Other Goods Movement Business Getting to MARC: Information on transportation options to the MARC offices, including directions, parking, transit, carpooling, and bicycling, can be found online. If driving, visitors and guests should enter the Rivergate Center parking lot from Broadway and park on the upper level of the garage. An entrance directly into the conference area is available from this level. Parking: Free parking is available when visiting MARC. Visitors and guests should park on the upper level of the garage. To enter this level from Broadway, turn west into the Rivergate Center parking lot. Please use any of the available spaces on the upper level at the top of the ramp. 2 Goods Movement Committee March 3, 205 Meeting Summary Members/Alternates Present Representing Karen Gilbertson, FHWA KS Randy Rowson, CDM Smith John Maddox, KDOT Luke Miller, MoDOT Dale Watkins, OOIDA Richard Grenville, Port of KC Chris Gutierrez, SmartPort John Maddox, KDOT Jeff Schwartz, Metropolitan Community College MARC Staff Present Ron Achelpohl, Director of Transportation Darryl Fields, Senior Transportation Planner ) Introductions and Approval of Meeting Summary Mr. Achelpohl called the meeting to order and welcomed attendees and introductions followed. The March 3, 205 meeting summary moved and seconded motion carried. 2) SmartPort/Trade Data Exchange (TDE) Update Chris Gutierrez provided an update on the region s freight status. The Kansas City region is a strong market for freight. Intermodal yards are doing well with strong growth within Kansas City Southern s (KCS) Center Point, Burlington Northern Santa Fee s (BNSF) Egerton and Norfolk Southern yards. The region is seeing strong growth in tech suppliers, 3pls, cross dock retailers and warehouse development. There is strong regional vertical development (warehouse development) to accommodate the strong freight presence. o BNSF is completing a 4 million square foot speck building o Flex Steel is adding an additional 500,000 square feet o Kubota is adding 7,000 square feet The region is seeing growth in e commerce with companies as Jet.com (membership online retailer) adding 300,000 square feet, Amazon building 275,000 square feet in Lenexa, FEDX Ground and UPS adding to their existing terminals. The region has seen an uptick in automotive suppliers with new manufactures adding 8,000 new jobs. The KC Ford plant is the 2 nd largest automotive hub in the Ford Company network. A question was asked if the bleak transportation funding projections was a conversation within the freight community. Mr. Gutierrez said no, the freight community s questions related to connectivity and low congestion. The KC region having strong connectivity and low congestion does the region well competing against Dallas and Chicago. Issues that potentially affect the region s future growth: Dallas is one of the region s largest business development competitors, Not enough speck building 8 million square feet or more, and

3 Skill labor in the transportation industry is becoming an issue for OME (original manufacture equipment) suppliers. Jeff Schwartz commented that the metro community colleges are concentrating on solving the issue of a skilled labor force from truck driver to welders and electricians. Community colleges are starting program with kids and parents to explain career options in technical jobs. Most students enrolled in the college s CDL (truck driving) program are receiving jobs before leaving the course. Trade Data Exchange TDE received funding through a transportation earmark about years ago to develop a technological approach to more visibility and efficiently move freight. The initial projected started as a pilot test to electronically administer freight bill of ladings. Upon completion of pilot testing FHWA recommended commercialization of the TDE to develop further electronic freight movement. SmartPort partnered with e Shipping (a transportation management company that provides end to end shipment services with visibility and analytics) Parkville, MO to develop the commercial version. e Shipping combined the TDE software with their freight management software. The final version is the development of the TDE as a membership network providing on line access to the freight management software. The TDE technology is a cargo data risk management clearinghouse software that connects shippers, importers/exporters, carriers, freight forwarders, brokers, financial institutions and governments along the supply chain. It is a shared logistics data solution implemented across all transportation modes, all industries and all trade participants. TDE complements the Electronic Freight Management (EFM) initiative, a USDOT sponsored project that applies Web technologies that improve data and message transmissions between supply chain partners. 2) KDOT Updates Truck Parking Study John Maddox provided an update on KDOT s Truck Parking Study conducted by HNTB. The study is analyzing truck parking opportunities and locations in KS. The study was one recommendation from KDOT s Statewide Freight Advisory meeting conducted last year. The study will use several methods including surveys, focus groups and infrastructure analysis/observations to understand parking issues in KS. The study should be complete in 6 to 9 months and answer questions related to infrastructure and technology to better accommodate truck parking in KS. KDOT is also pursuing a TIGER 5 grant in cooperation with Kentucky, Indiana, Iowa, Michigan, Minnesota, Ohio and Wisconsin (MAASTO Mid America Association of State Transportation Officials) for a Truck Parking Information and Management System that would be used to provide real time information to commercial truck drivers about the availability of public and private truck parking, through the use of dynamic roadside signs and other means. KDOT will request TIGER letters of support from cities, MPOs and the private sector. Transload Study KDOT received over 09 site selections from 50 applications. HDR, the study team, is refining the application to better reflect needs within the certification matrix. Hope to have 4 5 sites selected late fall ) Goods Movement Committee 205 Structure The Committee provided suggestions about committee membership and decided that SmartPort represents the KCADC in freight related matters (see attached sheet). Staff was instructed to contact agencies and transportation modes for representation to fill empty membership seats. 2

4 Mr. Schwartz stated he has more comfortable to represent education and not as comfortable representing CSCMP. Staff will work with CSCMP to find an appropriate way for their inclusion. There was discussion regarding struggles to provide meaningful topics/information for the committee to continue to meet every other month. The Committee concluded that the GMC should meet quarterly with flexibility to meet more often if needed. There was a question about voting. The membership spread sheet showed LTL trucking having vote the question was raise if they should have 2 votes? In addition, each chair receives vote; if the chair represents a voting jurisdiction does that chair s vote affect the overall vote? Voting questions were tabled until the July meeting. Membership structure is still influx for appropriate contacts from rail, Unified Governments (UG), airports, Johnson County and other freight related entities. Mr. Gutierrez provided contacts for UPRR (Lindsey Douglas), UG Economic Development (Greg Kindle) and Riverside Economic Development (Mike Duffy). 5) Other Goods Movement Business FHWA announced that the ITS Heartland Conference would be in Omaha and the completed Michigan I 94 study is available on the FHWA s website. MoDOT announced the 206 Freight Enhancement Program for non highway projects applications are due a week from Friday March 3, 205 MARC s annual meeting is June 5 and the public comment period for the long range plan ends June 7, 205. Port of Kansas City announced a May, 205 name change to Port KC this is more in line with naming nomenclature with other ports across the country. The name change coincides with other regional transportation focus as the new transit brand Ride KC that includes bus and streetcar. 3

Harrison Street Topeka, KS Re: Truck Parking Information and Management System TIGER APPLICATION Dear Secretary King: As the U.S. Department of Transportation considers applications for FY 205 TIGER Discretionary Grants, the Mid- America Regional Council wishes to convey support for the multi-state TIGER grant application submitted by the Kansas Department of Transportation on behalf of itself and the state Departments of Transportation of Kentucky, Indiana, Iowa, Michigan, Minnesota, Ohio and Wisconsin. As you know, the Truck Parking Information and Management System would be used to provide real-time information to commercial truck drivers about the availability of public and private truck parking, through the use of dynamic roadside signs and other means, along key commercial corridors throughout the eight Midwestern states, including roadways in the Kansas City metropolitan area. This project is consistent with the goods movement and transportation management strategies in Transportation Outlook 2040, the region s long-range transportation plan, and as such demonstrates the support of the entire Kansas City region for this important investment. The Mid-America Regional Council supports funding the multi-state Truck Parking Information and Management System TIGER application and we look forward to working with you to make this important project a reality. 6 Goods Movement Committee Role/Responsibility/Membership 6/30/5 Goods Movement Committee (GMC) Role/Responsibility: The Committee shall advise, educate and recommend to the Kansa City Urban Area MPO and TTPC on transportation strategies and policy guidance that will aid in the movement of freight into, around and out of the metropolitan area, provide a forum for regional freight stakeholders, increase public private collaboration, and public outreach on freight importance and needs. Membership will be comprised of representation from major transportation providers from the private and public sectors, economic development agencies, and energy involved in freight planning and the users of those modes of transportation.
