3 Delca Systems has been involved in the process of managing development programmes for both public and private sector clients. Where local authorities have lacked the capacity or skills, Delca Systems has been instrumental in setting up and managing programmes for the construction of municipal infrastructure, and assisting with the management of Capital Works Programmes. Delca Systems has played a leading role in a wide range of public transport related studies during this period, including strategic systems planning, operations and management, infrastructure and policy studies. Most recently the company has been involved in various aspects of planning associated with the requirements of the National Land Transport Transition Act 2000, with a strong focus on the Public Transport Action Plan for the World Cup 2010 host cities and the legacy continuation for integrated and sustainable Public Transport Systems ( ).

6 Traffic Planning and Engineering encompasses a wide spectrum of sub-disciplines ranging from Micro Traffic Impact Assessments, through to Area Wide CBD Studies. Increasingly, much of our work involves working with specialist town planning, urban design and in particular, environmental practices. In respect of the current legislation, every Environmental Impact Assessment (EIA) that involves building development requires a Traffic Impact Assessment (TIA), the extent and detail varying according to the impact of the project. Notwithstanding that a similar process is also required for every significant rezoning and special consent application. 8 Social Responsibility: At Delca Systems we are a proudly integrated empowerment practice. Over the years we have trained and developed a number of engineers from previously disadvantaged backgrounds who have, in turn left to start their own successful consulting firms. Delca Systems has sponsored students from disadvantaged backgrounds, full-time university students and part-time technikon students. We are continually striving to establish joint ventures with emerging consulting practices as well as procure services and goods mostly from PDI s.
