Overview PJM has taken steps required t mre effectively crdinate a prtfli f Generatin and Merchant Transmissin prjects. T supprt this effrt at the individual prject level, PJM s intent is t take a Prject Management Mdel apprach t the implementatin f the Intercnnectin Service Agreement / Intercnnectin Cnstructin Service Agreement (ISA / ICSA) Implementatin Phase f the Generatr Intercnnectin Prjects. This sectin presents the Wrk Breakdwn Structure (WBS) fr the Intercnnectin Service Agreement / Intercnnectin Cnstructin Service Agreement (ISA / ICSA) Implementatin Phase alng with descriptins f the varius majr activities and deliverables within each fcus categry. ISA / ICSA Implementatin Phase Wrk Breakdwn Structure (WBS) The cmplexities assciated with the Intercnnectin Service Agreement / Intercnnectin Cnstructin Service Agreement (ISA / ICSA) Implementatin Phase f the Generatr Intercnnectin Prjects warrant a prject management mdel apprach, and an effective tl fr managing the activities and deliverables assciated with the prjects is a Wrk Breakdwn Structure (WBS). The WBS can be used as a fundatin fr crdinatin f nearly all ther aspects f the prjects. Fr example, prject schedules, cst estimates, prject dcumentatin and cmmunicatin frmats can all be derived frm the basic Wrk Breakdwn Structure. Exhibit 1 shws the WBS fr the ISA / ICSA Implementatin Phase. The majr categries f fcus in this phase are the Transmissin Owner Facilities, Generatr Facilities, and Generatr Markets and Operatins. The fllwing categry and sub-categry descriptins are prvided t explain the significance f each cmpnent f the WBS. Clearly, just abut every prject is different and requires a certain level f custmizatin t the specific nuances f the prject, but spelling ut majr activities in this manner prvides a baseline frm which PJM, the Transmissin Owners and the Intercnnectin Custmers can custmize frm there. Mrever, these majr activities can als be cnsidered as the minimum prject milestne activities (where applicable) that PJM is interested in tracking thrugh the ISA / ICSA Implementatin Phase life cycle. The prject cntrls detailed herein are applicable t generatin intercnnectin prjects, Merchant Transmissin prjects, and Lng Term Firm Transmissin Service Requests, in additin t Baseline Upgrades and Transmissin Owner Identified upgrades. In additin, if cnstructin f facilities is required fr nn-jurisdictinal intercnnectins with executed Whlesale Market Participatin Agreements (WMPAs), the same prject cntrls utlined in this Manual M14C wuld apply if an ICSA is executed fr applicable cnstructin wrk required fr these nn-jurisdictinal prjects. The prject cntrls utlined in Manual M14C als apply t cases where an Interim ISA is executed and financial security is cllected by PJM fr the purpse f purchasing lng lead time equipment, r perfrming engineering and cnstructin wrk. 11 Manual 14c: Generatin and Transmissin Intercnnectin Facility Cnstructin Sectin 1: Intercnnectin Service Agreement / Intercnnectin Cnstructin Service Agreement (ISA / CSA) Implementatin Phase Management Large Generatin Resurces / Small Generatin Resurces PJM Manual M14B utlines the study phase prcess differences between Large Generatin Resurces (greater than 20MW) and Small Generatin Resurces (20MW r less). While there are distinct differences in the paths that these types f prjects take in the study prcess, nce the prjects mve int the implementatin phase, the same prject cntrls utlined in this Manual M14C generally apply t bth Large Generatin Resurces and Small Generatin Resurces. Transmissin Owner Facilities Transmissin Owner Facilities include all wrk related t the intercnnectin f the Custmer Facility t the transmissin grid. They include Attachment Facilities and Netwrk Upgrades. The wrk is typically perfrmed by the respective Transmissin Owners; Hwever, as detailed in the PJM Open Access Transmissin Tariff (OATT) and detailed later in this manual, an Intercnnectin Custmer may elect t exercise the Optin t Build alternative either during the ISA / CSA Executin Phase r at any reasnable time prir t 37 days after the ISA is executed. The Optin t Build alternative may be pursued by the Intercnnectin Custmer fr the cmpletin f the Attachment Facilities r the Netwrk Upgrades, r bth, depending n the circumstances. Attachment Facilities Attachment Facilities include all f the lcal transmissin system activities required t cnnect the Custmer Facility t the transmissin system. Attachment Facilities may typically include facilities fr radial cnnectins t transmissin systems such as verhead transmissin line wrk t pint(s) f intercnnectin, prtectin and cntrls, and metering activities required t supprt the Custmer Facility intercnnectin. The Attachment Facilities Activities are required t be cmpleted in rder fr the prject t achieve the milestne f Stage 1 Energizatin as defined by the PJM Tariff Att. P, App.2, Sect. 3.9A. This is the milestne in which the generatr is intercnnected with the transmissin system and backfeed pwer is available t the Custmer Facility fr testing and cmmissining. Real Estate, Siting, and Permitting Represents milestnes fr siting f facilities; acquisitin f critical land use, envirnmental, state and lcal permits, and acquisitin f real estate/right f way. Detailed Design Includes cmpletin f Attachment Facilities engineering and detailed design activities that were nt cmpleted in the Facilities Study Phase. Majr Material / Equipment Delivery Activity(s) that represent the duratin f the prcurement, fabricatin and delivery fr majr equipment and material assciated with the Attachment Facilities. Cnstructin and Testing Wrk Activity(s) that represent the duratin f the majr cnstructin and testing tasks related t the Attachment Facilities. 12 Manual 14c: Generatin and Transmissin Intercnnectin Facility Cnstructin Sectin 1: Intercnnectin Service Agreement / Intercnnectin Cnstructin Service Agreement (ISA / CSA) Implementatin Phase Management Intercnnectin (Stage 1) Energizatin Reflects the transmissin utages required fr perfrming final cnnectins and testing activities, and represents the milestne f cmpleting the intercnnectin f the Generatr Facilities t the transmissin system. Netwrk Upgrades Netwrk Upgrades and their cst allcatin methdlgies are discussed in greater detail in PJM Manual M-14B, but they are defined as new r upgraded facilities required primarily t eliminate reliability criteria vilatins caused by prpsed generatin, merchant transmissin r lng term firm transmissin service requests, but can als include certain direct cnnectin facilities required t intercnnect prpsed generatin prjects. Netwrk Upgrades are identified n the basis f lad flw, shrt circuit, deliverability and stability analysis as part f the RTEP prcess, and can include breaker replacements r upgrades, new transfrmers r ther substatin equipment. Netwrk Upgrades can als include cnstructin f new transmissin lines, recnductring f transmissin lines between substatins, and intercnnectin switchyards. The OATT defines tw types f Netwrk Upgrades fr the purpse f establishing financial security requirements: Direct Cnnectin Netwrk Upgrades are Netwrk Upgrades which nly serve the Custmer Intercnnectin facility and have n impact n the Transmissin System until the final tie-in is cmplete. Nn-Direct Cnnectin Netwrk Upgrades are parallel flw Netwrk Upgrades that are nt Direct Cnnectin Netwrk Upgrades. Similarly, fr jurisdictinal generatin intercnnectins t a Transmissin Owner distributin system, the OATT differentiates between Direct Cnnectin Lcal Upgrades and Nn-Direct Cnnectin Lcal Upgrades. Fr any given prject there may be n Netwrk Upgrades r there may be a large number f Netwrk Upgrades required. PJM determines the required cmpletin dates fr Netwrk Upgrades in accrdance with Intercnnectin Custmer cmmercial peratin milestnes and with the RTEP analysis f Baseline and System Upgrades. PJM is interested in tracking each the fllwing majr activities fr all Netwrk Upgrades assciated with a generatin prject. Real Estate, Siting, and Permitting Represents milestnes fr siting f facilities; acquisitin f critical land use, envirnmental, state and lcal permits, and acquisitin f real estate/right f way. Baseline Upgrades and Transmissin Owner Identified Upgrades The PJM RTEP identifies baseline reliability upgrades and Transmissin Owner identified (TOI) upgrades that are defined as fllws: Baseline Upgrades are PJM upgrades primarily required t eliminate base-case reliability criteria vilatins but can als be driven by ther factrs such as ecnmic drivers, r prbabilistic spare transfrmer requirements. Transmissin Owner Initiated upgrades are prjects riginated by the Transmissin Owner that are nt driven by an applicable PJM criteria, and are used as inputs t the RTEP mdels. PJM Pwer System Crdinatin Department tracks cmpletin f milestnes fr baseline upgrades and TOIs that have been identified in the RTEP and apprved by the PJM Bard f Managers. Custmer Facilities PJM acknwledges that there is a brad range f infrmatin related t the cnstructin f specific generatr facilities. Hwever, the fllwing majr milestne activities are cmmn and applicable t mst Custmer Facility cnstructin prjects: Engineering and Design Engineering and Design activities related t the Generatr Facility Cnstructin. Majr Permits Represents milestnes fr acquisitin f critical land use, air, water and perating permits. Majr Equipment / Material Delivery Represents milestnes fr the delivery f majr critical path equipment and material (i.e. CTG s, STG s, majr piping, etc.) Majr Sitewrk Site preparatin fr Custmer Facility. Majr Fundatin Wrk Includes all majr fundatin wrk applicable t the generatr facility cnstructin. Intercnnectin Switchyard Cnstructin Includes cnstructin activities related t the intercnnectin switchyard, cnstructed by either the Intercnnectin Custmer r the Transmissin Owner. Generatr Leads Cnstructin - Includes the cnstructin activities related t the generatr leads frm the plant switchyard t the intercnnectin pint. Intercnnectin (Stage 1) Energizatin Reflects the transmissin utages required fr perfrming final cnnectins and testing activities, and represents the milestne Revisin 05, Effective Date: 04/01/2008 9

Stage 2 Energizatin Capacity Status Granted Cmmercial Operatin target milestne fr each unit (1, 2, etc.). Generatr Markets and Operatins The Generatr Markets and Operatins sectin f the Intercnnectin Service Agreement / Intercnnectin Cnstructin Service Agreement (ISA / ICSA) Implementatin Phase WBS includes the integratin f the Transmissin Owner Facilities and the Custmer Facility Cnstructin with the applicable PJM internal rganizatins that need t be engaged in rder t achieve all f the requirements prir t cmmercial peratin f the generating facility. These requirements are reviewed in greater detail in PJM Manual M-14D, but are summarized belw: Cntrl Center Integratin Includes all f the required generatr facility cntrl center crdinatin activities, including cmputer systems, facilities requirements, cntrl center cmmunicatins requirements, cntrl center staffing requirements. If tax grss-up amunts are being billed and cllected by the Transmissin Owner, then the cst estimate prjectins shuld include tax grss-up amunts. This guideline will increase the accuracy f PJM s databases since actual billing amunts will be utilized. PJM Billing Prcess Transmissin Owner Billing Guidelines: In rder t establish clarity and ensure cmpliance with the billing requirements in FERC Order 2003, PJM has implemented a system f standardized Transmissin Owner invice frms. These TO standard invice frms are included in this manual in Attachment A Transmissin Owner Standard Invice Frms. It shuld be nted that while the fcus f this manual is the ISA/ICSA phase f the intercnnectin prcess, fr cntinuity purpses, Attachment A includes TO standard invice frms fr all phases f the intercnnectin prcess. The intent f the Scpe Change Prcess is t imprve the administratin f intercnnectin facilities cnstructin, and t reduce the need fr amendments t Intercnnectin Service Agreements (ISAs) and Intercnnectin Cnstructin Service Agreements (ICSAs) that were previusly required when significant changes in the scpe, cst r schedule f intercnnectin facilities ccurred due t circumstances that were unfreseen at the time f executin f the agreement(s). The ISA / ICSA Scpe Change Prcess prvides fr a clear methd f dcumentatin f scpe changes. This results in Intercnnectin Custmers being infrmed abut scpe changes in a timelier manner, increased cmmunicatin between Transmissin Owners, Intercnnectin Custmers and PJM, and fewer disputed issues at the end f prjects. The ISA / ICSA Scpe Change Prcess was develped by PJM and its stakehlders (Intercnnectin Prject Management Wrking Grup) t mitigate the administrative challenges and disputes arising frm changes in the prject scpe and/r schedule thrughut the duratin f detailed design and cnstructin wrk fr intercnnectin facilities (ie. Attachment Facilities r Netwrk Upgrades). Many f the changes that nrmally ccur n a typical intercnnectin facilities prject are minr and they d nt have a meaningful impact n the cst r scheduled cmpletin f wrk, Hwever, if in the judgment f any party, the changes in the cst f required facilities r in the time required fr their cmpletin are sufficiently large t have a meaningful impact n the ttal cst r timing fr cmpleting the intercnnectin facilities, then the Scpe Change Prcess is designed t be the apprpriate instrument t dcument such changes. The ISA / ICSA Scpe Change Prcess is applicable nly t thse prjects with three-party ISAs and ICSAs. In additin, the ISA / ICSA Scpe Change Prcess nly applies t previusly defined impacts related t an intercnnectin prject as defined in the ISA and ICSA. If a particular scpe change results in the requirement f a new netwrk upgrade (i.e. a new impact nt previusly included in PJM s intercnnectin studies and defined by the attachment facilities r netwrk upgrade scpe), then an amended ISA and ICSA wuld need t be executed, because there may be additinal cst allcatin respnsibilities t ther intercnnectin custmers. Thus, the scpe change prcess is applicable t any changes that affect the already-knwn attachment facilities and netwrk upgrades f an Intercnnectin Custmer prject. Fr example, the scpe change prcess wuld apply in the case f a previusly defined netwrk upgrade that requires cnstructin f a new segment f transmissin line in the event that detailed design r initial excavatins fr the new transmissin twers revealed unexpected subsurface cnditins that required altering the fundatin design, and thus the prjected cst and/r schedule fr cmpletin f the twer fundatins. Anther typical applicatin f the scpe change prcess wuld be the case where the TO has determined that due t a six mnth delay in the delivery f a circuit breaker that is required t cmplete a breaker replacement netwrk upgrade, the in- service date fr that particular netwrk upgrade will be significantly delayed, and the revised cmpletin date wuld be reflected in the scpe change frm. The fllwing are typical situatins fr Intercnnectin Custmer / Transmissin Owner / PJM t initiate the ISA / ICSA Scpe Change Prcess: Transmissin Owner: Significant cst verrun prjected during ISA/ICSA implementatin phase. Identificatin f additinal scpe nt identified in the Facilities Study but identified later during detailed design. Delay in prject milestne (i.e. Backfeed pwer energizatin r cmpletin f a Netwrk Upgrade). Intercnnectin Custmer: Delay f Cmmercial Operatin Date (COD). Significant change in prject scpe resulting in majr change t required Transmissin Owner facilities. If an initiated scpe change results in a significant cst increase, the ISA / ICSA Scpe Change Prcess is used t identify any additinal security amunt required t be prvided by the Intercnnectin Custmer withut having t execute an amended ISA. Likewise, if an initiated scpe change results in a schedule milestne change (i.e. fundatin wrk cmplete, intercnnectin switchyard energized, etc.), then the ISA / ICSA Scpe Change Prcess is used t identify the revised prjected cmpletin date. The scpe change prcess prvides fr the custmer s acknwledgment, thugh nt its apprval, f each scpe change affecting its prject. In the event an Intercnnectin Custmer bjects t a prpsed change in scpe, PJM, as it des with respect t ther cnstructin-related issues cnsistent with OATT Att. O, App. 2, Sect. 1, will facilitate discussins between the Intercnnectin Custmer and the relevant transmissin wner t ensure that the Intercnnectin Custmer is infrmed f the reasns and justificatin fr the change. A custmer s refusal t acknwledge the scpe change will nt, hwever, preclude implementatin f a change that PJM finds t be apprpriate and reasnable. The Intercnnectin Custmer will remain respnsible, in accrdance with the PJM Tariff, fr the full cst f the required upgrades. Shuld the Intercnnectin Custmer cntinue t dispute the apprpriateness f a scpe change and/r any increased csts related t it, it may invke the PJM OATT dispute reslutin prcedures. Prject Site Reviews PJM perfrms site visits n Intercnnectin Custmer prjects, as well as transmissin system upgrade and reliability prjects that are derived frm the RTEP (Reginal Transmissin Expansin Plan) prcess. The main reasns fr perfrming these site visits are fr crdinatin between new Intercnnectin Custmer and the required transmissin system upgrades, assisting the Intercnnectin Custmer prject in making a successful transitin int PJM s peratins and markets by managing the variety f tasks behind the scenes within PJM (such as metering requirements, system mdel building and verificatin, utage crdinatin, and peratinal issues), and fr verificatin f prject status relative t the Reginal Plan. PJM site reviews allw PJM t assess the status f Transmissin Owner and/r Custmer Facility Cnstructin nsite. Als a better wrking relatinship with the Site Prject Manager and Plant Manager can be develped t imprve the level f crdinatin with PJM internal rganizatins. Fr Intercnnectin Custmer prjects, all applicable upgrades will be nrmally inspected during the cnstructin and start-up phases. This includes: the generatin facilities (pwer generatin equipment), the attachment facilities (the electrical cmpnents necessary t intercnnect the Custmer Facility t the high-vltage system), and any netwrk upgrades required (enhancements t the high-vltage system required as a result f the new Intercnnectin Custmer prject). Baseline upgrades (required transmissin system upgrades which are a direct result f a study finding frm PJM and becme part f the RTEP) will nrmally be inspected during the cnstructin phase t determine schedule adherence, and pssibly after energizatin t verify the as built with the PJM system mdel. Transmissin Owner Identified (TOI) prjects (which are prjects the lcal transmissin wner is cmpleting fr their wn reasn, and becme part f the RTEP) will be inspected during cnstructin r after cmpletin. PJM will ask fr a schedule update during the Revisin 05, Effective Date: 04/01/

Once cmplete, a site inspectin will be perfrmed t verify the as built with the PJM system mdel. When perfrming site visits, PJM will abide by all applicable safety rules including wearing f persnal prtective equipment such as hard hats, safety shes, eye prtectin, and FR clthing (where required). In additin, a hazard awareness briefing is recmmended prir t the inspectin t make everyne aware f the hazards at the site and the energizatin status f the equipment. Special precautins and site specific items need t be discussed during this awareness briefing. The crdinatin between PJM and the site is usually handled thrugh the PJM IC Prject Crdinatr assigned t that area and the site s lcal prject / cnstructin manager. The bjective is t establish cmmunicatins early in the prject and btain regular updates. These updates are necessary t ensure the crdinatin f ther activities related t this prject, such as line utages, cmpletin f ther upgrades, and ther critical scheduled activities. Site visits can nrmally be cnducted arund ther rutine activities at the facility, such as regular status meetings, scheduling meetings, r site walkdwns. Typical items reviewed during a Custmer Facility site visit include the milestnes frm the Intercnnectin Service Agreement (ISA) and Intercnnectin Cnstructin Service Agreement (ICSA). These milestnes may include site wrk cmpletin, equipment delivery, cnstructin schedule and / r energizatin. The bjective is t make sure that particular prject is prgressing, giving the staff at PJM enugh infrmatin t be able t crdinate ther n-ging activities related t that prject, such as netwrk upgrades, metering enhancements, and integratin int peratins. Nrmally the site visit is accmpanied by a site walkdwn and review f applicable diagrams and schedules. Fr baseline and TOI upgrades, nrmally the ne-line diagram is reviewed, utage scheduling and cmpletin dates are discussed, and a site walkdwn perfrmed during the site visit. Once again, the bjective is t ensure the upgrades and schedules are meeting the PJM RTEP plan. During the site visit, digital phts and ntes may be taken. These are fr internal PJM reprts and database updates. The phts and ntes may be used fr equipment delivery verificatin, schedule prgressin, ne-line diagram verificatin, r ther apprpriate milestnes. In summary, PJM may perfrm site visits t bth Intercnnectin Custmer prjects and reliability upgrades. These site visits help PJM staff nt nly ensure the reliability f the transmissin system by making sure upgrades are prgressing and cmpleted as required, but als help facilitate the crdinatin f ther behind the scenes activities within PJM. Areas such as utage crdinatin, mdel updates, and integratin int PJM peratins are managed mre cmpletely by PJM when there is pen cmmunicatin and exchange f infrmatin accmplished by site visits. Outage Crdinatin The OATT requires that Transmissin Owners and Intercnnectin Custmers crdinate all transmissin system utages with PJM in accrdance with the PJM System Operatins utage planning prcedures. In additin t the detailed planning that is required by the PJM System Operatins utage planning prcedures, Transmissin Owners and Intercnnectin Revisin 05, Effective Date: 04/01/

During the ISA / ICSA Implementatin Phase, the PJM IC Crdinatr will prvide assistance as required in crdinating utages with PJM Operatins and will facilitate the reslutin f majr utage related issues between PJM Operatins, Intercnnectin Custmers, and Transmissin Owners. PJM utage requirements are described in detail in PJM Manual M03 (Sectin 4: Reprtable Transmissin Facility Outages / Scheduling Transmissin Outage Requests). Suspended Prjects In the event that an Intercnnectin Custmers initiates the prject suspensin prvisins f the OATT, the PJM IC Prject Crdinatr will facilitate the cmpletin f the fllwing activities in accrdance with the OATT: Cnfirm receipt f Suspensin Ntificatin frm Intercnnectin Custmer. Cnfirm that Intercnnectin Custmer Suspensin Ntificatin meets OATT requirements. Evaluate ISA Sectin 6 Milestnes and amend as required. Update PJM Database (prjected in-service date, netwrk upgrade in-service date). Assess Impact n Netwrk Upgrades / Baseline Upgrades. Nte: prjects which are suspended befre ICSA is executed will be assessed n a case-by-case basis t determine if netwrk upgrades are required t be cmpleted. Facilitate Transmissin Owner cmpletin f high level assessment f knwn risks. Evaluate Transmissin Owner suspensin csts. Facilitate Billing prcess fr Transmissin Owner suspensin csts (including cst recnciliatin and refunding f significant TO funds that may have been already cllected but will nt be used as prjected). Send 3 year Terminatin Letter t Intercnnectin Custmer (with a cpy als sent t the TO). Fr prjects that have gne thrugh a perid f suspensin, and cnstructin activities are resumed by the Intercnnectin Custmer, the PJM IC Prject Crdinatr will facilitate the cmpletin f the fllwing activities: Cnfirm receipt f ntificatin frm Intercnnectin Custmer that prject is cming ff f suspensin, and cnfirm that ntificatin is prvided t Transmissin Owner. Assess current impact n Netwrk Upgrades / Baseline Upgrades. Facilitate Transmissin Owner evaluatin and cnfirmatin f current schedule milestnes and estimated csts. PJM facilitates this cmmunicatin between parties whenever pssible and necessary, hwever, it is incumbent n Transmissin Owners and Intercnnectin Custmers t practively cmmunicate issues and cncerns t the ther interested parties in rder t create a better envirnment fr develpment f mre psitive wrking relatinships and the prfessinal reslutin f prject issues. The fllwing are the main types f standard reprting and dcumentatin that are required thrughut the ISA / ICSA Implementatin Phase: Mnthly Status Reprts: The OATT (Att. P, App. 2, Sect. 3.7) requires that each Transmissin Owner and Intercnnectin Custmer engaged in ISA / ICSA Implementatin activities prvide each ther (and PJM) with mnthly (at a minimum) status reprts. PJM requests that the schedule milestne and cst estimate prject infrmatin detailed in this manual be incrprated in these mnthly status reprts. This as-built data is then used in the next planning studies by PJM, s the accuracy f PJM s data is critical. Attachment C f this manual includes the frmat fr prviding the as-built generatr data. The Intercnnectin Custmer is required t prvide PJM with the requested as-built electrical mdeling data (r dcumentatin that previusly submitted data is valid) within ne (1) mnth fllwing cmmercial peratin f the generating unit (s). PJM, as the Transmissin Prvider, will ensure that the Generatin and/r Transmissin Intercnnectin Custmer has access t the applicable technical requirements f the Intercnnectin Transmissin Owner fr parallel peratin f generatrs with the Intercnnectin Transmissin Owner s system and ther matters generally included in gd utility practice. Technical requirements fr generatr and transmissin intercnnectins include but are nt limited t: Engineering design requirements and standards Intercnnectin prtectin requirements, Generatr underfrequency trip settings t crdinate with autmatic underfrequency lad shedding schemes, Vltage cntrl and reactive utput requirements, and Data and cntrl requirements fr transmissin system peratin. Applicatin f Intercnnectin Technical Requirements As specified in Part VI, Att. P, App. 2, Sect f the PJM Tariff, Applicable Technical Requirements and Standards shall apply t the design, prcurement, cnstructin and installatin f the Intercnnectin Facilities and Merchant A.C. Transmissin Facilities nly t the extent that the prvisins theref relate t the design, prcurement, cnstructin and/r installatin f facilities. Such prvisins relating t the design, prcurement, cnstructin and/r installatin f facilities shall be appended t the Cnstructin Service Agreement. The Intercnnectin Parties shall mutually agree upn, r in the absence f such agreement, Transmissin Prvider shall determine, which prvisins f the Applicable Technical Requirements and Standards shuld be appended t the Cnstructin Service Agreement. In the event f any cnflict between the prvisins f the Applicable Technical Requirements and Standards that are appended t the Cnstructin Service Agreement and any later-mdified prvisins that are stated in the pertinent PJM Manual, the prvisins appended t the Cnstructin Service Agreement shall cntrl. Cnstructin Standards PJM website Need fr Cnstructin Standards The facilities f the PJM Transmissin Grid, while perated by PJM, are cmprised f the physical facilities wned by the varius Intercnnected Transmissin Owners ( ITOs ). While the facilities f the varius ITOs are perated by PJM as a fully intercnnected transmissin netwrk, the physical facilities f each individual ITO are designed t the particular cnstructin standards f that ITO. Such cnstructin standards fr a particular ITO include but are nt limited t: transmissin system vltage levels, spacing and clearance requirements, equipment design specificatins, family f material and equipment sizes, Revisin 05, Effective Date: 04/01/

While particular cnstructin standards may vary amng the varius ITOs, all such standards are derived frm thse generally accepted industry standards develped by the American Natinal Standards Institute (ANSI), the Institute f Electrical and Electrnics Engineers, Inc. (IEEE) and the Natinal Electric Safety Cde. The ITOs have selected their varius cnstructin standards t facilitate peratin, maintenance and repair r replacement f the varius cmpnents utilized n their prtin f the verall PJM Transmissin Grid. Thus, it is essential that any additins, upgrades r ther changes t the transmissin facilities f any particular ITO must be designed and installed t the cnstructin standards f that ITO. PJM, as the Transmissin Prvider, will ensure that any Cnstructing Entities authrized t perfrm cnstructin activities under the Optin t Build prvisins f the PJM OATT t intercnnect with the facilities f an ITO r t install r upgrade facilities within the transmissin system f an ITO has access t the established cnstructin standards f that ITO. All such cnstructin standards shall be stated in full in an appendix t the Cnstructin Service Agreement. Applicatin f ITO Cnstructin Standards The cnditins applicable t an Intercnnectin Custmer exercising its Optin t Build are specified in Part IV, Subpart F, Sectin f the PJM Tariff. Amng the prvisins included under the Optin t Build is: Intercnnectin Custmer shall submit t the Intercnnected Transmissin Owner and Transmissin Prvider initial drawings, certified by a prfessinal engineer, f the Transmissin Owner Intercnnectin Facilities and/r Merchant Netwrk Upgrades that Intercnnectin Custmer arranges t build under the Optin t Build. The Intercnnected Transmissin Owner and Transmissin Prvider shall review the drawings t assess the cnsistency f Intercnnectin Custmer s design f the pertinent Transmissin Owner Intercnnectin Facilities and/r merchant Netwrk Upgrades with Applicable Standards and the Facilities Study.
