5 CITY COUNCIL, CITY OF LOVES PARK, ILLINOIS Journal of Proceedings Regular Meeting, Monday, December 11, 2017 Loves Park City Hall Mayor Gregory Jury called the meeting to order at 6:00 p.m. City Treasurer John Danielson opened the meeting with an invocation, followed by the Pledge of Allegiance. Present: Mayor Gregory Jury Aldermen John Pruitt, Charles Frykman, Mark Peterson, A. Marie Holmes, Robert Schlensker, Doug Allton, Nancy Warden (via telephone), John Jacobson, Jim Puckett, Clint Little Also Present: City Clerk Bob Burden City Attorney Gino Galluzzo 1. Approve Minutes 12/04/17 2. IDOT/MFT For November City Offices Closed 4. Christmas For Kids 5. City Christmas Party 6. Water Department Bills 7. General Fund Bills The Journal of Proceedings for the regular meeting of December 4, 2017, was approved as submitted by the city clerk on a motion by Alderman Little. Second by Alderman Schlensker. Motion carried. 10 Ayes (Aldermen Pruitt, Frykman, Peterson, Holmes, Schlensker, Allton, Warden, Jacobson, Puckett, Little) Received a notice from the Illinois Department of Transportation of Motor Fuel Tax distributed to the City of Loves Park for the month of November 2017, in the amount of $54, Placed on file. Mayor Jury announced that city offices will be closed Monday, December 25, Tuesday, December 26, Friday, December 29, 2017 and Monday, January 1, 2018 in observance of Christmas and New Years. He also announced that the council meeting scheduled for Monday December 25 has been canceled and the next council meeting will be held Tuesday, January 2, Mayor Jury reported that he participated in Christmas for Kids with Loves Park Police Officers and Luke Meyer of Rascals Bar and Grill. They were able to raise enough money for 285 kids from the Harlem School District to shop at Wal-Mart. He thanked Luke Meyer for coordinating the event and Loves Park Police officers for shopping with the kids. Mayor Jury thanked everyone who attended the city Christmas party yesterday and he thanked Luke Meyer of Rascals Bar & Grill, William Charles Corporation, Jerry Groh of Baxter Woodman, and Gino Galluzzo of Nicolosi/Galluzzo Law for sponsoring the party. Alderman Jacobson presented the Water Department Bills dated December 4, 2017, in the amount of $15,914.46, and moved that they be paid. Second by Alderman Peterson. Motion carried. 10 Ayes (Aldermen Pruitt, Frykman, Peterson, Holmes, Schlensker, Allton, Warden, Jacobson, Puckett, Little) Alderman Jacobson presented the General Fund and all other bills dated December 4, 2017, in the amount of $1,310,367.43, and moved that they be paid. Rockford Stoppers Coordinator Memorandum Of Understanding Alderman Allton presented Fire Department Reports dated December 7, 2017; presented the Police Department Report dated December 11, 2017, to be placed on file. Alderman Schlensker presented the Water Department Report dated December 6, 2017; presented the Street Department Report dated December 11, 2017, to be placed on file. Alderman Jacobson of the Finance and Administration Committee presented the General Fund and all other bills dated December 11, 2017, in the amount of $139,568.79, for consideration at the next city council meeting; presented the minutes from the committee meeting held December 4, 2017, to be placed on file. Alderman Schlensker of the Public Works Committee presented the Water Fund bills dated December 11, 2017, in the amount of $9,175.51, for consideration at the next city council meeting; presented the minutes from the committee meeting held November 27, 2017, to be placed on file. Alderman Jacobson presented the following resolution and moved for its adoption: RESOLVED, that by the adoption of this Resolution, that the Water Department Manager Craig McDonald, is hereby authorized to purchase new billing software from Continental Utility Solutions Inc. at a cost not to exceed $107, which includes $100, for said software per the attached quote, plus $6, to cover any additional training and costs associated with the installation of said project. Further, funds for this Water Department new billing software and data conversion shall be expended from Account No (Water Department Office Equipment & Furniture). Second by Alderman Peterson. Motion carried. 10 Ayes (Aldermen Pruitt, Frykman, Peterson, Holmes, Schlensker, Allton, Warden, Jacobson, Puckett, Little) RESOLUTION NO Alderman Jacobson presented the following resolution authorizing the Mayor to enter into a Memorandum of Understanding with Rockford Area Crime Stoppers to receive a grant for the employment of a Crime Stoppers Coordinator. WHEREAS, the Winnebago County Sheriff s Department has previously employed a Crime Stoppers Coordinator, but no longer wishes to continue the position; and WHEREAS, the Rockford Area Crime Stoppers organization is willing and able to provide a grant that will cover all costs of employment of a Crime Stoppers Coordinator; and WHEREAS, the Crime Stoppers program in Winnebago County has been a successful model for the nation and has resulted in the apprehension of many persons wanted by the authorities; and WHEREAS, the City desires to see the program continue and is willing to hire a Crime Stoppers Coordinator with no resultant cost to the City by virtue of the grant. NOW THEREFORE, be it resolved by the City Council of the City of Loves Park, that by the adoption of this resolution, whose recitals are incorporated herein, that the City hereby: 1. Authorizes the Mayor of the City of Loves Park to execute the attached Memorandum of Understanding or a document substantially similar thereto in order to obtain a grant from the Rockford Area Crime Stoppers for the employment of a Crime Stoppers Coordinator. Adjourn Alderman Schlensker presented the following resolution and moved for its adoption: RESOLVED, that by the adoption of this Resolution, that the Street Department Manager is authorized to sign a contract with Arc Design Resources, Consulting Engineers, 5291 Zenith Parkway, Loves Park, IL 61111, for preliminary engineering for the reconstruction of Pike Road. The services will consist of fieldwork, partial survey, drainage investigation, design report, topographic survey, and right-of-way, etc. Total cost of the contract shall not exceed twenty-four thousand dollars ($24,000.00). Second by Alderman Jacobson. Motion carried. 10 Ayes (Aldermen Pruitt, Frykman, Peterson, Holmes, Schlensker, Allton, Warden, Jacobson, Puckett, Little) RESOLUTION NO Alderman Peterson reminded everyone to shop locally. Chief opened storage building for Police Department and Street Department to put equipment is storage for winter. 12/11/17 Chief did a re-inspection of a new business and it passed it. 12/12/17 Received Analysis Certification for Station One and Two, Air Cascade Breathing Air Requirements of NFPA 1989, 2013 Edition and both were serviced to grade E. 11 Department of Public Works Street Department Weekly Activity Report Submitted by: Shannon Messinger Street Department Manager Week of December 4 th thru December 11 th Previous week s activity: 1. Continued sweeping with both street sweepers. 2. Started rebuilding truck damaged by Rock River Disposal. 3. Remove no parking signs around Clifford from the bridge construction. 4. Continued working on trucks and equipment. 5. Installed new street name signs in the Birkenshaw Subdivision and various sign repairs in Mulford Hills. 6. Hauled Leaves to the pit and hauled in stone for the Water Dept. 7. Filled potholes. Proposed work: 1. Continue Street sweeping with both sweepers. We may have to stop sweeping towards the end of the week due to below freezing temperatures. 2. Continue repairing a truck damaged by Rock River Disposal. 3. Continue working on equipment and trucks. 4. Start repairing street lights along N2nd, Riverside, Alpine and Forest Hills. 5. We will be hauling off remaining leaves from the Street Dept. 6. We will be hauling scrap metal from the back of the Public Work yard. 7. Continue filling potholes.

20 ORDINANCE NO. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LOVES PARK, ILLINOIS: WHEREAS, the City of Loves Park wishes to establish a new Comprehensive Plan for future development within the planning boundary of the City of Loves Park, and WHEREAS, a public hearing before the Community Development Committee of the City of Loves Park was held on November 29 th, 2017 after due notice in the manner provided by law, and WHEREAS, said Community Development Committee has recommended the approval of the City of Loves Park Comprehensive Plan. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LOVES PARK, ILLINOIS: SECTION 1: The above recitals are incorporated by reference herein and made a part hereof. SECTION 2: That the document known as Loves Park Comprehensive Plan the Blueprint to 2037, be adopted and approved by the City of Loves Park City Council. SECTION 3: This Ordinance shall be in full force and effect from and after its passage and approval as provided by law. All orders, resolutions, or ordinances in conflict herewith are herby repealed insofar as such conflict, and this Ordinance shall take effect immediately upon its passage, approval, and publication, as required by law. Three (3) copies of this Plan shall be placed on file in the Clerk s Office of the City of Loves Park for public inspection.
