D Line Rapid Bus Project Planning Update City of Richfield Transportation Commission November 1, 2017 Katie Roth, Manager Scott Janowiak, Planner BRT/Small Starts Project Office 1

D Line: Scope Substantially replace Route miles (about 2 mi. in Richfield) Service every 10 minutes, 20-25% faster than Route 5 Approximately 50 stations More comfortable Rapid bus style shelters with heat, light, security features, signage Larger buses Improved travel time Pre-boarding fare payment All-door boarding Transit signal priority 2030 daily ridership forecast with rapid bus improvements: 23,500 2

Project Schedule Planning issues resolution Publish & approve station plan Complete NEPA document Develop service plan Design services procurement Preliminary design Final design ROW acquisition Construction procurement Construction Preliminary Assumes engineering funds are identified mid-2018; construction funds identified mid-2019 Revenue service to begin following construction & testing 3

Planning Process Overview Planning objective: Approved D Line Station Plan What intersection? What intersection quadrant? How was location determined? Anticipated draft Station Plan locations for public comment Portland & 66th Portland & 72nd Portland & 77th 4

Richfield D Line Planning Considerations + Inputs Connecting transit service Route 515 at 66th; Route 540 at 77th Ridership About 350 Route 5 boardings in Richfield Spacing About 1.4 miles between 66th & 77th Land use Existing roadway and platform fit 5

Richfield D Line Planning Considerations + Inputs Data from October 9-31, Portland Avenue reconstruction fully opened on October 7, Rt 5 daily boardings About 0.75 mi between stations About 0.6 mi About 0.5 mi About mi About 0.5 mi 6

Richfield D Line Planning Considerations + Inputs Outreach Pop-up outreach at Richfield Farmers Market Conversations w/ community organizations (e.g., VEAP, Hope Church, Cornerstone Advocacy) Opportunities for public comment and involvement on draft D Line Station Plan in early

Portland & 66th Northbound: Nearside Adequate length available for standard 60-ft platform Southbound: TBD Dependent upon outcome of Hennepin County study reviewing roundabout operations Ongoing coordination on traffic/bike/transit interaction Legend General platform location 8 Existing bus stop

Portland & 77th Northbound: Farside Increases potential for TSP benefit and decreases transit delay Adequate length available for standard 60-ft platform Southbound: Nearside Driveway access farside limits available platform length Ongoing coordination on traffic/bike/transit interaction Legend General platform location 9 Existing bus stop 9

Portland & 72nd 1 station at 72nd St between 66th and 77th Sts Lower ridership compared to other corridor segments Consistency with ridership/spacing relationships elsewhere on corridor (e.g., Elliot Park, Near North) Station spacing of about 0.75 mile to 66th; about 0.6 mile to 77th Why not 70th or 73rd Sts for a single station? Additional ROW at 72nd St increases constructability More even spacing between 66th and 77th; closer to ridership center at 73rd Land use and proximity to Hope Church 10

Portland & 72nd Northbound: TBD Sightline considerations nearside; median considerations farside Southbound: TBD Additional space nearside compared to farside; median considerations nearside Further coordination needed for intersection quadrant considerations Legend General platform location 11 Existing bus stop 11

Next Steps Draft D Line Station Plan to be released in early 2018 Opportunities for public comment on station locations prior to formal approval by the Metropolitan Council (anticipated in summer 2018) 12
