2 Conditions: You are assigned to a Military Post Office (MPO) and are designated as the Postal Supply Clerk. You will monitor the stock level of supplies to prevent overstocking and ensure timely requisitions of items necessary to maintain operations. Specific duties include ordering, receiving and issuing supplies; inventory controlling (posting and inventorying), caring, and preserving of supplies; and the disposing and replacing of obsolete supplies. You have access to DOD M (DoD Postal Manual), USPS Publication 223 (Directives and Forms Catalog), USPS Publication 247 ( Supply and Equipment Catalog), PS Form 1586 (Supply Record), PS Form 7380 (Material Distribution Center (MDC) Supply Requisition), PS Formx DDDP (Express and Priority Mail Supply Order Form Postal Installations), Julian Calendar, information on the current stock level of supplies on hand and maximum levels allowed, and standard office supplies and equipment. This task should not be trained in MOPP 4. Standards: Inventory postal supplies and ensure items are issued, ordered and received, without error. 3 1. Control procurement of USPS supply items. Performance Steps a. Designate a Postal Supply Clerk in writing. b. Maintain USPS Publication 223 (Directives and Forms Catalog). c. Maintain USPS Publication 247 (Supply and Equipment Catalog). 2. Store supplies and monitor inventory. a. Maintain supplies in an area designated for storage of postal supplies. b. Establish a location numbering system to assist in locating each item. c. Monitor supplies using PS Form 1586 (Supply Record). (1) Enter appropriate PS item/form number. (2) Enter a brief (item/form) description. (3) Enter unit of issue. (4) Enter source of supply. (5) Enter maximum and minimum levels. (6) Enter balance on hand. (7) Enter quantity issued, received and ordered. d. Maintain control of inventory and establish minimum and maximum stock quantity. e. Conduct supplies inventory on a semi-annual basis. f. Record the inventory count on PS Form 1586 (Supply Record). 3. Issue and requisition USPS supply items. a. Issue supplies to each MPO section weekly. b. Update the supply balance on PS Form 1586 (Supply Record). c. Determine supplies required to order. (1) Order supplies when supplies reach, or fall below, the minimum level. (2) Submit normal supply requisitions as needed, monthly or quarterly. (3) Order necessary quantity to bring supplies to the maximum level. d. Prepare PS Form 7380 (MDC Supply Requisition). (1) Enter MPO supervisor or Custodian of Postal Effects (COPE) along with complete mailing address of MPO. (2) Leave "For MDC Use Only" blank. (3) Enter MPO finance number. Page 3

4 (4) Enter MPO Federal Standard Requisitioning Issue Procedures (FEDSTRIP) address code. (5) Enter Julian date. (6) Enter requisition number. (7) Enter requisition page number. (8) Enter the Post Stock Number (PSN) or Postal Service Item No. (PSIN). (9) Enter quantity requested. (10) Enter Unit of Issue. (11) Enter a brief description of the item. (12) Leave Unit Price, Est. Cost, and Grand Total Amount of Order blank. (13) Enter correct mailing address of the MDC. (14) Print name of the COPE or MPO supervisor followed by his/her grade and title. (15) Obtain signature of the COPE or MPO supervisor and have them date form. (16) Leave Name of Authority Certifying Officer or Designate, Signature and date, PEN or Commercial Telephone Number w/area Code, and Requestor's blank. e. Prepare PS Formx DDDP (Express and Priority Mail Supply Order Form Postal Installations). (1) Quantity - Check appropriate block for amount needed. If amount needed is not listed under the "Minimum" column, then check "Other" and write the amount. (2) Repeat Orders - Check "Monthly" for each item ordered. (3) Ship This Order To - Enter your post office mailing address. 4. Receive USPS postal supplies. a. Check supplies received against the shipping order and MPO copy of PS Form 7380 to ensure all items requisitioned are received. b. Report discrepancies to the Material Distribution Center by memo when an item is not received and the shipping order does not reflect the reason for non-shipment. c. Submit a file copy of the PS Form 7380 and a copy of the shipping order sent with the shipment; record the discrepancy on that particular item on the PS Form d. Annotate the appropriate PS Form 1586 for all supply items received. (Asterisks indicates a leader performance step.) Evaluation Guidance: Score the Soldier GO if all performance measures are passed (P). Score the Soldier NO GO if any performance measure is failed (F). If the Soldier scores NO GO, show the Soldier what was done wrong and how to do it correctly. Evaluation Preparation: Setup: Evaluate this task in conjunction with other postal tasks. Ensure all necessary postal supplies and equipment are available. Brief Soldier: Tell the Soldier to perform the necessary steps to maintain postal supplies. Page 4

Leaders will complete the current Deliberate Risk Assessment Worksheet in accordance with the TRADOC Safety Officer during the planning and completion of each task and sub-task by assessing mission, enemy, terrain and weather, troops and support available-time available and civil considerations, (METT-TC). Note: During MOPP training, leaders must ensure personnel are monitored for potential heat injury. Local policies and procedures must be followed during times of increased heat category in order to avoid heat related injury.
