3 P Green Label System Overview 1 oncept Te P green label indicates P maker s overall efforts and activities to ensure tat te computer is environmentally conscious. Te label concept consists of te following tree elements: Environmentally onscious P manufactured by company tat practices environmental management A Environmentally onscious Product Design and Manufacturing (including 3R). B P taking-back, Reuse, Recycling and Proper disposal after end of use Environmental information Disclosure. Indicates wide range of environmental initiatives (including 3R) tat affect everyting from corporate structure to product design and manufacturing. Self declaration type of label because of product caracteristics of sort life Attempts to raise environmental standards for te entire industry rater tan produce a top runner. 2 Label s value for Users: You can trust bot te Product and its manufacturing company in environmental aspects. P company discloses Environmental information wic is elpful for users wen selecting (or using) a computer. Environmental onscious Design and Manufacturing is well conducted and ensures P users energy saving, safety, and so on, during use. 4 3 Label s Meaning for P makers Te label indicates te maker s intent to promote te formation of te recycling society and te fact tat te maker as met industry-wide voluntary targets. 4 Applicable Products Desktop type P, Notebook type P, All-in-One P and/or Display including attacments (Hereafter referred to as a P ). A tin client terminal computer is considered as P. However, units sold as Servers and Work Stations are excluded.. 3

5 P Green Label System Administration 1 Administration Administration of affairs concerns te P green label is carried out primarily by te P green label management committee (ereafter referred to as te Management ommittee). Personal computers 3R promotion committee P green label examination and standards committee P green label management committee 2 Duties of Management ommittee 1 Te Management ommittee is in carge of managing and promoting te P green label in accordance wit standards considered by te P green label examination and standards committee (ereafter referred to as te Examination and Standards ommittee). 2 Promotion specifically includes te following: (a) Final decision concerning standards and examination (b) Administration of green label system (c) Periodic review of label system (d) Promotion/popularization of label system 3 It is particularly important to maintain neutrality, transparency and objectivity wen creating standards for (a), (b) and (c). In order to ensure tis, te Examination and Standards ommittee consisting primarily of people of experience or academic standing was establised to propose standards. (Te Examination and Standards ommittee is caired by Professor Isitani of Keio University. His term of duty is sceduled to be 2 years.) 3 Specific activities (1) Final decision concerning standards and examination 1 Te Examination and Standards ommittee sall primarily draft proposed standards for consideration including a cecklist. Te Management ommittee makes te final decision wile giving maximum consideration to te Examination and Standards ommittee s draft of proposed standards. Te decision of Management ommittee needs agreement of majority members. Specific examination standards are given in te instructions for filling out te cecklist tat clearly states required evidence. 4

6 2 Te examination includes a company examination and product examination. Te company examination objectively determines if te company conforms to examination standards establised by 1. Te final decision as to weter te company passes te examination is up to te Management ommittee. Wen tis is determined, te Management ommittee reports te decision to te Examination and Standards ommittee. Te product examination determines weter te product conforms to te spirit of te ISO series Type II environmental label by means of te cecklist prescribed by te P maker s guide. 3 ompany examination (a) Te new applicants can apply for te P green label at any time in te name of te person in carge at te company, and te Management ommittee determines if te company conforms to examination standards in accordance wit te prescribed cecklist. Te applicant is usually informed witin 1.5 monts weter or not te criteria ave been met. If it is determined tat te standards ave not been met, te reason for tis is pointed out to te applicant. Under ordinary circumstances, all cecklist requirements must be met. Tis owever does not apply to te case were extenuating circumstances are deemed appropriate to exempt certain requirements in te supplementary section at te end of te cecklist. At least one requirement must be met concerning te selection on te left side and related items. (b) An examination is carried out wen te applicant applies for renewal once every two years witin about two monts after te issue of new version of ompany Examination. (c) Wen a new item is added, re-applications will be accepted if te Management ommittee deems tem necessary. If, after approval, tere are any canges to te contents of te company application, te company is to notify te Management ommittee in a timely manner. (Free format) (d) If te company examination is passed wit condition, te applicant needs to report to te Management ommittee as soon as te condition is cleared. Evidence must be attaced. (Free format) (e) Examination fee Te examination fee is carged wenever you apply te company examination for te first time or renewal examination of once per two year. Te following examination fee is collected P 3R promotion center members: free for examination P 3R promotion center assistant members: fifty tousand yen for examination P 3R promotion center non-member::undred tousand yen for examination. 4 Product examination (a) If te company examination is passed, te label is basically a self-declared type, so te computer manufacturer can use te label if e objectively determines tat e meets te criteria of te prescribed cecklist. Te product for examination must be te product to be marketed. (b) All of mandatory items on te cecklist must be met. 5

7 (c) If te examination is passed, te company must do te following witout delay: Report te fact tat te prescribed examination standards ave been met to te Management ommittee. (Te person in carge of communicating information concerning product examination must send te information to te secretariat by as a PDF or MS-Word file.) Te report is accepted after te P Green Label System (Scope of Application) is issued and applicant pass te company examination. Te products specified at 4 Application of te label system can be applied. Te type/model tat passed te examination is to be displayed at te company Web site. Te company must also be prepared to receive inquiries concerning ompliance. Te results of cecking te cecklist for eac type/model must not be publised at te company Web site. (Te standards or cecklist itself owever may be publised.) Te user sould be able to look up te type/model tat passed te examination for ten years. Related documents of te passed type/model must be kept by te computer manufacturer to cope wit user s inquiries. 5 Report of P Green Label Application for Judgment te result of product examination Te company must and in te report of P Green Label application for Judgment te result of product examination to use P Green Label to a secretariat in order to prove adequate performance of judgment te result of examination and te report must be examined by te Management ommittee. After te result of judgment, te company must submit a proposed amendment, if some improvements are requested. Te submission of te report of P Green Label Application for Judgment te result of product examination as follows. Te company newly applied and passed te company examination sould be submitted tis report witin two monts after te submission of te product examination report. Ten, wen tere are te following revision and cange, tis report about te revision/cange item sould be submitted. Witin about two monts after product examination standard is revised and te product examination is reported. Witin about two monts after product examination metod is canged and te product examination is reported. Te secretariat will inform te result of examination witin about 1.5 monts after submission of te report. 6 Role of te committee secretariat (a) Te committee secretariat is to create a section on green label system and management in te P 3R promotion center (ereinafter referred to as P3R) Web site to publis te standards or cecklist and to serve as a portal to types/models of eac company tat ave passed te examination. (b) Te committee secretariat must also be able to accept various inquiries from users by mail, etc. (c) Te committee secretariat places frequently asked questions from makers concerning ow to apply for green label examinations into FAQ format to facilitate dissemination of information. (d) Te committee secretariat provides te electric data of ceck lists for ompany examination and Product examination to te applicants. 6

8 (2) Label system management 1 Te following basic stance is taken concerning complaints: In te case of complaints concerning disparity in label standards, te maker must take it upon imself and report te disparity, progress, countermeasure and results in order to speedily remedy te situation to te Management ommittee. (Tere is no specific format for te report.) If at tat time te company or product is found to fall significantly sort of green label standards, te company will be given counsel concerning te problem. If te advice is not complied wit, permission to use te label will be revoked and te fact tat tis as been done sall be reported to te media. P3R secretariat takes a role as an interface for user s inquiries of te label system. Te P3R secretariat may raise important issues to te Management ommittee. 3 Regulations concerning use of te green label logo sall be obliged to observe tose regulations. (3) Periodic review of label system ompany examination standards sall be reviewed once every two years and product examination standards sall be reviewed annually. Revisions sall be proposed by te examination and standards committee. 9 P Green Label Standards -1ompany system to design and manufacture environmentally conscious personal computers (1) Environmental management system 1 ISO14001 must be certified or equivalent system must be establised. (2) Ozone layer depletive substances 1 Te substances restricted by te ozone layer preservation law must not be used as a cleaner in te manufacturing process for P and te field replaceable units. (3) Environmental Design Assessment 1 Based on te Guideline for Environmental Design Assessment of Information Tecnology Equipment (Version 2), (JEIDA-G ) (ereafter referred as Guideline) specified by Japan Electronics and Information Tecnology Industries Association (ereafter referred as te JEITA), te assessment items, standards and metod must be clarified for eac product s category. 2 Environmental Design Assessment must be conducted before releasing new product to market. Assessment must be focused on 3R (Reduce, Reuse, Recycle). 3Assessment result must be recorded. (4) System for long use of P 1 Product repair service must be provided for at least five years after te end of sales date of te product. (5) P recycling 1 Must ave a recycling system tat conforms to te Law for Promotion of Effective Utilization of Resources and te Waste Management and Public leaning Law. Te company must provide collection, transportation, recycling and disposing system/processes for P s discarded by businesses and ouseolds (including recargeable batteries) Te company must provide a recycling process of discarded Ps. Te facilities or sub-contractors of P recycling system sould be implemented EMS (Environmental Management System). Te company sould review actual recycling process of sub-contractors periodically. -2 Environmental information (1)For Users 1 Te product(s) wit P Green Label must be disclosed on te Web site, etc. 8

10 2 Information for product safety and contact point(s) for disposal must be indicated on te user s manual, Web site, etc. 3 Information of contact point(s) for repairing and functional upgrading service must be indicated on te user s manual, Web site, etc. 4 An annual status report of P taking-back, recycling and disposal must be disclosed. 5 P products wic passed product examination are obliged to mark te green label logo under te Application ode for te P Green Label Logotype. (2)For Local governments 1 Terms and conditions for discarded ouseold Ps wic are gatered by local governments must be disclosed. (3)For Maintenance service contractors (departments) 1 Information for easy maintenance and repair must be provided to promote long-use of te product. (4) For Recycling and disposal contractors (departments) 1 Tecnical and safety information for disassembling and proper disposal of te P must be provided for recycling process. Especially information of azardous material(s) contained in te P(s) must be provided. P-1 Environmental conscious product design and manufacturing process (1)Energy efficiency 1 Te product must be designed to follow te most current year s Japanese energy saving law or te most current year s International Energy Star Program. 2 Information concerning power consumption, etc. must be given in catalogs, user s manuals, and/or on te product itself. (2)Safety andling and electromagnetic noise 1 Product Safety must follow JEIDA-37 or JIS 6950, J60950, or equivalent. 2Electromagnetic noise level must comply wit ; Te JEITA Guideline concerning low-frequency electromagnetic fields of computer displays (JEITA ITR-3004). VI (ouncil on Voluntary Restrictions to Prevent Electromagnetic Noise from omputer, Etc.) (3)emicals tat could ave a negative impact on ealt and/or te environment 1 Te product must be designed to comply wit Japanese laws/regulations and managed te cemical substances based on te Guidelines for te Management of emical Substances in Product, (JIG-101) specified by Japan Green Procurement Survey Standardization Initiative (JGPSSI). 9

11 2 Plastics frames weigting more tan 25g (P, display, keyboard and mouse) must not contain intentionally added cemicals classified as carcinogens (groups 1 and 2A) by IAR (International ancer Researc enter). 3 Te products supplies parts, maintenance parts, packaging materials, etc. must not contain substances restricted by te ozone layer preservation law. 4admium, lead or mercury must not be added to battery cells for battery pack and coin battery for backup as prescribed components. 5 Halogenated organic compounds must not be added to plastics used for packaging. 6 Te sum of percentage contents of lead, cadmium, exavalent cromium, and mercury present in packaging or packaging components must not exceed 100ppm by weigt. 7Te specific cemical substances wic are Lead, cadmium, exavalent cromium, mercury, or specific bromide flame retardants (PBB, PBDE) contained in a product must be less tan reference percentage contents. 8Te percentage contents for lead, exavalent cromium, mercury, and specific bromide flame retardants (PBB, PBDE) must be less tan te reference, and te product must be indicated te green mark specified by Te marking for presence of te specific cemical substances for electrical and electronic equipment (JIS 0950) or te industry guideline tat is applicable at te time of declaration. If tere are exempt, te information of te percentage contents must be publised at te Web site 9Te emission rate of specific volatile organic compounds must be less tan te guideline values on te JEITA guideline VO Guidelines for Personal omputers tat is applicable at te time of declaration. 10Te maximum mercury content per LD back ligt is 5mg or free from mercury. P-2 3R conscious Design and Manufacturing (1) Design for REDUE 1 Product design for compactness, material reduction and longer life must be considered wit following aspects witout influence to function. Parts quantity and commonality Ease of repair/maintenance Use of longer life materials Reuse of used parts and/or recycled materials Use of bio plastic for material reduction 2Functional upgrade-ability considering ease and safe operation must be provided in te product design. Upgrade wit commonly available tools 10

12 (2) Design for REUSE 1 Reusability of units built in te product must be considered (e.g. HDD, FDD, Display, R-ROM, Memory, etc). 2 Reusable parts/units can be dismantled easily from te P. Tey also must be designed dust protective and easy cleaning. 3 Manufacturing date of reusable parts must be provided. (3) Design for REYLE 1 For ease of recycling, following must be considered. (a) To uniform metallic parts materials witout influence to function, (b) To avoid surface processed materials wic are difficult to recycle, (c) To adopt recyclable plastics. 2 Plastics parts weigting 25g or more must be considered to minimize number of materials as muc as possible witout influence to function. 3 Plastics parts weigting more tan 25g wit surface area 200 sq-mm must be labeled on te parts in line wit JIS K6899/K6999 and/or ISO 1043/11469 Section for ease of sorting. 4 Te product can be disassembled easily by material for material recycling. 5 Recargeable batteries (Battery pack) must be labeled properly for recycling by battery type. Tey also can be removed easily from te product. 6 Te product must be andled and transported easily wen taking back. 7 Units/parts wic require proper disposal can be removed easily from te product. (Batteries, fluorescent tube, etc) (4) REDUE and REYLE of user s manuals and packaging materials 1 REDUE Volume and weigt reduction of user s manuals and packaging materials must be considered. User s manuals must be printed on recycled paper or paper used virgin pulp considering environment and tey must be non-clorine bleaced paper. Recycled plastic, bio plastic materials, or recycled paper for packaging must be used for material reduction. 2 REYLE Packaging must be designed to use recyclable materials suc as cardboard and Styrofoam. Also, it must be designed to separate easily by material. Paper and plastic packaging/wrapping materials/cartons must be labeled in compliance wit te Law for Promotion of Effective Utilization of Resources. 3 Used packaging materials must be convenient for collection and transportation. 11

18 Instructions for Filling out P Green Label ecklist (ompany Examination for Environmental Systems 2007Version) You must verify compliance of te standard by item on te cecklist and if you meet te standard completely, fill out te column wit V. In case you meet te standard wit condition, fill out te column wit ". Items marked wit require supplementary explanation in te last page of te application form. For te items not to be selected for optional items, fill out te column wit (blank).
