with some modifications required on the west side between F and H Streets. REA building remains in place and with transit-supporting joint development including retail, restaurants and offices. Commercial joint development component in 2nd floor of Historic Depot. New development opportunities on the existing Historic Depot site extend the downtown core two blocks north. High quality development parcels frame a landscaped 4 th Street esplanade. New open space at 5 th and I Street mirrors the Federal Building plaza and enhances the REA Building. Historic Resources: Historic Depot is relocated north adjacent to UP/CCJPA proposed new rail alignment. Relationship between the Depot and the REA building is altered by relocation of the Depot. Historic function of the Depot as a train facility is preserved and enhanced. Historic relationship between the Terminal Building and the railroad tracks is preserved. Heavy rail is relocated north of the Terminal Building and south of the proposed Union Pacific alignment to accommodate planned freight service growth and improve rail operations, and to decrease travel distances to the passenger rail platforms. The Terminal Building includes a new wing behind and to the west of the Depot for Greyhound intercity bus service. Amtrak Thruway and local bus services are located between the Terminal Building and the heavy rail ROW. These services are accessible at grade or through an overhead bridge-like concourse connecting all transit modes to the Terminal Building. Light rail platforms are located between the heavy rail and the local bus-loading island, with at-grade crossings required to reach the concourse. Passenger pick-up and drop-off is accommodated in front of the Terminal Building, with entrances and exits on 4 th and 5 th Streets. The Historic Depot is revitalized as the grand gateway and primary Facility entry, and the historic passenger processional from 4 th Street through the Depot is restored. The Depot is programmed with a restored waiting area, ticketing, baggage check-in, transit information, and transit-supportive joint development on the ground floor. The new Greyhound extension and the overhead concourse will be compatible with the massing and scale of the existing Depot, and are designed to minimize impacts to the existing historic fabric. Upper levels of the Depot are programmed with revenue-producing joint development to offset Facility operating costs. The design is intended to maximize the reuse of the Depot and improve the passenger experience and functionality of the Facility, while minimizing changes to the historic fabric. The plan creates direct connections south to the existing downtown core, north to the Railyards development, west to the Sacramento River, and east along the H Street axis. The Facility is framed on the south by the landscaped drop-off area and open space along I street and on the north by a new open space/joint development parcel. Transit parking is located in a dedicated garage on 6 th Street between G and H Streets with ground floor retail and commercial space above. The garage will be designed to address the special security and operational concerns of the Federal Building. The REA Building is programmed with transit-serving ground floor retail and commercial space on the second floor. This alternative precludes the Railyards development proposals as currently understood. An alternative development plan is proposed for the remainder of the Intermodal Planning Area, with office, residential, and neighborhood serving retail. In this plan, underpasses at 6 th and 7 th Streets connect the downtown to the Railyards area, and the LRT connects to the 7 th Street underpass via a separate dedicated underpass. G Street provides alternative access to 7 th Street, and H Street is extended from 5 th Street to the riverfront. This alternative uses an alternative rail alignment based on a compromise alignment proposed by Save Our Rail Depot (SORD). After preliminary design analysis, this alignment appears to accommodate three dedicated UP freight lines and two 800 passenger platforms. RT and other regional bus service are located between H Street and the heavy rail ROW. New LRT platforms adjacent to heavy rail ROW. LRT access to the Facility is via H Street and a dedicated LRT underpass connecting to the 7 th Street underpass. LRT bypass tracks on 7 th St. Transit parking in new facilities at 6th and H Street, with additional parking north of the heavy rail tracks. Access and Circulation: New vehicular access from 3rd Street, H Street, and from I Street on the 4 th Street Axis. New bus access via G Street. Reconfigured ramps from I Street to Interstate 5. Passenger drop-off located at Historic Depot front door. Pedestrian and vehicular access to the Facility at 4th and I Streets. North-south crossings under heavy rail ROW at 6 th and 7 th Streets. The primary difference is the incorporation of a second alternative compromise rail alignment. The Historic Depot is restored and expanded at its existing location to accommodate additional transit functions. Heavy rail is relocated north of the Terminal Building and south of the proposed Union Pacific alignment to accommodate planned rail service growth and improve operations. The ROW is angled to the southwest to minimize travel distances from the Terminal Building to the west end of the passenger rail platforms. The Terminal Building includes a new wing behind and to the west of the Depot for Greyhound intercity bus service. Amtrak Thruway and local bus services are located between the Terminal Building, a new joint development parcel, and the heavy rail ROW. These services are accessible at grade or through an overhead bridge-like concourse connecting all transit modes to the Terminal Building. Light rail platforms are located on 5 th Street between H and I Streets, with at-grade crossings required to reach the concourse. Passenger pick-up and drop-off is accommodated in front of the Terminal Building, with an entrance on 5 th Street and two exits on H Street. Preliminary design analysis indicates that this alignment can accommodate three dedicated UP freight lines and two passenger platforms approximately long. Major elements of this alternative include: An alternative track alignment rotated to bring the passenger platforms closer to the depot, with sufficient width to accommodate future elevated high-speed rail platforms. Transit Facility: Historic Depot remains in current location and is expanded to accommodate new transit functions.
