5 International Conference : from construction to rehabilitation - The Conservation Management Model allows all information on bridges to be correctly organized and handled, making it a fundamental instrument for the management of these structures; - The Bridge Maintenance Management System consists of a series of activities in constant development and improvement; - The set of activities that belong to the Bridge Maintenance Management System is transversal to the different EP directorates; - The Conservation Management Model is completely integrated in EP s operations, ensuring the reliability of results. 3 BRIDGE MAINTENANCE MANAGEMENT SYSTEM

6 International Conference : from construction to rehabilitation The Bridge Conservation Management System allows a vast knowledge of bridges Conditional Rating through a periodic update of the set of activities that support the system: - The Bridge Inventory consists of Technical, Administrative and Constitutive data and requires permanent updating; - The Routine Inspection is a visual assessment of bridge maintenance needs. When damage detected are considered important, a Main Inspections can be requested; - The Main Inspection is a visual assessment of the safety of all bridge components that, according to their importance, allows the inspector to grade the urgency of the bridge intervention with as indicator factor called Condition Rating; - The Underwater Main Inspection is a visual assessment of the safety of the underwater bridge components, as well as the river bed. 4 SUMMARY OF ACTIVITIES

7 International Conference : from construction to rehabilitation SUMMARY OF ACTIVITIES 4.1 Patrimony Analysis - On December 31, 211, the system database showed 5.29 bridges surveyed in EP s direct management or directly involved in its road network Distribution, by district, of EP bridges or those directly involved in its roads EP Direct Management Interferes with EP roads EP Direct Management Interferes with EP roads

In this set prevail bridges with a length below 1m (55%).

10 International Conference : from construction to rehabilitation Multi-year Routine Inspections Plan In each 2 years cycle, a campaign of Routine Inspections is carried out for all EP bridges st Cycle 2nd Cycle 3rd Cycle Main Inspections carried out as a result of the Routine Inspections requests The request of a Main Inspections usually results from an alert situation in a Routine Inspection; - Main Inspections are only carried out when its anticipation is justified; - Following the Main Inspections, a great amount of interventions have been carried out, preventing a more severe evolution of detected damage st Cycle Routine Inspections Principal Inspection Requests Confirmed Requests 2nd Cycle

11 International Conference : from construction to rehabilitation SUMMARY OF ACTIVITIES 4.3 Main Inspections Distribution or Main Inspections done by internal and external resources 349 Internal Meios Internos Resources - Since June 21, all Main Inspections to ordinary bridges are done by EP s technical staff; In 211, the first cycle of 5 years ended, with all EP bridges assessed; - The second cycle of Main Inspections will start in 212 and will last until 216. In this period of time, almost 5.15 bridges will be inspected; - For the planning of this second cycle a great number of new bridges will be added to EP s patrimony duo to the incorporation of Grande Lisboa and Douro Litoral concessions Outsourced Contratação Externa

12 International Conference : from construction to rehabilitation Multi-year Main Underwater Inspections Plan Main Underwater Inspections are held every 4 years in approximately 15 bridges 1º ciclo which foundations 2º ciclo are permanently under water; - These Inspections are carried out in a 2 years cycle, when and where needed; 24 - To date, an Underwater Inspections Manual is being developed, to increase the technical knowledge about the behavior of bridge underwater components st Cycle 21 2nd 211 Cycle Condition Rating of EP Bridges 14,75% 14% 54,9% 3,9%,52%,74% 85 - At the end of 29, the percentage of bridges with 4 and 5 was 6%. 17 International Conference : from construction to rehabilitation Strategic Planning: Updating the computer application where the Bridge Maintenance Management System is based on, with the aim of: Developing the Inspections Planning; Integrate the evolutional improvements of SGOA; Highlight all the information concerning the Inventory and the Inspections; Access and registration control of changed information; Development of Pivot Tables, to allow the selections of results according to the persuade objectives; Flexibility, fitting the management needs of EP; SGOA s integration and interaction with other EP s computer applications, such as Gestão Documental, SIG, Planeamento. Technical Developments: Continue the technical training of Inspectors to introduce skills that increase their ability of making a proper assessment of bridges safety conditions. Pursuit the development and improvement of Manuals and the System support documentation. Management Planning: Believe in a technical and financial support to keep a cycle of preventive interventions (3 to 5 years) progressively decreasing the reactive interventions (1 to 2 years). Integrated management of the different management systems developed in EP for other structures, such as SGOA, SGPAV, SGOC.
