2 INVITATION FOR EXPRESSION OF INTEREST FOR STUDY ON TRANSIT LOSSES AND HANDLING LOSSES OF VARIOUS RAW MATERIALS PROCURED AND CONSUMED BY RINL/VSP 1.0 Introduction Rashtriya Ispat Nigam Ltd (RINL)/Visakhapatnam Steel Plant (VSP), a Public Sector undertaking under the Ministry of Steel, Govt. of India, located in the City of Visakhapatnam, India and having an annual production capacity of 3.2 million tonne of liquid steel, envisages enhancing its production capacity to 6.3 million tonne by At present, an approx. quantity of million T of various Raw materials like Iron Ore, Boiler, Medium Coking, Prime Coking, Imported Coking, Manganese Ore etc., are being received through rail through rakes and by road through trucks from various Mines to RINL. 2.0 RINL/VSP procures raw materials from various sources. The details are placed at Annexure I. 3.1 Transit Losses : These are the losses generated during transit of various raw materials from different sources to plant by rail. It is the difference in weight between the weighment considered for payment for the raw material and the weighment at VSP s weighbridge. As far as raw material received by Road are concerned, the weight recorded at VSP is considered for payment. 3.2 Handling losses : These are the losses generated after the raw material are received and weighed while handling the raw material through various operations like tippling, stacking and reclaiming from the VSP stock yard to various production units in plant for consumption. It is the difference between the quantity of the stock physically verified and the book balance (as arrived from weighment receipts and consumption at the plant). 3.3 Currently VSP is having a set of norms for handling and transit losses as approved the Board. 4.0 The Consultants who are interested to submit Expression of Interest (EOI) should carry out study and recommend revision in the existing norms for transit and handling losses, if any and advise new norms for materials that were not covered earlier. Scope of work in brief : a/ To study the loading facilities at various loading points from where raw materials are received by RINL in India. b/ To study the weighment facilities at various loading points from where raw materials are received by RINL. c/ To study the weighment facilities of railways available enroute from loading point to destination point. d/ To study the mode of transport for movement of various raw materials by through rakes and by Road through trucks. e/ To study the weighment facilities at VSP destination point for receipt of various raw materials received by and Road. f/ To study the mode of movement of various raw materials from the unloading point at VSP to stockyards.

3 g/ To study the movement of various raw materials from the stockyards to various units in the plants for consumption. h/ To study the weighment facilities available at various points in the Plant where the raw materials are consumed. i/ For various raw materials imported through vessels, to study the unloading facilities, handling of raw material for movement from berth to stockyard, loading of raw material from stockyard to rakes at the VPT and Gangavaram /transporting material through belt conveyor system. j/ To study the variation in moisture levels from point of loading to the point of consumption. k/ To study the system of stock verification. l/ To study the norms prevailing in the industry. m/ To study methods of the stock verification in different industries for different raw materials. 5.0 After conducting study as suggested above and also in additional areas if required, the consultant should submit a detailed report on the norms to be followed for transit and handling losses in RINL keeping in view the prevailing norms of transit and handling losses in RINL and the prevailing industry norms for similar aw materials. The consultant should also suggest measures for reduction of transit losses and handling losses within the prescribed norms for transit and handling losses. The Consultant should be conversant with the mode of transport and handling of various raw materials in various process industries, preferably steel industries. 6.0 The Consultant who are interested to submit Expression of Interest for carrying out study as detailed above at para : 4.0 and 5.0 should submit the following details : 6.1 If a Consultant who responds to this EOI is not presently enlisted with RINL / VSP, he is required to furnish copies of the following documents separately in a sealed envelope super scribing CREDENTIALS along with the EOI: a) Experience and list of similar jobs handled of this nature for any PSU or other neither industrial house. b) Service Tax Registration certificate c) Financial worth and audited financial statements for the last 3 years. d) Other credentials like ISO Certificate etc.. e) List of establishments(branches) in India and abroad for executing similar jobs. Kindly note that the above information is required to assess the credibility of the Consultant not presently enlisted with RINL / VSP. The offer of un-listed Consultant shall be rejected in case of non-submission or incomplete submission of the above documents or RINL/VSP finds that the credibility of the un-listed Consultant is not satisfactory on the basis of the documents furnished. The Consultant shall produce originals of the above documents for verification, if RINL / VSP so desires. RINL / VSP s decision in this regard shall be final.

4 7.0 The Consultant who responds to the EOI should submit a detailed report on the method of conducting such study, details of present establishment to conduct such study and details of proposed establishment for conducting such study. Stages of mode of payment to be received may also be indicated in percentage terms. 8.0 All other terms as per VSP s GCC available at VSP s Website: for reference. 9.0 All the information / documents furnished with the bid are liable to be verified and in case of misrepresentation/forgery noticed at any stage, RINL shall take action such as non-consideration of EOI / bid / termination of order along with forfeiture of bid bond, if any. Decision of RINL in such case shall be final and binding The EOI with the details as required at para 6.0 and para 7.0 above should be submitted in a sealed envelope which should be addressed to the Executive Director (MM), Administration Building, Block-A, Purchase Dept, Visakhapatnam Steel Plant, Visakhapatnam , Andhra Pradesh, India and should bear in Block Capital Letters the superscription "OFFER IN RESPONSE TO EOI NO. : Pur.8.66.EOI/T&HL/09023, Dated ". The name and address of the Vendor should be mentioned on this envelope as well Offers for EOI will be accepted upto 1030 Hrs (IST), on The EOI offers received shall be opened immediately thereafter in the presence of the vendors or authorised representative of the vendors, who may choose to be present Offers for EOI received by VSP by cable, telex, fax or telegrams and offers received late / delayed will not be considered under any circumstances The data given to the consultant by VSP should be restricted for the purpose of this study only and should not be revealed by the consultant The findings reports shall the property of VSP as the study is exclusive to VSP. ************************
