2 EXHIBIT A SCOPE OF SERVICES TRANSPORTATION SYSTEM MANAGEMENT & OPERATIONS GENERAL CONSULTANT SERVICES 1.0 GENERAL REQUIREMENTS The purpose of this contract is to provide the DEPARTMENT with professional services of a CONSULTANT for a wide range of engineering, planning, and technical services needed to establish and support the Department s Transportation System Management and Operations (TSM&O) program within District Two. The objective of TSM&O is to maximize the efficiency of transportation systems by focusing on mobility outcomes, such as travel time reliability. TSM&O is a performance-driven approach for solving arterial congestion and traffic problems in which Intelligent Transportation Systems (ITS), signal system control, and other management and operational strategies are used to locate and correct the causes of congestion in real-time. The CONSULTANT will have assigned tasks but will be expected to provide services requested by the DEPARTMENT as-needed. The DEPARTMENT, at its own discretion, may elect to have any of the services set forth herein, performed by other consultants or DEPARTMENT staff. The CONSULTANT shall be qualified by the DEPARTMENT to perform the following types of work: Major Work Types: 6.1 Traffic Engineering Studies 6.2 Traffic Signal Timing Intelligent Transportation Systems Analysis and Design Intelligent Transportation Systems Implementation Intelligent Transportation Systems Communications Intelligent Transportation Systems Software Development Minor Work Types: 13.4 Systems Planning 13.5 Subarea/Corridor Planning 13.7 Transportation Statistics 1.1 Issuance of Task Work Order Authorizations November 27, 2017 Page 2

3 2.0 SERVICES Authorization to perform work described in this Scope of Services shall be conveyed to the CONSULTANT through a written Task Work Order issued by the Department s Project Manager (DPM). The Task Work Order shall specify the work to be performed, the products and services to be provided, the assigned staffing, the task schedule, the task cost, and method of compensation. The services assigned under the terms of this contract will generally relate to the following: Define a short-term and long-term plan Establish interagency protocols Converting existing infrastructure to real-time capabilities Ramp Metering Shoulder Utilization Express Lanes Arterial Traffic Signal and Roadway Management Connected and Automated Vehicle technology Freight tracking and management Transit Operations Defining internal practices within the Department General services Define a short-term and long-term plan The CONSULTANT shall prepare a short-term and long-term TSM&O master plan that identifies and allocates the resources needed to achieve TSM&O objectives within District Two. The short-term plan shall include objectives that will be met within one to five years. The long-term plan shall include objectives that will be met in greater than five years. The CONSULTANT shall coordinate with Central Office and other Districts in the planning and adoption of a statewide strategic plan for TSM&O for use within District Two. Establish interagency protocols The CONSULTANT shall work with local maintaining agencies throughout the District to help form partnerships and identify performance measures and critical networks that will be managed using TSM&O. This will be accomplished through workshops facilitated by the CONSULTANT between agency, CONSULTANT, and DEPARTMENT staff. Partnerships between local maintaining agencies shall be established by interagency agreements and protocols developed by the CONSULTANT. The CONSULTANT shall refine, evaluate, and develop if necessary, operating plans utilized by local agencies. Converting existing infrastructure to real-time November 27, 2017 Page 3

4 The CONSULTANT shall examine and make recommendations on how to upgrade existing infrastructure along critical networks to have real-time reporting capabilities. TSM&O will require a data collection system that can operate in realtime. The CONSULTANT will develop and recommend a system of data collection and analysis to be used along critical networks. The CONSULTANT shall assess data collection capabilities currently in use, and implement desired data collection capabilities as indicated by maintaining agencies and the DEPARTMENT. The CONSULTANT shall examine real-time traffic management options available and how they can be implemented into Advanced Traffic Management Systems (ATMS) within District Two. Ramp Metering The CONSULTANT shall study, develop recommendations, provide design concepts and generate cost estimates for potential ramp metering deployments at various Interstate on-ramps in District Two. The CONSULTANT will require a data collection system that can be utilized for modeling purpose during the determination of deployment locations. The CONSULTANT shall assess data collection capabilities currently in use, and implement desired data collection capabilities as indicated by maintaining agencies and the DEPARTMENT. The CONSULTANT shall examine various options and conflicts that could occur with the recommendation. Shoulder Utilization The CONSULTANT shall study, develop recommendations, provide design concepts and generate cost estimates for potential shoulder utilization deployments at various Interstate locations in District Two. The CONSULTANT will require a data collection system that can be utilized for modeling purpose during the determination of deployment locations. The CONSULTANT shall assess data collection capabilities currently in use, and implement desired data collection capabilities as indicated by maintaining agencies and the DEPARTMENT. The CONSULTANT shall examine various options and conflicts that could occur with the recommendation. Express Lanes The CONSULTANT shall study, develop recommendations, provide operational design concepts and generate RTMC operation cost estimates for Express Lane deployments at various Interstate locations in District Two. The CONSULTANT will require a data collection system that can be utilized for modeling purpose during the analysis of deployment locations. The CONSULTANT shall assess Express Lane concepts currently in use and assist in the implementation of recommended changes as indicated by maintaining agencies and the DEPARTMENT. The CONSULTANT shall examine various options and conflicts that could occur with the recommendation. Arterial Traffic Signal and Roadway Management November 27, 2017 Page 4

5 The CONSULTANT shall study, develop recommendations, provide design concepts and generate cost estimates for potential arterial traffic signal and roadway improvements along various State roadway systems in District Two. The CONSULTANT shall examine roadway corridors that could potentially utilize adaptive signal technologies to improve the movement of traffic flows in real-time. The CONSULTANT will assist in the analysis of Performance Measures of local agencies and their concurrence with the associated maintenance agreements. The CONSULTANT shall assess data collection capabilities currently in use, and implement desired data collection capabilities as indicated by maintaining agencies and the DEPARTMENT. The CONSULTANT shall examine various options and conflicts that could occur with the recommendation. Connected and Automated Vehicle Technology The CONSULTANT shall study, develop recommendations, provide design concepts and generate cost estimates for potential connected and automated vehicle techologies along various State roadway systems in District Two. The CONSULTANT shall examine roadway corridors that could potentially utilize connected and automated vehicle technologies to improve the movement of traffic flows in real-time. The CONSULTANT will assist in the analysis of these technologies to improve the movement of freight, vehicles, pedestrians and bicyclists. The CONSULTANT shall assess data collection capabilities currently in use, and implement desired data collection capabilities as indicated by maintaining agencies and the DEPARTMENT. The CONSULTANT shall examine various options and conflicts that could occur with the recommendation. Freight Tracking and Management The CONSULTANT shall examine and make recommendations on how to upgrade existing Bluetooth infrastructure along critical networks to have real-time reporting capabilities. TSM&O will utilize a data collection system that can operate in realtime. The CONSULTANT will access the TrafficCast data collection system for analysis to be used along critical networks. The CONSULTANT shall assess data collection capabilities currently in use, and implement desired further data collection capabilities as indicated by maintaining agencies and the DEPARTMENT. The CONSULTANT shall examine real-time traffic management options available and incorporate this freight information within District Two s roadway network. Transit Operations The CONSULTANT shall examine and make recommendations on how to incorporate transit data along critical networks to have real-time reporting capabilities. TSM&O will utilize a data collection system that can operate in realtime. The CONSULTANT will access the Jacksonville Transportation Authority s (JTA) data collection system for analysis to be used along critical networks. The CONSULTANT shall assess data collection capabilities currently in use, and implement desired further data collection capabilities as indicated by JTA and the November 27, 2017 Page 5

6 DEPARTMENT. The CONSULTANT shall examine real-time traffic management options available and incorporate this transit information within District Two s roadway network. Defining internal practices within the Department The CONSULTANT shall identify practices consistent with TSM&O that can be utilized within the different functional areas of the DEPARTMENT. These areas include but are not limited to: Planning Project Development and Engineering (PD&E) Design Construction Maintenance Traffic Operations The CONSULTANT shall propose a structure for all of the above functions to understand their role in the implementation. General services The CONSULTANT shall provide services requested by the DEPARTMENT asneeded in the development and implementation of TSM&O within District Two. Services include but are not limited to: Assisting in master plan development for potential projects Updates to ITS Architecture System Engineering Management Plan documentation Monitoring reports of test deployments Assisting in management and operation activities TSM&O marketing activities 3.0 DEPARTMENT RESPONSIBILITIES The DEPARTMENT will furnish, without cost to the CONSULTANT, the following services and data to the CONSULTANT in connection with services authorized under terms of this agreement: 1. All criteria and information as to the Department s requirements for consultants and contractors services including objectives, constraints, budgetary limitations, and time restraints. 2. All Department procedures, standards, forms, and policies applicable to the Services. 3. Drawings, specifications, schedules, reports and other information prepared by and/or for the DEPARTMENT by others which are available to the November 27, 2017 Page 6

7 DEPARTMENT and which the DEPARTMENT considers pertinent to the Consultant s responsibilities, as described herein. 4. Existing structural, roadway, and other plans as available and required for the performance of an assigned Task Work Order. 5. All necessary utility relocation form letters, agreements, relocation schedules and any other document form needed by the CONSULTANT to clear the project utilities. 6. Advise the CONSULTANT in all utility negotiation matters. 4.0 SPECIFICATIONS FOR WORK The CONSULTANT shall ensure that all documents, studies, and reports are prepared in accordance with the latest editions of the standards utilized by the Department which include, but are not limited to, publications such as: AASHTO, A Policy on Geometric Design of Highways and Streets FDOT Location Survey Manual FDOT Right-of-way Mapping Handbook Geometric Geodetic Accuracy Standards FDOT Soils and Foundations Manual FDOT Flexible Pavement Design Manual for New Construction and Pavement Rehabilitation FHWA Manual on Uniform Traffic Control Devices FDOT Standard Specification for Road and Bridge Construction FDOT Roadway Plans Preparation Manual Standard Building Codes FDOT Basis of Estimates Manual Federal Highway Program Manual FDOT Drainage Manual FDOT Structures Design Guidelines Manual FDOT Structures Detailing Manual AASHTO Roadside Design Guide FDOT Roadway and Traffic Design Standards FDOT Utility Accommodation Manual FDOT CADD Manual November 27, 2017 Page 7

8 Documents, studies, and reports shall be accurate, legible, and complete in design to the extent necessary to support the type of procurement and method selected by the DEPARTMENT. The CONSULTANT shall ensure that all contract documents and support forms have been prepared on Microsoft Word 2007 and stored on electronic media. November 27, 2017 Page 8
