3 To ensure that Pest Management is recognized for responsibly protecting citizens and the environment in which they live against public health risks CEPA is representing the pest services companies at the Biocidal Product Commission in Brussels and at ECHA in Helsinki CEPA has developed the European norm EN , and the CEPA certified program which has been recognized by the Commission CEPA is actively promoting the concept of Trained Pest Professionals of sustainable use of biocides and of CEPA certified

4 Scope of the EN This Standard specifies : The requirements and competences to be met by professional providers of pest management services in order to protect public health, assets, food and environment.

8 Certification program For a small sized company : Contract with a Certification Body. Audit preparation with a Tool Box. First Certification Audit. Delivery of the CEPA certificate for 3 years. Control audit after 18 months. Duration of an audit : 4 to 8 hours. Reasonable cost.

9 IPM : Integrated Pest Management Risk assessment Pest identification Monitoring and assessing pest numbers and damage Guidelines for when management action is needed Preventing pest problems and recommendations Using a combination of biological, cultural, physical/mechanical and chemical management tools Using alternatively different active substances to avoid resistance After action is taken, assessing the effect of pest management and issue recommendations Report and record.

10 N Requirements Name of Documents The PCO shall establish & record the declared requirements from the client, taking account of any risk factors or client concerns (e.g. clients' business, location, ) Client contact record

11 Site Inspection and monitoring A diagnosis of the situation, and of potential infestation shall be communicated to the client including : Detection and identification of the pest species The level and localisation of their presence The local factors which would favour further proliferation Preventive measures to prevent further proliferation Evaluation of previous interventions.

12 Risk assessment When considering alternative treatment strategies the PCO shall consider : - the nature & structure of the premises, activities performed at the site - the client's attitude to risk (nature of pests, probability of presence &/or proliferation) - potential impact of the intervention on the environment & non-target species.

13 Pest management plan & bait location Pest management plan definition The PCO shall propose a pest management plan: define the appropriate strategy, a timetable of actions, adapted to the type of client/industry & any relevant local factors. The pest management plan shall be adapted to different situation : The presence of pest, which one, where, how many ( low, medium or high level of infestation) = Monitoring + bait. No pest but a high risk of future infestation = permanent baiting has to be considered and documented. No pest and no favourable factors for a proliferation of pest = Monitoring is the best practice.

14 Report and record 5.10 Formal record, service report and recommendations to the client 5.11 Confirm service effectiveness the PCO shall demonstrate service effectiveness by confirming that the results achieved are in accordance with the objectives in the plan agreed with the client. This mays also include additional recommendations for actions to be completed by the clients or the PCO.

15 Competences and training The PCO shall have in its permanent staff a technically responsible person for supervising the maintenance of practical & theoretical knowledge along with the necessary technical skills for the performance of pest control activities The PCO shall ensure that the training activities & professional experience are documented and updated The permanent staff shall follow regular training. If a specific training is compulsory in a country, An updated list of training sessions of each member of staff must be recorded.

16 Non conformities grading 3 levels of non conformities Critical / Major / Minor Initial certification audit : Maximum 5 minor non conformities & 3 months max. to close all non conformities If not, PCO has to re apply for auditing & go through full initial certification audit.

18 EU Commission published its Report on the Sustainable use of Biocides The development of standards, combined with a certification process, can also be used to ensure proper and sustainable use of biocidal products. The recently adopted European Standard (EN 16636) provides a good example of what can be achieved.

19 EU Commission published its Report on the Sustainable use of Biocides Compliance with EN will enable pest management providers to demonstrate that they have the necessary competence and know-how to deliver pest management services, that they have a management system to ensure a consistent level of quality and that they systematically minimise risks for clients and the public, as well as the risk of potential negative impacts on the environment and animal welfare. Such initiatives directly contribute to the sustainable use of biocidal products.
