2 SITUATION UPDATES 1. Flooding in Pangasinan Province in Region I; 3 provinces in Region III affecting total of 11 municipalities and 4 Cities 2. Reported flashfloods in 6 municipalities of Pangasinan Province 3. Reported isolated areas due to landslide and rockslide in four municipalities in Kalinga Province 4. Intermittent power interruptions in the Provinces of Ilocos Sur, La Union and Pangasinan 5. Municipalities of Dingalan, Casiguran and Dilasag, all of Aurora Province, are still without cellphone signals

3 SITUATION UPDATES 6. 37,455 families/182,946 persons reported affected with 12,125 families/55,554 persons inside evacuation centers Evacuation centers are opened to serve the IDPs. 8. Roads and bridges damaged in Ilocos Sur and Ilocos Norte. 9. Collapsed wall due to massive rains in Subic, Zambales. 10. Toppled tree causing death (1) and injury to four individuals and three residential houses damaged in Bgy. Central, Quezon City. 11. Five provinces in CAR, 2 in Region II are not passable due to landslides 12. Three provinces in Region II, four in Region III and I in Region V not passable due to flooding.

4 SEARCH, RESCUE AND RETRIEVAL Latest reports on rescue assistance: 5,011 passengers stranded, 61vessel, 55 motor boats and 215 rolling cargoes are stranded; 62 vessels and 56 motor boats took shelter due to rough sea conditions. Total of 3,017 PNP personnel have assisted in SRR in ROs I, II, III, IVA & V SRR 2,787 PNP personnel deployed as security to different evacuation centers in affected regions BPATs of LGUs were mobilized to support maintain law and order

5 SEARCH, RESCUE AND RETRIEVAL SRR Latest reports on rescue assistance: Seven (7) SRR units were deployed to Cabanatuan, Gabaldon, Jaen, Laur, Palayan, Penaranda and Sta. Rosa (Nueva Ecija) for rescue: 1. MMDA Rescue st PCG Auxillary Unit 3. Wilderness SAR 4. Philippine Red Cross 5. Bulacan PDRRMC Pilipinas 7. Pampanga PDRRMC

6 SEARCH, RESCUE AND RETRIEVAL SRR PRC rescued 45 individuals in Nueva Ecija stranded due to flooding PNP deployed 45 personnel for SAR operations in the area of La Union and Pangasinan Rescue5 deployed 1 team with 4 persons in Ilocos Norte

10 CAMP COORDINATION AND CAMP MANAGEMENT AND PROTECTION CCCM SITUATION UPDATES IN Regions I, II, III, V & CAR: A total of 22,038 families or 104,299 persons are displaced and assisted of which 12,125 families or 55,554 persons are inside 255 evacuation centers and 9,913 families or 48,745 persons are outside evacuation centers in Regions I, II, III, IVA, V and CAR as of 19 October 2015, 11AM

11 FOOD AND NON-FOOD FNI A total of 1,322, worth of humanitarian assistance was provided by the LGUs of Regions I, II, III and V. Remaining 48,096 FFPs, out of initial 90,000 packs, are in transit to Regions 1, 2, III, and CAR. IOM prepositioned more than 22,000 rolls of tarps with rope AHA Centre rolls of tarps (for local procurement) PRC Provided hot meals for 2,902 individuals in Aurora. Coordinated with GLOBE Telecoms re installation of Signal Booster for OCD-CAR. RETT on standby with the following capabilities: Four (4) Thuraya Satellite Phones

17 EMERGENCY TELECOMMUNICATIONS SITUATION UPDATES: ETC AFP CEISSAFP units at Regions 1, 2, 3, 4A, 4B, 5 and CAR are alerted and on standby to provide emergency radio communications through HF, VHF and UHF spectrum. CEISSAFP Communications Van and Mobile Communications Tower prepared for possible dispatch. AFP 7 th ID provided communications link on site. AFP 503 rd IB provided communications link on site. RETT on standby with the following capabilities: One (1) Mobile Communications Van: 1 Broadband Global Area Network (BGAN)

19 EMERGENCY TELECOMMUNICATIONS ETC SITUATION UPDATES: AFP NOLCOM established communication redundancies and conducted radio checks with 5ID, 7ID, NTF40, TOG1, TOG2, and TOG Bde, PA installed Harris Manpack Radio at RDRRMC II Operations Center, Tuguegarao City, Cagayan. 503 Bde, PA prepositioned DRR equipment at their Advance Command Post, Camp Henry Allen, Baguio City. Installed Harris Manpack Radio at Cordillera RDRRMC I Operation Center, Baguio City as back-up commo system. 56IB, PA augmented the Radio Communications Group at the Operations Center, OCD III, San Fernando City, Pampanga.

20 EMERGENCY TELECOMMUNICATIONS SITUATION UPDATES: PNP COMMEL units at Regions 1, 2, 3, 4A, 4B, 5 and CAR are alerted and on standby to provide emergency radio communications through HF, VHF and UHF spectrum. National and Regional RETT from PRO 3, 4A and NCR ready for deployment with HF, UHF and VHF capability. ETC BFP COMMEL units at Regions 1, 2, 3, 4A, 4B, 5 and CAR are alerted and on standby to provide emergency radio communications through VHF spectrum. Deployed their Signal Units to support SRR.

21 EMERGENCY TELECOMMUNICATIONS ETC SITUATION UPDATES: PCG RETTon standby at Coast Guard Weapons, Electronics and Information System Service (CGWEIS) with HF and VHF radio capability. DSWD RETT on standby with the following capabilities including GIS mapping: Three (3) Satellite Phones One (1) Portable GenSet One (1) GSM Repeater/Extender One (1) pair WiFi Radio Point-to-Point 5Ghz One (1) Omni WiFi Antenna One (1) Satellite Broadband c/o ione One (1) Laptop Computer

22 EMERGENCY TELECOMMUNICATIONS ETC SITUATION UPDATES: NTC Issued Memorandum to all Public Telecommunications Companies and to all concerned NTC Regional Offices in preparation to Typhoon LANDO. Coordinated with Philippine Amateur Radio Association (PARA) to monitor the condition of the affected areas through their local amateur radio associations. SMART/SUN Prepositioned equipment, vehicle and standby personnel for possible restoration activities. Buffer stock of spares and fuels.

23 EMERGENCY TELECOMMUNICATIONS SITUATION UPDATES: SMART/SUN ETC Disseminated emergency broadcast messages on 17 October 2015 in the following areas: Aurora, Isabela, Quirino, Polillio Islands, Nueva Ecija, Nueva Vizcaya, Ifugao and Northern Quezon. RETT on standby with the following capabilities: Four (4) Thuraya Satellite Phones GLOBE Prepositioned equipment, vehicle and standby personnel for possible restoration activities. Buffer stock of spares and fuels.

24 EMERGENCY TELECOMMUNICATIONS ETC SITUATION UPDATES: GLOBE Disseminated emergency broadcast messages on 17 October 2015 in the following areas: Aurora, Isabela, Quirino, Polillio Islands, Nueva Ecija, Nueva Vizcaya, Ifugao and Northern Quezon. Ongoing restoration of cell sites in strategic locations waiting for advise from security group in areas still unsafe to commence recovery. Ongoing monitoring of the situation in their Operations Center and Regional Command Center in Tarlac.

25 EMERGENCY TELECOMMUNICATIONS ETC SITUATION UPDATES: PHILIPPINE AMATEUR RADIO ASSOCIATION (PARA) On standby to monitor reports from amateur radio groups. PARA through PARA DU Net went into Ham Emergency Radio Operations (HERO) mode commencing at 7:00 PM and monitored reports from the eastern seaboard of Luzon HERO Facebook thread started at 7:00 PM HERO operators were dispatched to man the DX1PAR and NTC Central Stations

26 EMERGENCY TELECOMMUNICATIONS SITUATION UPDATES: ETC REACT REACT units at Regions 1, 2, 3, 4A, 4B, 5 and CAR are alerted and on standby to provide emergency radio communications through HF, VHF and UHF spectrum. Continuously provides information to the NDRRMC Response Pillar Operations Center through civic radio volunteer groups. Deployed REACT units to Emergency Operations Centers in La Union, Isabela, Nueva Ecija, Bataan, Olongapo, Pampanga, Quezon, Baguio, Marinduque, Laguna, Camarines Sur, Camarines Norte, Palawan and NCR

27 EMERGENCY TELECOMMUNICATIONS SITUATION UPDATES: ETC PHILIPPINE RED CROSS One (1) Red Cross Team on standby with radio communications capability ERIC Deployed the Response Pillar Information Management System. Personnel deployed at NDRRMC Operations Center for augmentation UNOCHA RETT on standby with the following capabilities: One (1) Emergency Radio Suitcase (FM): 25km signal radius 98.7 tune-in frequency One (1) deployable High Frequency (HF) Radio

30 RESPONSE PREPAREDNESS PLANS LOGISTICS AFP, PNP, BFP and PCG transport assets are on alert to support/conduct possible HADR in their area of responsibility Philippine Coast Guard imposed a NO Sail policy along the Eastern and North Western Sea boards of Luzon AFP provided eight (8) M-35 to assist in the delivery of relief goods LOGISTICS DPWH Clearing operations in Cordon-Aurora Road was suspended due to heavy rains and gusty winds.

31 RESPONSE PREPAREDNESS PLANS LOGISTICS Provision of meal support for the sixteen (16) AFP Personnel and one (1) DSWD staff (Php5,100) and POL requirements for eight (8) AFP M-35 trucks worth Php21,435.78, for the transport of 8,000 family food packs to the four (4) provinces in Region 1 Provision of POL requirements for seven (7) ambulance/rescue vehicles with six (6) PCG auxiliary WASAR Team and twenty seven (27) SRR and EMS Team for deployment in Nueva Ecija LOGISTICS DPWH Clearing operations in Cordon-Aurora Road was suspended due to heavy rains and gusty winds. 32 HEALTH HEALTH DOH thru HEMB alerted all regions to be affected. Fifteen (15) Regional Medical Teams on standby. Hospitals alerted to receive and treat TY Lando related patients. Prepositioned a total of Php 17,772, worth of medicines, kits and other logistics in seven (7) regions. A total of PhP 96,181, worth of logistics is available at DOH-CO and Regional Warehouses of the 7 regions. Continuous monitoring of the situation by OPCEN of the Central and Regional Offices. DOH-RO3 delivered Php1,932, worth of medicines and other logistics to the evacuation centers in Aurora.

37 RESPONSE PREPAREDNESS PLANS EDUCATION EDUCATION A total of 98 schools are used as evacuation centers: 1 in Region 1, 10 in Region II, 64 in Region III, 10 in Region IV-A, 3 in Region V and 5 in NCR Class Suspension for Oct 20, 2015 Region 1 Dagupan City & San Carlos City (All Levels) Region III Nueva Ecija Province (All Levels)

38 RESPONSE PREPAREDNESS PLANS EDUCATION EDUCATION DepEd sent out advisories to DepEd Region 1, 2,3 and CAR to closely coordinate with their respective LGU for further class suspensions for 20 October 2015 via INFOboard text blast; DepEd sent updates to Education cluster partners regarding the situation report and response actions taken;

39 RESPONSE PREPAREDNESS PLANS EDUCATION EDUCATION DepEd sent out advisories to DepEd local officials and DRRM Coordinators in DepEd Region 4A, 4B, 5 and NCR to submit the Rapid Assessment of Damages Report (RADAR) within 72 hours via INFOboard text blast; DepEd activated #SchoolPatrolPH in Twitter and Facebook to monitor damages to schools;

40 RESPONSE PREPAREDNESS PLANS EDUCATION EDUCATION DepEd verified reports on class suspensions, schools currently used as EC with field personnel; DepEd coordinated with DOH for the list of schools used as EC for the positioning of medical teams; DepEd coordinated with Response Cluster members regarding reports of community members needing search, rescue, and retrieval assistance.
