Job description A. General context of the project General context of the project Return and Reintegration: Enhancing reintegration and resilience of returnees, IDPs and vulnerable host communities through provision of basic services and support to livelihoods activities in Baidoa and Diinsor Districts. The proposed project aims at promoting reintegration of Somali returnees (to guarantee a safe and dignified return from Kenya) in Baidoa and Diinsor and the resilience of vulnerable displaced persons residing in the two targeted Districts in Bay region: Baidoa and Diinsor. The Acton will target both urban and rural areas to ensure a comprehensive action and to offer reintegration opportunities for both displaced population who wants to remain in town and for those who want to go back to rural areas outside town. Furthermore, the proposed project present a multi-sectorial approach encompassing reception, education, health, wash and cash transfer activities targeting returnees and the most vulnerable IDPs and host community members. Education: The Education program currently has one active project running in Baidoa. Its targeting 15 schools in Baidoa and 2 schools in Dinsor. The key activities are school feeding,water trucking,training of teachers and CEC's,and Update: July of 6 INTERSOS

2 provision of learning and recreational kits to schools. Protection CAAC: CAAC project builds on political commitments made by the Federal Government of Somalia (FGS) in 2012 with the signing of two action plans regarding children associated with the Somali National Armed Forces and to eliminate killing and maiming of children in contravention of international law. and on 1st October 2015 with the ratification of the Convention of the Rights of the Child (UNCRC). Despite these important national commitments, practical action on the prevention of recruitment and reintegration assistance to children continued to suffer setbacks due to the federal and localized nature of governance in Somalia. The proposed action contributes to achieving the objectives by engaging local actors to build their commitment and capacity to uphold children s protective rights and to create an environment where children have other viable and non-violent alternatives. The project intends to engage: atrisk children, parents, formal and informal authorities (Imams, community leaders, women and youth groups, teachers) and the business community. Health: For over 20 years, INTERSOS has been supporting Jowhar Regional referral Hospital in Middle Shebelle(JRRH), The hospital has been offering comprehensive health package, including primary health, nutrition, and secondary health care, to the region's population estimated to be 515,036. JRRH is the only facility in Middle Shabelle where, in the course of a single visit, patients can be attended to by a medical doctor; receive emergency/major surgical treatments, and access laboratory and radiological diagnostic services. The hospital hosts a stabilization center for rehabilitation of severe acute malnutrition cases with medical complications, a static OTP for treatment of SAM cases without medical complications, a TB center which offers comprehensive TB diagnosis and treatment services. In addition, INTERSOS serves as the focal partner for EPI and vaccines management in Middle Shebelle where it delivers cold chain services with vaccines logistics and supplies management for immunization. Equally, JRRH plays a pivotal role in INTERSOS' network of four primary health centers, mobile clinics, and community health workers. This robust, inclusive health system reaches more than 123 villages in the districts of Jowhar, Balad, and Warsheikh with primary, secondary, and epidemic response services. INTERSOS also runs a WFP funded project which targets children aged below 5 years together with pregnant and lactating mothers with MAM for nutrition rehabilitation. Update: July of 6 INTERSOS

General purpose of the position, responsibilities and tasks General purpose of the position To support the whole Mission procurement and logistics needs and also train the Logistics staff in other locations and give them guidance where necessary. Maintain a network of contacts in own area of competence (partners, other NGOs, local authorities, suppliers, etc.); participate in logistics meetings with partners and other INTERSOS sections on the field; Organise regular meetings with the logistics teams; Communicate daily with the Technical Coordinator and line manager in order to ensure good understanding of each other s activities and priorities. Main responsibilities and tasks Supply: Oversee the implementation of and compliance with INTERSOS procurement procedures, policies and management tools and where necessary, propose improvements in accordance with INTERSOS procurement manual; Do prequalifications of competent suppliers (and periodically [every six months] update the file of the suppliers concerning their legal status and working collaboration with INTERSOS) with the close supervision of Technical Supervisor; Make local purchases after all the necessary approvals have been finalized, in accordance with the INTERSOS procurement manual. Control the quality products and services provided, timeframes and the competitiveness of prices; Prepare purchase orders for purchases in line with logistical, medical and administrative needs; Responsible for the administrative supervision of internal and external orders; Oversee the conditions of acceptance of freight or materials arriving by road and the organisation and preparation (including packing and documentation) or materials to be shipped; Responsible for all visibility materials orders for all the mission and sending to the TechnicalSupervisor Stock: Monitor and follow up all the stocks and application of all procedures as per procurement manual; Update: July of 6 INTERSOS

4 Provide support for all medical activities (completely respect of the cold chain as well) in collaboration with the medical and paramedical staff; Perform daily consumption checks and update stock cards; Take a physical inventory of all INTERSOS stocks and goods, in accordance with the frequency defined with the Technical Supervisor and share every month the stock balances including the distribution lists; Asset Management: In charge of the tagging and updating of the all field assets inventory; In charge for all field assets and their maintenance (for the entire mission); Vehicles: Ensure for all projects the maintaining of the fleet vehicles in terms of size and quality; Oversee the effective completion of the logbook; Assure the respect of the vehicle services (daily, weekly and the general one every km); Organise transport (daily movement of vehicles), in conjunction with the Field Coordinator, taking into account the needs of the projects and security considerations; Monitor the fuel consumption of vehicles and mechanical equipment (generators), and the use of spare parts; Ensure the security of persons and goods during any movement; Supervise and train the teams of drivers, mechanics and any other staff involved. Communications: Guarantee sufficient means of communication to meet communication needs; Guarantee access to an emergency means of communication 24/7; Ensure the proper operation, use, maintenance and management of communication equipment (Thurayas, mobiles and laptops, etc.). Monthly update list of Thurayas and mobiles contacts. INTERSOS Networking with other organizations: Maintain a network of contacts in own area of competence (partners, other NGOs, local authorities, suppliers, etc.); participate in logistics meetings with partners and other INTERSOS sections on the field; Organise regular meetings with the logistics teams; Communicate daily with the Technical Supervisor and line manager in order to ensure good understanding of each other s activities and priorities. Reporting: Prepare activity monthly reports for the Field Coordinator and Technical Update: July of 6 INTERSOS

5 Supervisor and ensure that statistical data are regularly updated; Immediately inform the Field Coordinator and Technical Supervisor of any information that has or could have an impact on the security of INTERSOS staff and / or properties; General support logistics activities: Implement support activities (ICT, electricity, transport (by road and plane), fleet management, WASH, put in place and respect of the security procedures) and any other logistical activities; In charge for implementation of the technical solutions, policies and logistics procedures defined by the Technical Supervisor, and ensure compliance with them; Ensure the correct use of tools and documents/formats inside logistics activities; Ensure the proper use, monitoring, regular maintenance (in accordance with the INTERSOS standards) and protection of all projects infrastructures, installations and equipment; Ensure the maintenance of all work and residential premises of the INTERSOS staff; Ensure good living conditions for INTERSOS staff and compliance with the health and safety measures; In the absence of the Field Coordinator and at the request of the Head of Mission, oversee security. At least a minimum of 3 years progressively working in logistics and procurement.. Knowledge and experience in supply chain strategies, market analysis techniques, fleet management, and inventory and property management. Fluency in English is a must, ability to move around INTERSOS Somalia offices. Strong collaborator with effective inter-personal and analytic skills.
