2 Section-1 NOTICE INVITING TENDER (NIT) Sealed quotations are invited from Ministry of National Guard (MONG) / GPT approved manufacturer/suppliers of IPND Site Network installation project of Ministry of National Guard (MONG) in Dammam, Kingdom of Saudi Arabia (KSA) for supply of HDPE Pipes as per GPT/MONG specifications and as per terms and conditions given hereunder: Complete tender document is available on CPP portal and TCIL website, The document can be downloaded from the website. The eligible bidders shall participate in the tender process. TECHNICAL SPECIFICATIONS & COMMERICAL TERMS & CONDITIONS 1. The material should be Ministry of National Guard (MONG) approved and shall meet GPT/ MONG Specifications. 2. Supplier should submit the sample, if selected for placing purchase order, for seeking approval from GPT/Ministry of National Guard (MONG). 3. The supplier shall arrange for factory visit, before supply of the material, if required by the client. 4. The price shall be quoted as per Price Schedule (Section-3) and should be in Saudi Riyal and inclusive of all taxes, duties, insurance, freight and unloading at our store/site, Dammam. The bidder shall be responsible for unloading of material at TCIL warehouse. 5. PO will be placed in lots of 20-40% quantity based on project requirement. 6. Delivery of Material will be in Dammam store/site as per requirement. 7. The quantity of material may vary by ±25%. 8. The validity of offer should be for a period of one year. 9. The material should be supplied within 7 days after issue of Purchase Order. 10. Payment will be made by cheque/bank transfer after delivery of material in good condition and on submission of VAT invoice.

3 Section-2 GENERAL TERMS & CONDITIONS: 1. The quotation shall be submitted in sealed envelope and RFQ title & date shall be mentioned on the sealed envelope. 2. The offer should be addressed to Manager (Procurement), O/o Regional Director, Telecommunications Consultants India (TCIL), Building No. 6997, Ash Shaikh Abdul Rahman Ibn Abdulatheef Street, Almanar, Unit No.4 Wasel Saudi Post, Riyadh Saudi Arabia. The sealed offer should reach us by March 06 th, 2018 before 1300 Hrs. The offers received by fax or will not be considered. Bid will be opened on March 06, 2018 at 1330 Hrs. 3. Important: This tender is covered under Integrity Pact Programme of TCIL and Bidders are required to sign Integrity Pact Document enclosed as Annexure-2 and submit the same to TCIL along with bids. All pages of IP Document shall have signature of the authorized person along with company seal. 4. Warranty: The supplier will guarantee that the material manufactured is as per GPT/MONG specifications/standards. Notwithstanding the material having been tested and accepted, the supplier shall guarantee that the material ordered and delivered meets the required level of performance from the date of supply till completion of 18 months warranty period. Supplier warrants that the material supplied are free of defects and workmanship and shall perform satisfactorily after having been installed. Within the warranty period, the supplier shall promptly replace any damage/defective items specified by purchaser free of charge. In such an event, all the charges shall be borne by supplier. 5. Liquidity Damages (LD): Liquidated damages shall be 1% of the price per week for delayed delivery of goods upto maximum amount of 10% of the order value. In case LD reaches the maximum of 10%, TCIL will be free to terminate the agreement and buy the material at the risk and cost of supplier and may also recover liquidated damages. 6. TCIL reserves the right to accept or reject any offer without assigning any reason. 7. TCIL also reserves the right not to place the purchase orders for whole/part of the quantities.
