It may be unusual for the intended audience to write the foreword for a guide like this, but in this case it makes a great deal of sense. The relationship between the terminal and the carrier, and clearly defined agreements between the two parties, are very important. Vopak s ultimate goal, and ours, is to load and unload cargo as quickly as possible. Our clients are entitled to high-quality service from both the terminal and the carrier. We are also deeply committed to human and environmental safety. In this Carriers Guide, Vopak describes the way in which the company safeguards its objective of rapid and correct interaction. Naturally, the Guide covers the situation in effect today, and as such we assume it will be updated to reflect any adjustments and changes to the situation. 9 Basic safety rules There are a few basic safety rules that are important to follow. First of all, onsite motorized vehicles, including forklifts, should only be operated if: The vehicle is appropriate for the purpose and has been inspected and confirmed to be in safe working order. Seat belts are present and worn by all occupants and other appropriate safety devices are used as intended. Loads are secured and do not exceed design specifications. The local road safety regulations are fully complied with. Moreover, drivers must be fully trained, qualified and medically fit to drive and operate their vehicle. Drivers are allowed to enter Vopak Terminals if they: Are able to understand and speak one of the three official ADR languages (English, French and German) or the local language (Dutch). have successfully completed the Vopak Port Instruction Training (PIT Light version for tanker drivers), see the next page; Are wearing the minimum required personal protection equipment, see next page. It is important for drivers to follow all the safety instructions of Vopak employees at all times. The use of mobile phones is restricted to inside of the office building(s) at Vopak terminals. Smoking is not allowed at Vopak Terminals, except for clear indicated dedicated zones. Safety induction Drivers who have passed the Vopak Port Instruction Training (version PIT light for tank truck drivers) will have access for two years, after which the training must be repeated. This Port Instruction Training is available in Dutch and the three official ADR languages (English, French and German). The Port Instruction Training brings safety to the drivers attention. The Port Instruction Training is also an objective measurement of the language skills the driver needs to have for basic communication between our staff and the driver. The figure on page 10 provides an explanation of the process followed with the Port Instruction Training. This picture represents the desired process. Safety badge After registration in the system, the driver will receive a safety badge and the Vopak safety rules flyer with the terminal safety regulations that apply at the terminal. These terminal safety regulations provide instructions for: The general code of conduct at the terminal (what is allowed, what is not allowed). Traffic rules (for road traffic). 12 The use of Personal Protective Equipment (PPE). What to do in case of an alarm. How to report incidents and near misses. The figure on page 11 shows an example of a safety regulations pass. Personal Protective Equipment The following personal protective equipment (PPE) is required at minimum at the terminal: safety helmet, safety glasses, safety shoes and an overall (anti-static, fire retardant) for Botlek, TTR and Chemiehaven. The driver is responsible for providing the required PPEs. There is a tolerance zone (where no PPEs are required, within the blue at Botlek, TTR and Chemiehaven) at each terminal near the traffic department, to allow drivers to get into and out of their trucks comfortably when retrieving the required documents after loading. Signs using the following pictographs indicate the operational zone, which is also clearly marked on the ground. required, a product information card can be provided by the terminals at any time. Within the operational area (marked with a yellow line at Botlek, TTR and Chemiehaven) of the terminal, people are obliged to use at least the standard personal protective equipment (PPE). Standard PPE is taken to mean: Helmet; Safety glasses; Safety shoes; Gloves, when so required for the work; Protective clothing with anti-static properties (EN 1149) and at least limited flame spread properties (EN 533/ NEN14116); Overall (anti-static, fire retardant) for Vopak Terminal Botlek, Chemiehaven and TTR; At Vopak Terminal Vlaardingen, protective clothing without anti-static properties and limited flame spread properties suffices; At the terminal, additional requirements For certain dangerous goods products, full-protection chemical safety suits are required in addition to the standard PPEs. When a driver receives the loading documents, a product information sheet is attached that indicates the required PPEs for loading that particular product. Please note that the safety measures at our terminals may be more stringent than prescribed by the ADR legislation. If 12 Vopak Road Handling

FCFS: First Come First Served is a service policy whereby the requests for carrier loading are handled in the order in which they arrive at the terminal, without other biases or preferences. Slot booking: time-slot booking is a service policy whereby carriers are required to book a pre-specified time slot for loading or discharging in advance. Carriers are free to pick any available slot. The terminals in Belgium make use of the FCFS process, whereas the terminals in the Netherlands make use of the slot booking process. The choice of process type is primarily based on customer and carrier preferences and terminal layout. n Vopak Road Handling 15

20 Important points of attention There are some points of attention that are important for drivers arriving at Vopak terminals: Use chemical names instead of brand names on cleaning certificates. The compartments must have been cleaned are clearly marked. Use only cleaning certificates in English, German, French or Dutch. Cleaning certificates must not be older than 10 working days for containers and must not be older than 5 working days for tanker trucks. All tank trucks and tank containers need to be clean and dry unless the customer has given written approval for the previous cargo. Vacuum pressure testing for tanker trucks must not be older than 5 working days and for containers must not be older than 10 working days, counted from the date after cleaning as staed on the cleaning certificate. People under the age of eighteen, pets and family are not allowed to enter the terminal. On the entry form, the driver fills out the truck s compartment sizes to be used. The stated capacities will be used to calculate the maximum quantities that 20 Vopak Road Handling

At the loading dock, the operator compares the work instruction with the capacities indicated on the truck and checks off a checklist. If the compartment sizes do not correspond with the capacities on the work instruction, the truck will not be loaded and will be sent back to the traffic department for recalculations, thus increasing the truck turnaround time. We would like to emphasize that it is very important drivers know the equipment they are using. For ADR products, it is important to know whether there are baffle plates in the truck/container because the minimum or maximum weight to be loaded may depend on it. ADR products should be loaded to more than 80% or less than 20% of the compartment s gross capacity (if the compartment volume is greater than 7,500 litres), unless baffle plates are present, which do not require a specific fill percentage. If this key information is unknown, the truck turnaround time will increase. n Vopak Road Handling 21

23 Manhole requirements for top-loading For trucks that are loaded via top-loading, a minimum manhole diameter is required for safety reasons. All loading arms contain a liquiphant to make sure loading stops immediately when compartments have reached the maximum fill percentage. If the loading arm cannot be lowered far enough into the manhole, the liquiphant may not be completely inside the truck, thereby losing its purpose. Though the operator checks whether the compartment capacity corresponds with the capacity the driver has filled out on his entry form, the liquiphant is considered as safety-critical equipment for truck loading. This places some requirements on the size of the manholes: The diameter of the manhole should be at least 450 mm. Inside the tank, there may be no obstacles, such as baffle plates underneath the manhole. The raised edge of the manhole should be less than 100 mm high. Around the manhole, there should be a free area of at least 650 mm. 24 Single-compartment trucks are safer and more efficient Where possible, single-compartment trucks should be used. The turnaround time for single-compartment trucks is shorter for the following reasons. The order process: calculating the maximum fill quantities takes less time for single-compartment trucks. The loading process: only one manhole has to be opened by the driver and the loading arm does not have to be replaced after filling every compartment separately. The potential deviation between the nominal and loaded quantities is lower for single-compartment trucks. The even spread of product in single-compartment trucks: in multiplecompartment trucks, the loading sequence must be monitored in order to balance the truck. The need for fewer manipulations reduces the potential risk of accidents/ incidents. Maximum number of compartments Trucks with more than four compartments will be refused due to the reach of the loading arms and the range of the fall protection device. Compartment temperature before loading The maximum temperature of a compartment before loading depends on the product to be loaded. Drivers will be informed onsite of the maximum temperature (maximum 30 degrees for Botlek, TTR and Chemiehaven terminals). Compartments with a higher temperature than the local maximum temperature (which is often less than 40º C) will be rejected for loading. Fall protection Containers and trucks must be equipped with a handrail. There are mobile fall protection stairs available for use at the terminal, but these stairs cannot reach all areas of the terminals. As a result, the use of handrails is compulsory. A handrail is not permitted within the terminal permiters at Botlek, TTR and Chemiehaven terminals. The container may only be approached from the top if a 360 degree fall protection is correctly in place. Chassis A chassis with space behind the container has to be sufficiently covered with a plate or grid construction due to the risk of tripping and problems handling the hoses. Handling flexibags The handling of flexibags must be agreed upon with the terminal well in advance. In order to handle flexibags safely, the following conditions must at least be met: The chassis at the back of the container needs to be long enough and covered, so that it can be used to safely make the required connections/ manipulations. 24 Vopak Road Handling

25 It must be possible to connect the hose to the bag without entering the container. Driver (+ extra help) must monitor this operation. point must be available on the container. This grounding point is an official grounding point that is identified as such by a sticker (as shown above). n Grounding Grounding ensures that all exposed conductive surfaces are at the same electrical potential as the surface of the earth. Connection of the grounding cable is mandatory. The driver connects and disconnects the grounding cable (official grounding point and indicated by a sticker; see also the photo above) to/from the metal connection point on the truck and the operator checks whether the connection has been made properly ( green light ). 26 Legislation ADR maximum degree of filling The maximum quantity of product to be loaded is calculated per compartment, based on the ADR rules, and may differ from the requested quantity. It is the responsibility of the carrier to present suitable equipment that meets both customer order and ADR requirements. If the equipment does not fulfil these requirements, the vehicle may be rejected by the terminal. Maximum weight Depending on the countries to be travelled through, the maximum allowed weight may differ. The rule our terminals follow is that the lowest maximum allowed weight will apply to the loading operation. During preparation of the work instruction for loading, the traffic coordinator will check the total expected weight versus the applicable maximum allowed weight. If this maximum weight risks being exceeded when loading the requested quantity, the quantity to be loaded will be adjusted. n 26 Vopak Road Handling

27 Third parties Surveyor Depending on the customer s instructions, the (un)loading process has to be supervised by a surveyor. The activities of the surveyor may be performed before and/or after (un)loading (e.g., inspection, sampling and analysis and so forth). If applicable, the driver will be informed by the traffic coordinator upon receipt of the work instruction for (un)loading. Customs Depending on the customs status of the product(s) delivered or to be dispatched, it is possible that customs or excise authorities must be notified of the vehicle s arrival or departure, before actual (un)loading takes place. The authorities may have to formally witness and approve the (un)loading, possibly after a physical check of the documents and/or the product itself. This customs process might increase the truck turnaround time significantly. n Vopak Road Handling 27

29 In general we expect that all third parties (drivers, contractors and surveyors) will respect the terminal regulations during their stay at the terminal, including the proper use and housekeeping of the sanitary installations for public use. We would like to ask all carriers to observe these regulations when entering our terminals: Wear proper PPE as prescribed. Use terminal equipment only when authorized. Do not use electrical apparatus in the operational zone without a proper permit (e.g., mobile phone, camera and so forth). Do not use electrical apparatus outside the operational zone without a proper permit. Do not smoke or create a flame. Do not stay near the vehicle during operational handling, unless instructed otherwise. Always follow instructions given by Vopak personnel. Leave the key in the ignition lock, while (un) loading the vehicle. Always use proper fall protection when working at heights. Do not enter the terminal in an intoxicated condition (drugs & alcohol). Respect the terminal traffic regulations (e.g., speed limit). Do not perform cold work or hot work without a permit. It is forbidden to enter confined spaces, unless the situation demands this and an appropriate and complete risk analysis has been completed in advance with a team of terminal specialists. If the above regulations are not followed, Vopak Management will determine a sanction based on the nature of the violation and the person s history of violations. For minor violations, the first sanction is a warning. After a severe violation and/or recurring violations, temporary blacklisting, from three weeks up to permanently, will be considered. n Vopak Road Handling 29

34 Planning and arrival handling The terminal uses the First Come, First Served principle. There is no slot booking system. Carriers should make sure all required documents (e.g. licenses, cleaning certificates) are available upon arrival and that the temperature of the tank does not exceed 40 C. Operations Most loading is top-loading by automatic truck-loading gantry (North/ South), however, there is also some bottom loading, depending on the product/tank combination. Unloading is bottom-unloading. Vopak Terminal ACS is divided into North and South area; trucks sometimes have to cross the public road for loading/unloading operations. Weighing before and after loading For loadings that do not take place at an automatic truck-loading gantry, weighing takes place at the unmanned weighbridge, positioned on the North side of the terminal. The weighing procedure is illustrated by the three pictures. This procedure also applies to unloading operations. All service fees apply to operations during the normal working hours. Overtime will be charged from 16h00 (Monday through Thursday) and from 15h00 (Friday). In case of multiple orders per vehicle or a combination of vehicles, the guaranteed slot time will be extended proportionally. If drivers show up without a booked slot, the availability of open slots will determine (un)loading time. If there are no slots available, drivers will be asked to leave our premises. Drivers who show up late for their slots (i.e., less than thirty minutes before the start of the slot) will only be served if a new (un)loading slot is available.
