2 MATTISSE (Midlands Advanced Transportation and Telematics Information System and Strategies in Europe) is the key to future traffic and travel information services. Travelling in real time The application of Intelligent Transport Systems (ITS) offers the transport industry the opportunity to provide integrated transport systems and a multi-modal transport infrastructure. By combining information and telecommunication technologies, ITS enables transport systems to provide benefits such as improved quality, safety, efficiency and effectiveness of transport networks. One of the key elements of ITS solutions is the gathering and sharing of traffic and travel information. To ensure that the information is comprehensive, reliable and real-time, it is vital that systems for the various transport modes are integrated. MATTISSE is a novel system, originally conceived and developed by a consortium of eight Midlands Local Authorities: Birmingham, Coventry, Dudley, Leicester, Sandwell, Solihull, Walsall and Wolverhampton. It integrates systems of operators such as Police Control Centres, Urban Traffic Control Centres, Local Authorities and Public Transport Operators to provide fully integrated traffic and travel information. MATTISSE successfully manages accurate, real-time information in a comprehensive manner and broadcasts this information extensively around the Midlands. The Marconi-Mott MacDonald joint venture, M 3, has now taken over the operation, ongoing development, and promotion of the MATTISSE system. A wealth of traffic and travel information stored in discrete electronic data banks has until recently been left untapped. By unlocking this valuable data and transforming it into accessible, practical, real-time information to be used by network operators and travellers to manage and plan travel, MATTISSE becomes the key to future traffic and travel information services. MATTISSE draws data from existing urban traffic and public transport systems, supplemented by data on traffic events sent from police command and control systems. It processes this raw information so that realtime traffic and travel information may be delivered to the travelling public via a range of channels (including Internet, kiosks, mobiles) to provide an informed picture of traffic and travel conditions. One of the many benefits of MATTISSE is to enable local authorities to manage the road network better through use and delivery of information that is timely and relevant. By providing real-time regional traffic monitoring and traveller information covering motorways, urban routes and public transport, MATTISSE operates in line with the aims of Transport Direct* in providing a 'one-stop information point for all forms of travel information'. * Transport Direct is a Department for Transport service, announced in Transport 2010 The 10-Year Plan, which will be developed in close co-operation with local authorities, transport operators and technology providers. Its aims are to provide a comprehensive, easy-to-use, multi-modal travel information and ticketing service for any journey within the United Kingdom.

Screens The MATTISSE system facilitates co-operation between a number of bodies who provide the raw traffic and travel information and those who receive the processed information: Providers Police Control Centres Urban Traffic Control (UTC) Centres Local Transport Authorities Public Transport Operators. Receivers The Public Local Authorities Media Companies UTCs Police Control Centres. The strengthened co-operation, resulting in the availability of real-time, multi-modal traffic and travel information, will, in turn, lead to a faster and more efficient response to the public's travel problems. The effects of transport disruption will be minimized and information will be co-ordinated through the real-time information exchange of advanced detailed traveller information. MATTISSE offers the end-user a selection of information channels, such as dedicated or secure Internet access, public Internet, information kiosks and terminals, mobile phones, hand-held devices and public space information screens. This wide selection of information modes ensures that end-users have the opportunity to access traffic and travel information irrespective of the time of day or of their location. The ready availability of information enables end-users to avoid traffic difficulties and to plan and execute their journeys more effectively. Additional benefits which may be enjoyed by particular groups include: The Public Real-time operational public transport information exchange, coupled with scheduled timetable information, ensures that the public receive the latest traffic and travel information, including traffic flowaffecting events and car park occupancy levels. Local Authorities Key stakeholders can be informed of transportation events that exist within, close to, and on, routes affecting their region, as well as neighbouring regions and influential inter-regional corridors. Media Companies Real-time communications links between Media Companies, UTCs and Police Control Centres enable Media Companies to access real-time, accurate traffic and travel information in a customized format, reducing the need for further processing before passing on to customers. Thanks to timeliness and accuracy of the data, valuable information can be passed to customers, including logistics and haulage companies. UTCs Dynamic congestion data, derived automatically from traffic sensors, provides valuable minute-by-minute congestion status. Operators receive real-time information on police road traffic problems, equipment faults and motorway incidents. Frees-up UTC operators' time to focus on higher value-added traffic management activities, by using the MATTISSE system to disseminate information to the media and travelling public. Police Control Centres More efficient use is made of Police Control Operators, who can concentrate on their core duties, with callers being directed to a source of MATTISSE information.

4 Operational strengths of MATTISSE The MATTISSE system is up-to-date with the latest applications software technology and offers an excellent user interface the MATTISSE Client as a means of accessing the system. The MATTISSE Client runs on ordinary desktop PCs and is similar to the image alongside. By responding to customer requirements for a user-friendly and intuitive interface, MATTISSE provides a modern mapping technology; increased security through firewall protection and access authorization by password and username; and a more robust communications network. M 3 aims to reduce the amount of time and effort customers have to spend entering data and locating and interpreting the information provided via MATTISSE, thereby enabling customers to focus on what is important to them. To this end, M 3 facilitates the dataentry process so that accuracy of data is assured; speeds up the data retrieval process; and customizes the format in which customers receive information. At the heart of the MATTISSE system is the UTMC* Common Database. MATTISSE uses UTMC-compliant interfaces, i.e. it specifically accommodates the exchange of information between systems and supports centralizing or distributing the intelligence around a system. MATTISSE is also one of the first users of the Travel Information Highway** and complies fully with this protocol. Ongoing developments Ongoing developments will focus on the provision of more comprehensive information from motorway networks, urban roads and public transport in an extended area: Interfaces to CCTV systems (currently limited to UTC Centres and PC Centres); access to MDIS/MIDAS/ATM real-time data; and access to floating vehicle data (e.g. Bus Real Time Information systems) will improve the depth and usefulness of information available through MATTISSE. The MATTISSE concept can be applied in other regions in the United Kingdom and Europe, leading to increased co-operation and co-ordination between information providers, and furthering the objectives of Transport Direct by providing a 'comprehensive national service for the travelling public'. By offering more comprehensive, personalized information from a wider area, provided in real-time using a variety of technologies, MATTISSE will enable the likely impacts of traffic density and incidents to be assessed quickly and effectively. As a result, Advisory Guidance Facilities may be developed which offer travellers a choice of alternative routes depending on the real-time status of the available transport modes for the traveller's chosen route. * Urban Traffic Management and Control ** The Travel Information Highway (TIH) objective is the widespread exchange of information through the use of common standards and best practice for the public sector and commercial interests.
