1 BARGING INFORMATION & RATES Keswick Island has a regular barge service that runs from Mackay. This is a coordinated service between Speyside Investments Pty Ltd and Keswick Developments Pty Ltd. We understand that barging can sometimes require significant logistics; however, this guide outlines planning and arrangement details that may assist with your barging needs. BARGE OVERVIEW Barge The MV Gulfstream barge services Keswick Island, as has done since March MV Gulfstream, berthed in the Mackay Marina, was purchased specifically to provide a reliable and dedicated service to Keswick Island. The barge, which had a major refit in 2010, was once called Stampede, and serviced Keswick and Brampton Islands in the late 1990 s through until As such, it is ideally suited to servicing islands. The barge service is owned and operated by Speyside Investments Pty Ltd (Speyside), a company wholly-owned by Edward Dawson-Damer. Barge ramp The barge ramp at Keswick Island is tidal, with access to the ramp up to 2 hours on either side of the high tide. It is accessible outside these hours with the loading/unloading of deck loaded freight via use of a 4WD telehandler. Keswick Developments Pty Ltd (KDPL) commissioned the new concrete barge ramp in December Storage yard The barge storage yard, located on Edmund Casey Avenue, Mackay Port, is a 1,600sqm secure yard, approximately 250m from the Mackay Port ramp. This yard is managed by the Barge Manager, Kevin English. Further details on the storage yard are listed below. 2 BOOKING SPACE ON MV GULFSTREAM For freight TO Keswick Island Bookings need to be made directly with Kevin English, Barge Manager, by phone. For freight FROM Keswick Island Contact Brett Curd, Keswick Island Operations Officer, to arrange space on the outward barge. Barge runs - Regular versus private charter i) KDPL barge runs KDPL usually has 4 runs a month to the island. To book space on a run chartered and booked by KDPL, the standard rates will apply (listed below). ii) Privately-chartered barge runs The barge can also be privately chartered. There is a fixed rate to Keswick Island of $3,300 (+ GST) for a return trip. Note that there is also a $300 door drop fee payable to KDPL for each run. A pre-payment of 50% is required for the barge to run, with the balance payable within 14 days. If KDPL or any other 3rd parties take space on a privately booked run, subject to space, the party who has booked the barge will be reimbursed (by the other parties), per the standard rates. BARGING LOGISTICS All barging logistics must be co-ordinated through Kevin English, Barge Manager. These include: Loading/unloading and transportation of goods i) Barge manifest It is the responsibility of the party booking the barge to arrange for deliveries to the storage yard, prior to the barge run. A detailed list of all goods to be freighted must be provided. This is a Marine Safety Queensland (MSQ) requirement for the manifest for each barge run. If a stillage, wrapped pallet or box contents are not identified they are unable to be transported. ii) Logistics and Barge Manager services Kevin English is responsible for the management of all logistics for barging and storage of goods to Keswick Island. This includes: receipt of deliveries from the storage yard loading/unloading the MV Gulfstream at the Mackay Port ramp accompany barge runs assist with loading/unloading at Keswick Island barge ramp manage the manifest and schedule of each barge run, including communication of any cancellations caused by adverse weather

3 iii) Telehandler There are two telehandlers available to load/unload the barge. One is kept at the barge ramp on Keswick Island, the other is kept at the top of the ramp in the secure area of the Mackay Port. Both are available for hire. iv) Truck A 6 tonne, 6 metre Isuzu NPR tray-back truck is available for hire, specifically for transporting pallets and other materials to the barge. The truck is based in the barge storage yard at Mackay Port, and is loaded/unloaded in the yard pre/post barging. Barge storage yard, deliveries and collections i) Storage yard The secure barge storage yard is located on Edmund Casey Avenue, Mackay Port, approximately 250m from the Mackay Port ramp. Yard facilities include: ii) 1,600sqm secure storage yard shipping container(s) for undercover, secure storage gravel hard stand for open storage of vehicles and bulky items 4 tonne forklift (operated by Kevin) 6 tonne tray-back truck Drop-off and pick-up of goods storage yard (and deliveries and collections) The storage yard is managed by Kevin English - for all drop-off and pick-up arrangements at the storage yard, please contact Kevin. Note that if there are any delays compared with the dropoff/pick-up time arranged, Kevin s time may be charged. Kevin is also available to undertake collection and/or delivery of goods on your behalf, within the Mackay region. Contact Kevin to discuss arrangements and charges applicable. Kevin s time is charged at $60.50/hour (incl GST). iii) Storage rates The rates for storage in the yard are: Outside open storage - $5/day for up to 10m2 Inside (container) - $5/day for up to 1m2 pallet There is no charge for being stored temporarily (that is, less than 48hrs), nor will there be a charge for longer periods of storage as a direct result of the barge being unable to run.

4 Large freight items For large freight items requiring roll on/roll off vehicles, the barge is capable of taking 45 tonnes on the deck, and 35 tonnes below deck. The barge is only able to carry 1x large concrete truck or 2x small trucks on each run. To arrange, please contact Kevin English well before the scheduled run. Note that: Vehicles to be barged are to be at the storage yard the day prior. It is the responsibility of the Barge Manager to move the vehicle to the barge ramp, and onto the barge. If vehicles and their drivers arrive the day of the run, they must be at the top of the ramp no less than an hour before the departure time. The driver will also have to access the Port via the main entrance and get accredited with security before going to the ramp. It is much easier and less hassle to take the vehicle to the yard the day before if possible. It is the responsibility of the deckhand to properly secure all vehicles with tie down chains, not the driver of the vehicle. The barge Captain must determine the suitability of the vehicle. The Captain has the final word and authority as to vehicular access on the barge. Refer below for rates. Small freight items Small freight items can be transported via the barge. Note that if the flat-bed truck is being utilised on the barge run, light weight and/or fragile items may be loaded onto the truck in order to minimise risk of damage during transit. This is at the discretion of the Barge Manager. If this is the case, an additional amount for truck use (proportionate to size of freight item) will be charged. As a guide, the flat-bed truck fits up to 6 bins, or up to 10 pallets. Note that if a customer is transporting more than 5 pallets to be transported via truck, the full hire rate for the flat-bed truck applies. Further details regarding transport options for smaller freight items can be found on the Keswick Island Community website (Community Services>Freight). BARGE SCHEDULE The barge crossing between Keswick Island and Mackay Port is approximately 2.5 hours. The barge schedule will be determined by Kevin English and the Captain of the vessel. In the event of poor weather or unsuitable load, the Captain will determine whether the run is safe to proceed. The barge will run at the first appropriate opportunity thereafter. INSURANCE Parties booking space on the barge or chartering the whole barge are recommended to take out Marine Transit insurance for their goods. This also includes the storage of materials in the barge storage yard. Although the yard is fenced, locked and has solar security lighting, KDPL do not accept responsibility for goods and materials whilst they are stored in the yard.

This will be invoiced by Speyside Investments Pty Ltd. ABN % payable pre-run and 50% payable within 14 days of run. Unit Barge Load $30.25 $50.50 Rate inc. GST $3, Door Drop Fee (included in total price above) Unit Rate inc. GST A door drop fee is applicable for all barge runs. This will be invoiced by KDPL to the party booking the barge. This enables access to the barge ramp and temporary (less than 24hrs) storage of material in the barge ramp handling area, before delivery to site. Further rates may apply for use of KDPL plant and equipment for handling and deliveries. See Plant & Equipment Hire Rates. 6 BARGE SPECIFICATIONS Licences and permits The MV Gulfstream is in 2C survey off-shore. It has a current permit from the Great Barrier Reef Marine Park Authority to operate in the Marine Park from the Far North to Gladstone. It is also permitted to transport packaged fuel. The vessel is permitted to carry up to 6 passengers if they are accompanying freight. It is not permitted to take fare-paying passengers who are not accompanying freight.
